The first preliminary ruling on the third pillar - a review: Gözütok and Brügge case
Hiç kimsenin aynı eyleminden dolayı birden çok kez kovuşturulamayacağı ya da aynı eylemden ötürü mükerrer yargılama ve cezalandırılmaya izin verilemeyeceği anlamına gelen ne bis in idem ilkesinin ulusal sınırları aşan şekilde uygulanmasının bir örneğini Schengen Uygulama Sözleşmesi'nin 54. maddesinde bulmak mümkündür. ATAD, söz konusu maddenin uygulanma kapsamını netleştirmek imkânını Gözütok ve Brügge kararı ile elde etmiştir. Söz konusu karar, özgürlük, güvenlik ve adalet alanının hayata geçirilebilmesi bakımından bütünüyle usule ilişkin şartların bir engel teşkil etmemesi gerektiğini; şekilden ziyade sonucun, başka bir deyişle ceza muhakemesi sürecine devam edilmemesi yönündeki kararın verilebilmesi için öngörülen yükümlülüklerin yaptırım karakterinin daha önemli olduğunu ortaya koymaktadır. Bu çalışmada ATAD'ın söz konusu kararını gerekçelendirirken tek pazarın kurulmasında yararlandığı ilkelerden yardım almış olması esas alınarak, Divan'ın bu kez III. sütun kapsamında dönüştürücü bir rol üstlenmeye hazır olduğu vurgulanmaktadır. Bu tespit yapılmakla birlikte gerçekleştirilmesinin zorlu bir sürece işaret ettiği; zira bunun temel haklar, özgürlük, güvenlik ve adalet alanının gerekleri ile üye devletlerin açık istekleri arasında doğru dengenin kurulmasına bağlı olduğu göz ardı edilmemektedir.Article 54 of the Convention Implementing the Schengen Agreement constitutes an example of transnational application of the ne bis in idem principle which means that no one should face more than one prosecution for the same offence or that no one should be punished twice for the same offence. In the light of the fact that the Court has made use of the principles it previously relied on in its case law concerning the single market, it will be emphasized in this study that the Court is ready to take on a transformative role in relation to matters of third pillar. However this is not to deny that this process is hard to realize since it involves achieving the right balance among fundamental rights of the individual, the requirements of the area of freedom, security and justice and the explicit intentions of the EU Member States
Generative adversarial training of product of policies for robust and adaptive movement primitives
In learning from demonstrations, many generative models of trajectories make
simplifying assumptions of independence. Correctness is sacrificed in the name
of tractability and speed of the learning phase.
The ignored dependencies, which often are the kinematic and dynamic
constraints of the system, are then only restored when synthesizing the motion,
which introduces possibly heavy distortions.
In this work, we propose to use those approximate trajectory distributions as
close-to-optimal discriminators in the popular generative adversarial framework
to stabilize and accelerate the learning procedure.
The two problems of adaptability and robustness are addressed with our
method.
In order to adapt the motions to varying contexts, we propose to use a
product of Gaussian policies defined in several parametrized task spaces.
Robustness to perturbations and varying dynamics is ensured with the use of
stochastic gradient descent and ensemble methods to learn the stochastic
dynamics. Two experiments are performed on a 7-DoF manipulator to validate the

Active Improvement of Control Policies with Bayesian Gaussian Mixture Model
Learning from demonstration (LfD) is an intuitive framework allowing
non-expert users to easily (re-)program robots. However, the quality and
quantity of demonstrations have a great influence on the generalization
performances of LfD approaches. In this paper, we introduce a novel active
learning framework in order to improve the generalization capabilities of
control policies. The proposed approach is based on the epistemic uncertainties
of Bayesian Gaussian mixture models (BGMMs). We determine the new query point
location by optimizing a closed-form information-density cost based on the
quadratic R\'enyi entropy. Furthermore, to better represent uncertain regions
and to avoid local optima problem, we propose to approximate the active
learning cost with a Gaussian mixture model (GMM). We demonstrate our active
learning framework in the context of a reaching task in a cluttered environment
with an illustrative toy example and a real experiment with a Panda robot.Comment: Accepted for publication in IROS'2
Demonstration-guided Optimal Control for Long-term Non-prehensile Planar Manipulation
Long-term non-prehensile planar manipulation is a challenging task for robot
planning and feedback control. It is characterized by underactuation, hybrid
control, and contact uncertainty. One main difficulty is to determine contact
points and directions, which involves joint logic and geometrical reasoning in
the modes of the dynamics model. To tackle this issue, we propose a
demonstration-guided hierarchical optimization framework to achieve offline
task and motion planning (TAMP). Our work extends the formulation of the
dynamics model of the pusher-slider system to include separation mode with face
switching cases, and solves a warm-started TAMP problem by exploiting human
demonstrations. We show that our approach can cope well with the local minima
problems currently present in the state-of-the-art solvers and determine a
valid solution to the task. We validate our results in simulation and
demonstrate its applicability on a pusher-slider system with real Franka Emika
robot in the presence of external disturbances

Mullerian inhibiting substance expression in papillary thyroid cancer
SummaryObjectiveTo examine the expression of Mullerian inhibiting substance (MIS) in papillary thyroid cancer.Materials and methodsThe MIS expression was examined by studying the immunohistochemistry in deparafinized sections prepared from tissue blocks of patients who were diagnosed with papillary thyroid cancer, as given in the pathology archive records (n = 23).ResultsIn all the cases studied, 50% (n = 10) showed strong staining and 50% showed moderate staining. The percentage of staining was found to be 94.2 ± 3.1% in strongly stained cases and 92.2 ± 2.1% in moderately stained cases. Normal thyroid tissues neighboring the tumor did not display any staining.ConclusionThe MIS expression can be used as a significant tool in differential diagnosis of papillary thyroid cancer and also to shed light on its etiopathogenesis
