Dismantling the signposts to public health? NHS data under the Health and Social Care Act 2012
The Health and Social Care Act 2012 will replace the administrative structure of the NHS in England, currently based on the resident populations of defined geographical areas, with one that relates instead to the shifting populations of individuals registered with specific general practices at given points in time.1 This will radically change the longstanding basis for collecting data routinely about the health needs of local populations, making it difficult to monitor the effect of new legislation on the health of the population locally or nationally.2 3 We discuss some of the implications of the act for existing routine data systems and the production of routine statistics that underpin essential NHS functions, including monitoring healthcare provision and ensuring equity of access, allocation of resources, and measurement of outcomes

This article examines the development of computerized animation and its use in the legal field. It then analyzes the Minnesota Supreme Court\u27s holding in Stewart and the consequences of that ruling. Finally, the article concludes that the court\u27s decision failed to delineate a test for the district courts to apply when faced with the use of computerized animation in a criminal case

Phonon-Induced Rabi-Frequency Renormalization of Optically Driven Single InGaAs/GaAs Quantum Dots

L. by the Royal Society.We study optically driven Rabi rotations of a quantum dot exciton transition between 5 and 50 K, and for pulse areas of up to 14 pi. In a high driving field regime, the decay of the Rabi rotations is nonmonotonic, and the period decreases with pulse area and increases with temperature. By comparing the experiments to a weak-coupling model of the exciton-phonon interaction, we demonstrate that the observed renormalization of the Rabi frequency is induced by fluctuations in the bath of longitudinal acoustic phonons, an effect that is a phonon analogy of the Lamb shift.Peer reviewe

This report covers about 94,700 square kilometres of rangelands in the Sandstone-Yalgoo-Paynes Find area of Western Australia. The area lies within 27°S and 30°S latitudes, and 115°30\u27E and 120°E longitudes and includes the towns of Sandstone, Yalgoo and Paynes Find. The northern, southern, and eastern limits of the survey area are largely defined by the boundaries of the 1:250,000 scale series map sheets.The western limit is the boundary between the pastoral and agricultural area
A probabilistic analysis of argument cogency
This paper offers a probabilistic treatment of the conditions for argument cogency as endorsed in informal logic: acceptability, relevance, and sufficiency. Treating a natural language argument as a reason-claim-complex, our analysis identifies content features of defeasible argument on which the RSA conditions depend, namely: change in the commitment to the reason, the reason’s sensitivity and selectivity to the claim, one’s prior commitment to the claim, and the contextually determined thresholds of acceptability for reasons and for claims. Results contrast with, and may indeed serve to correct, the informal understanding and applications of the RSA criteria concerning their conceptual dependence, their function as update-thresholds, and their status as obligatory rather than permissive norms, but also show how these formal and informal normative approachs can in fact align
Fast preparation of single hole spin in InAs/GaAs quantum dot in Voigt geometry magnetic field
The preparation of a coherent heavy-hole spin via ionization of a
spin-polarized electron-hole pair in an InAs/GaAs quantum dot in a Voigt
geometry magnetic field is investigated. For a dot with a 17 ueV bright-exciton
fine-structure splitting, the fidelity of the spin preparation is limited to
0.75, with optimum preparation occurring when the effective fine-structure of
the bright-exciton matches the in-plane hole Zeeman energy. In principle,
higher fidelities can be achieved by minimizing the bright-exciton
