    De agrarische sector binnen het Nationaal Landschap De Noordelijke Friese Wouden bevindt zich in een transitieproces. De agrarische sector speelt in toenemende mate een leidende rol in het verbeteren van de milieukwaliteit en de natuur- en landschapswaarden in de Noordelijke Friese Wouden. Belangrijke aanjager van dit proces was en is de Vereniging Noardlike Fryske Wâlden, de koepelorganisatie van zes agrarische natuurverenigingen in het gebied. De aanwijzing van het gebied tot Nationaal Landschap bevestigt de prominente rol van de agrarische sector in dit proces. In de voorbereiding van dit project tekende zich de behoefte af bij de betrokken overheden en de Vereniging NFW om de tot dan toe overheersende agrarische invalshoek te verbreden

    21st century fisheries management: a spatio-temporally explicit tariff-based approach combining multiple drivers and incentivising responsible fishing

Traditionally fisheries management has focused on biomass and mortality, expressed annually and across large management units. However, because fish abundance varies at much smaller spatio-temporal scales, fishing mortality can potentially be controlled more effectively if managed at finer scale. The ecosystem approach requires more indicators at finer scales as well. Incorporating ecosystem targets would need additional management tools with potentially conflicting results. We present a simple, integrated, management approach that provides incentives for “good behaviour”. Fishers would be given a number of fishing-impact credits, called real-time incentives (RTIs), to spend according to spatio-temporally varying tariffs per fishing day. RTI quotas and tariffs could be based on commercial stocks and ecosystem targets. Fishers could choose how to spend their RTIs, e.g. by limited fishing in high-catch or sensitive areas or by fishing longer in lower-catch or less sensitive areas. The RTI system does not prescribe and forbid, but instead allows fishers to fish wherever and whenever they want; ecosystem costs are internalized and fishers have to take them into account in their business decisions. We envisage no need for traditional landings or catch quotas for the fleets while operating under the scheme. The approach could facilitate further devolution of responsibility to industry.</jats:p

    The third annual Irish Beam trawl Ecosystem (IBES) took place from 9-19th March 2018 on RV Celtic Explorer in the western Celtic sea. The main objective of IBES is to extend the geographic range of the CEFAS Q1 South-west Ecosystem Survey (Q1SWECOS), with the purpose of providing a swept-area biomass estimate for anglerfish (Lophius piscatorius and L. budegassa) in the Celtic Sea (ICES area VII). Secondary objectives are to collect data on the distribution and relative abundance of commercially exploited species as well as invertebrates and by-catch species, particularly vulnerable and indicator species. The survey also collects maturity and other biological information for commercial fish species in the western Celtic Sea. The IBES survey uses the same gear, methods and stratification as the Q1SWECOS. The IBES survey is formally coordinated by the ICES Working Group on Beam Trawl Survey

    Spatial Heterogeneity in Fishing Creates de facto Refugia for Endangered Celtic Sea Elasmobranchs

    The life history characteristics of some elasmobranchs make them particularly vulnerable to fishing mortality; about a third of all species are listed by the IUCN as Threatened or Near Threatened. Marine Protected Areas (MPAs) have been suggested as a tool for conservation of elasmobranchs, but they are likely to be effective only if such populations respond to fishing impacts at spatial-scales corresponding to MPA size. Using the example of the Celtic Sea, we modelled elasmobranch biomass (kg h(−1)) in fisheries-independent survey hauls as a function of environmental variables and ‘local’ (within 20 km radius) fishing effort (h y(−1)) recorded from Vessel Monitoring Systems data. Model selection using AIC suggested strongest support for linear mixed effects models in which the variables (i) fishing effort, (ii) geographic location and (iii) demersal fish assemblage had approximately equal importance in explaining elasmobranch biomass. In the eastern Celtic Sea, sampling sites that occurred in the lowest 10% of the observed fishing effort range recorded 10 species of elasmobranch including the critically endangered Dipturus spp. The most intensely fished 10% of sites had only three elasmobranch species, with two IUCN listed as Least Concern. Our results suggest that stable spatial heterogeneity in fishing effort creates de facto refugia for elasmobranchs in the Celtic Sea. However, changes in the present fisheries management regime could impair the refuge effect by changing fisher's behaviour and displacing effort into these areas

    The 2017 Irish Anglerfish and Megrim Survey (IAMS) took place from 14th February to 7th March (area 7bcjk) and 8-17th April 2017 (area 6a) on RV Celtic Explorer. The main objective of the survey is to obtain biomass estimates for anglerfish (Lophius piscatorius and L. budegassa) and establish an abundance index for megrim (Lepidorhombus whiffiaginis and L. boscii) in areas 6a (south of 58°N) and 7 (west of 8°W). Secondary objectives are to collect data on the distribution and relative abundance of anglerfish, megrim and other commercially exploited species. The survey also collects maturity and other biological information for commercial fish species. The IAMS survey is coordinated with the Scottish Anglerfish and Megrim Survey (SIAMISS) and uses the same gear and fishing practices

    Moral dilemmas in contact-based care:The relevance of Moral Case Deliberation for forensic psychiatry

    Currently, forensic psychiatry shows a shift from a control-based to a contact-based approach. Working from contact may, however, entail new moral questions and dilemmas. How to secure safety when focusing on contact? Does contact imply being physically close to the patient, or should one refrain from intimate relations? In order to help care professionals to deal with these moral issues, clinical ethics support can be useful. A specific approach in clinical ethics support is moral case deliberation (MCD). An MCD is a structured dialogue between professionals on a moral issue they experience in practice, structured by a conversation method and guided by a facilitator. In this article, we describe the background and procedures of MCD. Furthermore, we present a case example in which care professionals reflect on the moral question of whether provision of care in forensic psychiatry may entail physical closeness. The MCD shows that an open conversation results in a better understanding of different perspectives and creates the basis for finding a joint way to proceed in the case. We conclude that MCD can enable professionals to reflect on moral issues and develop shared values in forensic psychiatry
