Kommunale Anpassung an den Klimawandel Quito (Ecuador) aus dem Blickwinkel Governmentalität
Umsetzung der Biodiversitätskonvention in nationale Politik und Planung - Ansätze auf dezentraler Ebene in Bolivien und Peru
Die 1992 erarbeitete Konvention über die biologische Vielfalt wurde mittlerweile von über 100
Staaten unterzeichnet. Artikel 6 der Konvention führt aus, daß nationale Strategien, Programme
und Pläne von den Unterzeichnerstaaten, z.B. Bolivien und Peru, zur Erhaltung und
nachhaltigen Nutzung der Biodiversität entwickelt werden sollen. Diese neuen Strategien und
Aktionspläne sollen jedoch keine isolierten Planungen darstellen, sondern mit dem jeweils
bestehenden nationalen Instrumentarium koordiniert werden, beispielsweise einer nationalen,
regionalen oder sektorspezfischen Entwicklungsplanung. Verbindungen zwischen bestehenden
Planungsinstrumenten und den Anforderungen der Biodiversitätskonvention sind
auszubauen, z.B. durch die Förderung von angepassten Landnutzungstechniken oder einer
fachübergreifenden, umfassenden Entwicklungsplanung (vgl. UNEP 1992)

Local knowledge as social innovation factor: The case of municipal district of Quito
La innovación social es clave para la mejora de los territorios, especialmente en los países en vías de desarrollo. Este trabajo analiza los elementos de conocimiento local que facilitan la generación de innovaciones sociales en el caso del Distrito Municipal de Quito (DMQ). El conocimiento local se analiza en sus tres dimensiones: humano, estructural y relacional. Se muestra que todas ellas son fuente de innovaciones sociales, estando en la base de la reforma organizativa, de la estructura territorial, de la agenda digital y del proceso de difusión de estas innovaciones a otros territorios.Social innovation is key to improving the territories, especially in developing countries. This paper analyzes the elements of local knowledge that facilitate the generation of social innovations in the case of the Municipal District of Quito (DMQ). Local knowledge is analyzed in three dimensions: human, structural
and relational. It is shown that all of them are a source of social innovations, being at the base of the organizational reform, territorial structure, the digital agenda and the process of diffusion of these innovations to other territories

Regionale Entwicklungsplanung in marginalisierten Räumen des Andinen Lateinamerika - Beispiele aus Bolivien, Kolumbien und Peru
Ciudades creativas en el Pacífico latinoamericano latitud norte 0-20° (Quito-Guadalajara)
In UNESCO' s Creative Cities Network, at the 0-20° latitude regions in our planet’s northern hemisphere, there are 10 cities recognized as being in this category, half in America and 60% of them on the Pacific Rim basin. Only two of these ten cities are included among the world’s 100 most-populated cities: Bogotá, Colombia, and Singapore. Guadalajara, Mexico, is among the most populated cities in Latin America, but its conditions have not yet been assessed in order to qualify as a creative city. Without a doubt, Guadalajara exhibits many examples of creativity. Quito, Ecuador, is considered a populous city only at the national level, and thus has not sought to become part of the unesco network. Yet, Quito has established a local development policy that includes many of the features of a creative territory. Taking into account this alignment, this study performs a first assessment of Quito and Guadalajara as creative cities. In a broader context, this analysis contributes to the challenges of the 21st century, such as the global changes that threaten the stability of life and development, demanding new and creative solutions at a local level.En la Red de Ciudades Creativas de la unesco, a 0-20° de latitud norte del planeta, hay 10 ciudades reconocidas en esta categoría, la mitad de ellas en América y el 60% del total en la cuenca del Pacífico. Sólo dos de las 10 ciu-dades se encuentran dentro de las 100 ciudades más pobladas del mundo: Bogotá, Colombia, y Singapur. Guadalajara, México, se encuentra entre las más pobladas de América Latina, no se han analizado sus condiciones para calificarla como una ciudad creativa. Sin lugar a dudas Guadalajara muestra muchos ejemplos de la creatividad. Quito, Ecuador, sólo en el ámbito nacio-nal es una ciudad poblada, y así no se ha tratado de participar en la red de la unesco. Por otro lado, Quito ha establecido una política de desarrollo local que incluye muchas características de un territorio creativo. Teniendo en cuenta este ajuste, en este estudio se realiza una primera aproximación de Quito y Guadalajara como ciudades creativas. En un contexto más amplio este análisis contribuye a los desafíos del siglo XXI, como los cambios globales que amenazan la estabilidad de la vida y el desarrollo que necesitan soluciones nuevas y creativas en el ámbito local.
PUBLIC SPACE IN QUITO (ECUADOR). AN INNOVATIVE TOOL TO EMPLOY THE TERRITORIAL DEVELOPMENT
The paper discusses the concept of public space implemented by the Quito Metropolitan District Municipality (MDMQ) from 2009 to 2014 as a source of capital and territorial cohesion, proving that this concept is understood in a broader way that management was understood in the tradition developer. This concept includes a number of perspectives that enrich its meaning: a traditional perspective, a dynamic perspective, an environmental perspective and a social perspective. In addition, its introduction in local government was endowed with its own budget programs, ensuring the sustainability of a community policy for the public space. As is proposed in view of MDMQ, public space is an instrument of sectoral coordination, whose interpretation as a transverse program is new in the speech of existing scientific studies, since it has concrete and visible experience of its use to promote territorial cohesion. In addition, it is an instrument for ex post project evaluations municipal networks, to bring the discussion to a tangible territorial level for the population and the local administration and to discuss a territorial cohesion perspective of capital
