Conceptual bases of target agreements’ signing  in the sphere of management of higher education institutions in Federal Republic of Germany, which were formulated in the resolution of the Conference of rectors of higher education institutions of Federal Republic of Germany  have been analyzed. Practical experience of the use of the target agreements as an instrument of implementation of strategic planning in the sphere of higher education highlighted by the German scientists has been studied.Проаналізовано концептуальні засади укладання цільових угод у сфері управління вищими навчальними закладами ФРН, затверджені постановою Конференції ректорів вищих навчальних закладів. Совмещенный алгоритм работы системы регулирования периметра лазерного гироскопа

Розглядається новий метод збільшення точності вимірювання лазерного гіроскопу – за рахунок використання суміщеного алгоритму роботи системи регулювання периметра лазерного гіроскопа. За допомогою математичних моделей лазерного гіроскопа формується програма моделювання, написана мовою С++, яка обчислює значення периметра лазерного гіроскопа в умовах температурного збурення. Проведенням моделювання роботи системи регулювання периметра лазерного гіроскопа при найбільш популярних алгоритмах роботи, визначається їх ефективність. На основі оцінки переваг і недоліків вищезазначених алгоритмів формування алгоритму, який буде суміщати переваги і мінімізувати їх недоліки. Проводиться оцінка роботи суміщеного алгоритму роботи системи регулювання периметра.Modern trends of development for gim balless inertial navigation systems are designed to improve the accuracy of sensitive items, including laser gyroscopes (LG). The simplest method of improving precision properties of the gyroscope is to increase the accuracy of electronic systems in LG. This article examines the proposed algorithm for work of perimeter laser gyroscope’s control system, which has advantages of reducing the stabilization error of the perimeter and simplifying the mathematical model of data analysis for the implementation of mentioned algorithm on microcontrollers in real time. Also advantages and disadvantages of different algorithms for work of perimeter regulation system (PRS) of the laser gyroscope are discussed. Step-based search algorithm combined with working and tentative steps. The main drawback is the constant value of the step during search. One of the most significant advantages is the simple mathematics behind the algorithm and can be easily stored in the microcontroller, thus not requiring large computational resources. Step-based algorithm using gradient search method. For various values of the searching step results sometimes can be better than for above constant step algorithm, but yet sometimes are worth. Combined algorithm uses advantages of both methods. It reacts at the change of the perimeter, estimates the quality of the system, and decides which value of search step parameter to choose. Main advantages of the last algorithm are both the absence of processing of large volumes of statistical data and the variability of the search step in PRS exclusively depending on the present value of current in the solar cells. This leads to the minimal possible decision time, and allows implementation to be possible for simple and not expensive microcontrollers, operating in real time. Presented algorithm for work of PRS in LG can improve accuracy of stabilization perimeter of LG. This allows getting better ground stability, which improves the measurement precision of the laser gyroscope.В работе рассматривается новый метод повышения точности измерения лазерного гироскопа – использование совмещенного алгоритма работы системы регулирования периметра лазерного гироскопа. С помощью математических моделей лазерного гироскопа формируется программа моделирования, написанная на языке С++, которая вычисляет значение периметра лазерного гироскопа в условиях температурного возмущения. Проведением моделирования работы системы регулирования периметра лазерного гироскопа при наиболее популярных алгоритмах работы, определяется их эффективность. На основе оценки преимуществ и недостатков вышеупомянутых алгоритмов формирования алгоритма, который будет совмещать достоинства и минимизировать их недостатки. Проводится оценка работы совмещенного алгоритма работы системы регулирования периметра

Creativity of High School Teachers Over Time

This article deals with the creativity of teachers of higher education in the process of their professional activity. The teacher's creativity is substantiated as an important factor that determines the success of the teacher's professional activity and, as a consequence, a better educational process. An active professional thesaurus of a teacher is considered as a means of supporting indicators of changes in biological creativity. The data were obtained from direct surveys of teachers, administrators and managers of universities, using D. Johnson's creativity questionnaire, adapted by E.V. Tunik, as well as from the review of the results of scientific and pedagogical activities of university teachers: original articles, creative classes, and translation of creative behavior. Based on the data of the study, the dependence of the level of creativity of a higher education teacher on the level of a professional thesaurus is revealed. In particular, the article presents the level of creativity of teachers who combine educational work with research, teachers who are mainly engaged in educational activities and representatives of the administrative and managerial personnel of universities, combining managerial functions with teaching
