    Ruminally undegraded protein and ruminally protected amino acids for dairy heifers

    A series of growth experiments was conducted to evaluate the feeding of ruminally undegraded protein alone, or in combination with ruminally protected lysine and methionine. Eighty Holstein heifer calves were blocked by date of birth as they became available at 6 wk of age and assigned to a 2 x 2 factorial arrangement of treatments. Main effects of the 2 x 2 factorial were amount of ruminally undegraded protein in diet dry matter and whether ruminally protected lysine arid methionine were supplemented to diets. Four phases of growth were evaluated: Phase (1) 6 wk to 100 kg; Phase (2) 100 to 175 kg; Phase (3) 175 to 245 kg; Phase (4) 245 to 410 kg. Feeding higher concentration of ruminally undegraded protein during Phase 1 improved average daily gain and feed efficiency, which reduced days on feed. No improvement of skeletal growth was evident by feeding more ruminally undegradable protein. Responses were limited to the young calves; no benefits were observed for heifers greater than 100 kg by feeding higher concentrations of ruminally undegraded protein or ruminally protected lysine and methionine. Results suggest that recommendations for ruminally undegraded protein fed to older heifers may be too generous. No improvements for growth were achieved by feeding ruminally protected lysine and methionine, but responses may have been masked by high intake of total absorbable protein

    Medical innovation is perhaps the most important driver of health care spending and quality. Economists have studied pharmaceutical innovation for decades, and their findings have contributed to the debate about optimal Food and Drug Administration policy. Despite their importance to health care spending and value, there is no similar literature to inform an optimal regulation system for novel and valuable medical procedures. In this paper, we begin to fill this gap by documenting the incentives for developing medical procedures and the process through which they are approved for use. Drawing on the work of Sam Peltzman and George Stigler, we argue that the largely ad hoc system of rewards and review for medical procedures may explain the slow pace of innovation, particularly when compared with drug innovation

    Use of expert knowledge in evaluating costs and benefits of alternative service provisions: A case study

    Objectives: A treatment pathway model was developed to examine the costs and benefits of the current bowel cancer service in England and to evaluate potential alternatives in service provision. To use the pathway model, various parameters and probability distributions had to be specified. They could not all be determined from empirical evidence and, instead, expert opinion was elicited in the form of statistical quantities that gave the required information. The purpose of this study is to describe the procedures used to quantify expert opinion and note examples of good practice contained in the case study. Methods: The required information was identified and preparatory discussion with four experts refined the questions they would be asked. In individual elicitation sessions they quantified their opinions, mainly in the form of point and interval estimates for specified variables. New methods have been developed for quantifying expert opinion and these were implemented in specialized software that uses interactive graphics. This software was used to elicit opinion about quantities related to measurable covariates. Results: Assessments for thirty-four quantities were elicited and available checks supported their validity. Eight points of good practice in eliciting and using expert judgment were evident. Parameters and probability distributions needed for the pathway model were determined from the elicited assessments. Simulation results from the pathway model were used to inform policy on bowel cancer service provision. Conclusions: The study illustrates that quantifying and using expert judgment can be acceptable in real problems of practical importance. For full benefit to be gained from expert knowledge, elicitation must be conducted carefully and should be reported in detail

    Impacts of neonicotinoid use on long-term population changes in wild bees in England

    Wild bee declines have been ascribed in part to neonicotinoid insecticides. While short-term laboratory studies on commercially-bred species (principally honeybees and bumblebees) have identified sub-lethal effects, there is no strong evidence linking these insecticides to losses of the majority of wild bee species. We relate 18 years of UK national wild bee distribution data for 62 species to amounts of neonicotinoid use in oilseed rape. Using a multi-species dynamic Bayesian occupancy analysis, we find evidence of increased population extinction rates in response to neonicotinoid seed treatment use on oilseed rape. Species foraging on oilseed rape benefit from the cover of this crop, but were on average three times more negatively affected by exposure to neonicotinoids than non-crop foragers. Our results suggest that sub-lethal effects of neonicotinoids could scale-up to cause losses of bee biodiversity. Restrictions on neonicotinoid use may reduce population declines

    In-depth verification of Sentinel-1 and TerraSAR-X geolocation accuracy using the Australian Corner Reflector Array

    This article shows how the array of corner reflectors (CRs) in Queensland, Australia, together with highly accurate geodetic synthetic aperture radar (SAR) techniques—also called imaging geodesy—can be used to measure the absolute and relative geometric fidelity of SAR missions. We describe, in detail, the end-to-end methodology and apply it to TerraSAR-X Stripmap (SM) and ScanSAR (SC) data and to Sentinel-1interferometric wide swath (IW) data. Geometric distortions within images that are caused by commonly used SAR processor approximations are explained, and we show how to correct them during postprocessing. Our results, supported by the analysis of 140 images across the different SAR modes and using the 40 reflectors of the array, confirm our methodology and achieve the limits predicted by theory for both Sentinel-1 and TerraSAR-X. After our corrections, the Sentinel-1 residual errors are 6 cm in range and 26 cm in azimuth, including all error sources. The findings are confirmed by the mutual independent processing carried out at University of Zurich (UZH) and German Aerospace Center (DLR). This represents an improveïżœment of the geolocation accuracy by approximately a factor of four in range and a factor of two in azimuth compared with the standard Sentinel-1 products. The TerraSAR-X results are even better. The achieved geolocation accuracy now approaches that of the global navigation satellite system (GNSS)-based survey of the CRs positions, which highlights the potential of the end-to-end SAR methodology for imaging geodesy

    Assessment of occupational exposure to pesticide mixtures with endocrine disrupting activity

    Occupational exposure to pesticide mixtures comprising active substance(s) and/or co-formulant(s) with known/possible endocrine disrupting activity was assessed using long-term activity records for 50 professional operators representing arable and orchard cropping systems in Greece, Lithuania, and the UK. Exposure was estimated using the harmonised Agricultural Operator Exposure Model, and risk was quantified as a point of departure index (PODI) using the lowest no observed (adverse) effect level. Use of substances with known/possible endocrine activity was common, with 43 of the 50 operators applying at least one such active substance on more than 50% of spray days; at maximum, one UK operator sprayed five such active substances and ten such co-formulants in a single day. At 95th percentile, total exposure was largest in the UK orchard system (4.1x10-2 mg kg bw-1 day-1) whereas risk was largest in the Greek cropping systems (PODI 5.3x10-1). All five cropping systems had instances indicating potential for risk when expressed at a daily resolution (maximum PODI 1.2-10.7). Toxicological data are sparse for co-formulants so combined risk from complex mixtures of active substances and co-formulants may be larger in reality

    Assessment of exposure of professional operators to pesticides

    This study investigates how field practices in handling and applying pesticides influence the long-term patterns of professional agricultural operators’ exposure to pesticides. It presents the first use of a comprehensive pesticide application dataset collected on behalf of the European Food Safety Authority with 50 operators selected to cover arable and orchard cropping systems in Greece, Lithuania and the UK. Exposure was predicted based on the harmonised Agricultural Operator Exposure Model (AOEM) and compared with Acceptable Operator Exposure Levels (AOELs). The amount of pesticides handled by individual operators across a cropping season was largest in the UK arable and orchard systems (median 580 and 437 kg active substance, respectively), intermediate for the arable systems in Greece and Lithuania (151 and 77 kg, respectively), and smallest in the Greek orchard system (22 kg). Overall, 30 of the 50 operators made at least one application within a day with predicted exposure greater than the AOEL. The rate of AOEL exceedance was greatest in the Greek cropping systems (8 orchard operators, 2.8-16% of total applications; 7 arable operators, 1.1-14% of total applications), and least for the Lithuanian arable system (2 operators, 2.9-4.5% of total applications). Instances in Greece when predicted exposure exceed the AOEL were strongly influenced by the widespread use of wettable powder formulations (>40% of the total pesticide active substance handled for 11 of the 20 Greek operators). In contrast, the total area of land treated with an active substance on a single day was more important in the UK and Lithuania (95th percentile observed value was 132 and 19 ha day-1 for UK arable and orchard systems, respectively). Study findings can be used to evaluate current assumptions in regulatory exposure calculations and to identify situations with potential risk that require further analysis including measurements of exposure to validate model estimations

    Ornamental plants on sale to the public are a significant source of pesticide residues with implications for the health of pollinating insects

    Garden centres frequently market nectar- and pollen-rich ornamental plants as “pollinator-friendly”, however these plants are often treated with pesticides during their production. There is little information on the nature of pesticide residues present at the point of purchase and whether these plants may actually pose a threat to, rather than benefit, the health of pollinating insects. Using mass spectrometry analyses, this study screened leaves from 29 different ‘bee-friendly’ plants for 8 insecticides and 16 fungicides commonly used in ornamental production. Only two plants (a Narcissus and a Salvia variety) did not contain any pesticide and 23 plants contained more than one pesticide, with some species containing mixtures of 7 (Ageratum houstonianum) and 10 (Erica carnea) different agrochemicals. Neonicotinoid insecticides were detected in more than 70% of the analysed plants, and chlorpyrifos and pyrethroid insecticides were found in 10% and 7% of plants respectively. Boscalid, spiroxamine and DMI-fungicides were detected in 40% of plants. Pollen samples collected from 18 different plants contained a total of 13 different pesticides. Systemic compounds were detected in pollen samples at similar concentrations to those in leaves. However, some contact (chlorpyrifos) and localised penetrant pesticides (iprodione, pyroclastrobin and prochloraz) were also detected in pollen, likely arising from direct contamination during spraying. The neonicotinoids thiamethoxam, clothianidin and imidacloprid and the organophosphate chlorpyrifos were present in pollen at concentrations between 6.9 and 81 ng/g and at levels that overlap with those known to cause harm to bees. The net effect on pollinators of buying plants that are a rich source of forage for them but simultaneously risk exposing them to a cocktail of pesticides is not clear. Gardeners who wish to gain the benefits without the risks should seek uncontaminated plants by growing their own from seed, plant-swapping or by buying plants from an organic nursery

    Maintaining the Strength of American Capitalism

    The American economic system has always been the foundation of our national strength. But this foundation is showing cracks—from high levels of income inequality, declining economic mobility, and persistent economic insecurity among low- and middle-income Americans.Many now conclude that our economic system is broken. Recent polling data show that trust in capitalism is declining, especially among younger people. A 2018 Gallup poll found that less than half of respondents (45%) ages 18-29 held positive views of capitalism. This shift represents a 20-point decline since 2010 in the share of young adults' who held positive views of capitalism.The upshot is clear: American capitalism is in trouble. We need to strengthen our system to ensure that more people participate in our economic success. This means updating and adjusting our policies to ensure the outcomes of our market-based economy are consistent with fundamental American values of freedom, opportunity, and equality.Doing so isn't just an imperative for economic reasons. We believe that strengthening capitalism is as important for the health of the American economy as it is for the strength of our democracy. High levels of economic inequality will only contribute to increasing political dysfunction.The essays contained in this volume seek to clarify the lines of debate on some of the greatest economic policy challenges of our time and present evidence- based analysis on how to address them. It examines the hypothesis that growing market concentration is inhibiting a dynamic and competitive economy. Next, it examines the health of America's fiscal situation and what it implies about the continued strength of our market-based economy. Finally, it takes a hard look at recent policy proposals that would dramatically raise taxes on the rich and expand access to public benefit programs in response to high levels of income inequality and declining economic mobility.The perspectives presented in this volume are not intended to represent the consensus view of Aspen Economic Strategy Group members. Our goal is to equip policymakers with the best analysis available to better inform decision making and to help Americans better understand the difficult trade-offs our leaders face in making such decisions.There is no single solution to the challenges facing the American economy. The important role of evidence-based policies with bipartisan appeal, however, is difficult to overstate.
