    Characterization of education in virtual mode at the secondary and middle level in Colombia: Reflections about the design of possible strategic quality guidelines.

    El presente trabajo de grado se desarrolla en el marco de la Especializaci贸n en Gerencia de Proyectos Educativos Institucionales, dentro de la cual se plantea la indagaci贸n frente al desarrollo de la educaci贸n en modalidad virtual para los niveles de secundaria y media en Colombia durante y despu茅s de la pandemia por SARS CoV - 2, en tanto que, se ha evidenciado un creciente volumen de oferta institucional durante los 煤ltimos dos a帽os dirigida a ni帽os y j贸venes, indagando especialmente en la calidad de esta modalidad educativa, las necesidades de su contexto y lo requerido para su funcionamiento en el pa铆s. Para efectos de caracterizar la educaci贸n en modalidad virtual ofertada por las instituciones antes mencionadas, se realiza en primer lugar una revisi贸n documental, frente a las categor铆as de Educaci贸n Virtual, Educaci贸n secundaria y media en Colombia, Autogesti贸n del Aprendizaje, Calidad Educativa y Gesti贸n Directiva, posteriormente se efect煤a el rastreo digital de las instituciones educativas y se recopila informaci贸n sobre su oferta acad茅mica, manejo de las diferentes 谩reas de gesti贸n y sus elementos m谩s relevantes, adicionalmente se cruza dicha informaci贸n con las bases de datos oficiales y se contrasta esto con el marco legal y normativo de educaci贸n en Colombia, por 煤ltimo se realizan entrevistas semiestructuradas a algunos actores pertenecientes a colegios virtuales. Lo anterior, permite establecer el estado de la cuesti贸n de las instituciones educativas en modalidad virtual para ni帽os y j贸venes de secundar铆a y media en Colombia, con el prop贸sito de generar una reflexi贸n acerca de la necesidad de la intervenci贸n del Ministerio de Educaci贸n Nacional, con una pol铆tica p煤blica que contenga los lineamientos m铆nimos para el funcionamiento de las mismas, posibilitando no solo un marco legal sino un marco de calidad educativa para esta modalidad.This degree work is developed within the framework of the Specialization in Management of Institutional Educational Projects, within which the inquiry is raised regarding the development of education in virtual mode for secondary and middle school levels in Colombia during and after the SARS CoV - 2 pandemic, while a growing volume of institutional offer has been evidenced during the last two years aimed at children and young people, especially inquiring into the quality of this educational modality, the needs of its context and what is required for its operation in the country. For the purposes of characterizing the virtual education offered by the aforementioned institutions, a documentary review is first carried out, compared to the categories of Virtual Education, Secondary and Middle Education in Colombia, Self-Management of Learning, Educational Quality and Directive Management, Subsequently, the digital tracking of the educational institutions is carried out and information is collected on their academic offer, management of the different management areas and their most relevant elements, additionally said information is crossed with the official databases and this is contrasted with the framework legal and normative of education in Colombia, finally, semi-structured interviews are carried out with some actors belonging to virtual schools. The foregoing allows establishing the state of the question of educational institutions in virtual mode for children and young people of secondary and middle school in Colombia, with the purpose of generating a reflection about the need for the intervention of the Ministry of National Education, with a public policy that contains the minimum guidelines for their operation, enabling not only a legal framework but also a framework of educational quality for this modality
