    During the early twentieth century, a movement influenced by the tenets of Social Darwinism took root in the United States. Members of the movement used its principles to “improve the American race” through selective breeding. The leaders of the movement adopted the name eugenics and the participants worked at strengthening genetics in two major ways: the sterilization of persons with so-called genetic defects and an effort to eliminate miscegenation. The Commonwealth of Virginia pursued both aspects of eugenics with great fervor. Under the leadership of Dr. Walter Ashby Plecker, Virginia took a radical stance against racial amalgamation through legislation defining race. The process of instituting the laws was fraught with successes and failures, but eventually created the most drastic race legislation of its time which attracted the attention of national eugenicists, like Harry Hamilton Laughlin. The effectiveness of the laws passed in Virginia led to interest in the greater American eugenics community, including efforts in other state legislatures and the national government, but eventually failed to create change in the policies outside of Virginia

    A Geospatial Analysis of CDC-funded HIV Prevention Programs for African Americans in the United States

    Given the increase in HIV/AIDS infection rates among racial and ethnic minorities, particularly African Americans, this study was undertaken as part of a larger research effort to examine the distribution of HIV prevention services focusing on African American populations within the United States. Data were gathered via a national survey of community-based organizations (CBOs) funded by the Centers for Disease Control and Prevention (CDC). A geocoded national database was constructed to identify, locate, and map these HIV prevention programs. A total of 1,020 CBOs responded to the survey, yielding a response rate of 70.3%. These CBOs administered a total of 3,028 HIV prevention programs. Data describing intervention types and persons served, combined with the address and service area of responding CBOs, were integrated with census data (2000) and analyzed by using a geographic information system (GIS). The results of our national level analysis show that HIV prevention services for African Americans have fair coverage where African Americans comprise a substantial proportion of the population in urban areas in northeastern states, but that HIV prevention services for African Americans are inadequately distributed in the southeastern states. A local-level analysis was conducted for Alabama, where 68% of HIV/AIDS cases are among African Americans. Specific interventions such as street and community outreach, health communications, and public information are fairly well provided to African Americans in more urban cities in Alabama, however, individual- and group-level interventions have poor coverage in rural areas where a large percentage of African-Americans live. Overall, our study illustrates that the use of GIS adds value when used with other data sources to provide prevention services that are accessible to the populations most in need

    A fundamental approach to the sticking of insect residues to aircraft wings

    A proposed testing scheme is described for obtaining data on the effects of surface roughness and surface energy on insect adhesion. The road test apparatus is discussed as well as surface preparation techniques. Uncoated and polymer coated metal substrates were analyzed by SEM/ESCA/IRS before and following collision with insects. Critical surface tensions of unexposed Nyebar and poly sulfone coatings were 10 and 33 dynes/cm, respectively, as determined from contact angles. A total of 95% of insect residues collected belong to order Diptera. Significantly less insect debris was detected on the coated plates as compared to the uncoated plates. Minimal contamination at the 5 nm level of both coated and uncoated plates occurs even after hours of exposure to road conditions as determined by ESCA analysis. The presence of nitrogen detected by ESCA on exposed plates is unequivocal evidence for insect residues left on plates

    Conservation and restoration of the Pinus palustris ecosystem

    The well-documented decline of the Pinus palustris ecosystem has resulted from several anthropogenic influences, such as forest clearing (e.g. pine plantation forestry, agriculture) and urban development, both of which are closely related to increases in human populations. Other impacts have arisen from alterations in disturbance regimes responsible for maintaining the structure and function of these ecosystems. Restoration and management of degraded pine savanna ecosystems is critical. Identification of ecological processes that determine the structure and function of the intact system are important because successful restoration efforts should be based on sound scientific understanding. In this paper, we introduce this special issue on the ecology, conservation, and restoration of the Pinus palustris ecosystem. Some global climate change scenarios have suggested that future changes may occur that alter frequency and severity of disturbances such as fires and hurricanes. Such changes may have large effects on pine stands, and ultimately entire Pinus palustris savanna ecosystems, thus presenting further challenges to their sustainable management
