    This article reflects on a concept that is emerging as part of the new mission functions of universities, which should be reflected in an institutional policy to enable them to fulfill a function that is their direct responsibility. This function consists of bringing the knowledge generated as a result of research and extension work closer to society, in such a way that it has a greater impact and, at the same time, is an institutional opportunity to contribute to social responsibility. In this sense, a review was made of the concepts of social appropriation of science or knowledge and public communication of knowledge and social communication of science, to understand the meaning and especially the scope that each one has in the context of the public university, in which the contribution that it can make to society is of great relevance. Additionally, clarifying these concepts will facilitate the work of researchers when defining the products or ways of disseminating the results of their research

    Gestión del conocimiento científico en la Universidad de Antioquia: integración de herramientas para la formulación de una estrategia

    La investigación que dio origen al presente artículo tuvo como propósito el diseñar de una estrategia de gestión de conocimiento científico (las actividades investigativas) para una universidad pública. Para las instituciones universitarias con énfasis en investigación, es necesario incluir la gestión del conocimiento científico como un enfoque estratégico a fin de marcar la diferencia, generar ventajas competitivas, mejorar la posición en su campo de acción y en el entorno en que se desenvuelve. Para poder definir una estrategia se requieren ciertas condiciones previas que faciliten el proceso. Se presenta la integración de tres herramientas de gestión del conocimiento dirigidas a proveer la información necesaria e incentivar la creación de una cultura al interior de los grupos de investigación, que permita definir una estrategia. Estas herramientas comprenden la medición del nivel de madurez, la identificación de brechas de conocimiento y la construcción de Mapas Topográficos de Conocimiento. Las herramientas fueron aplicadas a una muestra representativa de los grupos de investigación de la Universidad de Antioquia, a través de una metodología cuali-cuantitativa y un análisis interpretativo, utilizando una encuesta electrónica. Los resultados permitieron demostrar la aplicabilidad y pertinencia al contexto universitario de las herramientas, además de proveer información valiosa acerca de la situación del caso particular, que servirá de insumo para formular la estrategia.The research for the construction of this article had the purpose of designing a strategy for scientific knowledge management (research activities) in a public university. For university institutions with an emphasis on research it is necessary to include scientific knowledge management as a strategic approach for making a difference, generating competitive advantages, and improving their position in their field of expertise and within the environment where they operate. Certain preconditions are required in order to make the process of defining a strategy easier. The integration of three knowledge management tools aimed at providing the necessary information and encourage the creation of a culture within the research groups is presented for this purpose. These tools include the measuring of the maturity level, the identification of knowledge gaps and the construction of Topographic Knowledge Maps. Tools were applied to a representative sample of research groups at the University of Antioquia through a qualitative-quantitative methodology and an interpretative analysis, by means of an electronic survey. The results allowed demonstrating the applicability and relevance of these tools in the university context, as well as providing valuable information on the situation of that particular case, which will serve as an input to formulate the required strategy.A pesquisa que deu origem a este estudo teve como propósito elaborar uma estratégia de gestão de conhecimento científico (atividades de pesquisa) numa universidade pública. Para as instituições universitárias com ênfase em pesquisa, é necessário incluir a gestão do conhecimento científico com uma abordagem estratégica a fim de marcar a diferença, gerar vantagens competitivas, melhorar o posicionamento em seu campo de ação e no contexto no qual se desenvolve. Para poder definir uma estratégia, requerem-se condições prévias que facilitem o processo. Apresentase a integração de três ferramentas de gestão do conhecimento dirigidas a fornecer a informação necessária e incentivar a criação de uma cultura no interior dos grupos de pesquisa para definir uma estratégia. Essas ferramentas compreendem a medição do nível de maturidade, a identificação de brechas de conhecimento e a construção de mapas topográficos de conhecimento. As ferramentas foram aplicadas a uma amostra representativa dos grupos de pesquisa da Universidad de Antioquia (Colômbia) por meio de uma metodologia quali-quantitativa e uma análise interpretativa, utilizando um questionário eletrônico.     Some practices related to knowledge management in the laboratories of the scientific center of Grenoble (France) are analyzed. This center was set up from the great scientific and industrial advance in this region since the 19th Century, which has resulted in a large process of academic production, and economic and governmental commitment. It is also a model of collective work, in which several cities and countries cooperate. The main question of this research is if, in this context, a knowledge management model really exists, and which would be the conditions of its existence. Particularly, the analysis focuses on the Nonaka’s model called “Ba” (situated knowledge), which studies the tacit and explicit knowledge conversion process in the research laboratories, and if they work like communities of practice.     Gestión del conocimiento en los grupos de investigación de excelencia de la Universidad de Antioquia

    This work derives from a question that often arises in the course of a research project which, if a known fact, can be useful in meeting the objectives of the project. The hypothesis that if research groups could incorporate the metadiscourses of knowledge management into the research project, the research process could be improved, better enabling the researchers to comply with the indicators established by Colciencias within the standards of production and quality. Therefore, the objective of this study centers on research groups in which the group investigates how knowledge is generate, utilized, transformed, and transferred both within the groups themselves and beyond. This characteristic confers on them an importance relevant to the generation of value and enrolls them in the logic of the so-called “knowledge economy.” Therefore, the principal activities are based on the production of intangible resources associated with knowledge. To further advance along these lines of study, the work proceeded with a complex focus, with the design of some instruments appropriate to research-action, as in the case of triangulation. Finally, a series of results, both quantitative and qualitative, was obtained that could confirm the hypothesis, that is, that research groups pass through four stages in the creation knowledge: socialization, externalization, combination, and internalization. The results make it possible to affirm, among other things, that there are many possibilities for knowledge management in research groups, but there is a shortage of tools that work specifically with a subject of research that not only focuses on the results but enables the researchers to capitalize on the knowledge generated in the same process

    A successful community risk management experience is presented as part of neighborhood social construction, avoiding the conflict generated by the application of nor-mative guidelines for the territorial ordering of Medellín (Colombia), and the adverse geomorphological conditions of a hillside context. For this, an action research methodolo-gy was applied, structured from participatory popular edu-cation scenarios with a neighborhood community: El Pacífi-co, located in the upper part of Comuna 8, on the northeast slope of Medellín. Based on this proposal, a community risk management and disaster prevention plan was formulated, contemplating the identification of socio-territorial threats, risk reduction measures, and a programmatic component. Taking these results as a reference, we discuss the implica-tions of community risk management and its ability to re-duce the gap in socio-spatial inequities. In conclusion, com-munity disaster risk management, combined with popular education practices and interaction between academia, the community, social organizations, and government institu-tions, can serve as a key practice for the realization of spatial and environmental justice in the city of Medellín.Uma experiência bem-sucedida de gerenciamento de risco comunitário é apresentada como parte da construção social do bairro, evitando o conflito gerado pela aplicação de dire-trizes normativas para a ordenação territorial de Medellín (Colômbia) e as condições geomorfológicas adversas de um contexto de encosta. Para isso, foi aplicada uma metodolo-gia de pesquisa-ação, estruturada a partir de cenários par-ticipativos de educação popular com uma comunidade do bairro: El Pacífico, localizado na parte superior da Comuna 8, na encosta nordeste de Medellín. Com base nessa propos-ta, foi formulado um plano comunitário de gerenciamento de riscos e prevenção de desastres, contemplando a identi-ficação de ameaças sócio-territoriais, medidas de redução de riscos e um componente programático. Tomando esses resultados como referência, discutimos as implicações do gerenciamento de riscos da comunidade e sua capacidade de reduzir a lacuna nas desigualdades socioespaciais. Em conclusão, o gerenciamento de risco de desastre da comu-nidade, combinado com práticas de educação popular e interação entre a academia, a comunidade, organizações so-ciais e instituições governamentais, pode servir como uma prática fundamental para a realização da justiça espacial e ambiental na cidade de Medellín.El artículo presenta una experiencia de gestión comunitaria del riesgo como parte de la construcción social barrial, sorteando el conflicto generado por la aplicación de lineamientos normativos para el ordenamiento territorial de Medellín (Colombia) y las condiciones geomorfológicas adversas de un contexto de ladera. Para esto, se aplicó una metodología de investigación-acción, estructurada desde escenarios participativos de educación popular con una comunidad barrial: El Pacífico, ubicado en la parte alta de la Comuna 8, ladera nororiental de Medellín. A partir de esta propuesta, se formuló un plan de gestión comunitaria del riesgo y prevención de desastres, con-templando la identificación de amenazas de orden socioterritorial, medidas de reducción de riesgo y un componente programático. Tomando estos resulta-dos como referencia, se discuten las implicaciones de la gestión comunitaria de riesgos y su capacidad para reducir la brecha de las inequidades socioespaciales.
