    A social licence for science: capturing the public or co-constructing research?

    The “social licence to operate” has been invoked in science policy discussions including the 2007 Universal Ethical Code for scientists issued by the UK Government Office for Science. Drawing from sociological research on social licence and STS interventions in science policy, the authors explore the relevance of expectations of a social licence for scientific research and scientific contributions to public decision-making, and what might be involved in seeking to create one. The process of seeking a social licence is not the same as trying to create public or community acceptance for a project whose boundaries and aims have already been fully defined prior to engagement. Such attempts to “capture” the public might be successful from time to time but their legitimacy is open to question especially where their engagement with alternative research futures is “thin”. Contrasting a national dialogue on stem cells with the early history of research into bioenergy, we argue that social licence activities need to be open to a “thicker” engagement with the social. Co-constructing a licence suggests a reciprocal relationship between the social and the scientific with obligations for public and private institutions that shape and are shaped by science, rather than just science alone

    The changing information environment for nanotechnology: online audiences and content

    The shift toward online communication in all realms, from print newspapers to broadcast television, has implications for how the general public consumes information about nanotechnology. The goal of this study is threefold: to investigate who is using online sources for information and news about science and nanotechnology, to examine what the general public is searching for online with regards to nanotechnology, and to analyze what they find in online content of nanotechnology. Using survey data, we find those who report the Internet as their primary source of science and technology news are diverse in age, more knowledgeable about science and nanotechnology, highly educated, male, and more diverse racially than users of other media. In a comparison of demographic data on actual visits by online users to general news and science Web sites, science sites attracted more male, non-white users from the Western region of the United States than news sites did. News sites, on the other hand, attracted those with a slightly higher level of education. Our analysis of published estimates of keyword searches on nanotechnology reveals people are turning to the Internet to search for keyword searches related to the future, health, and applications of nanotechnology.     Deliberating stratospheric aerosols for climate geoengineering and the SPICE project

    Increasing concerns about the narrowing window for averting dangerous climate change have prompted calls for research into geoengineering, alongside dialogue with the public regarding this as a possible response. We report results of the first public engagement study to explore the ethics and acceptability of stratospheric aerosol technology and a proposed field trial (the Stratospheric Particle Injection for Climate Engineering (SPICE) ‘pipe and balloon’ test bed) of components for an aerosol deployment mechanism. Although almost all of our participants were willing to allow the field trial to proceed, very few were comfortable with using stratospheric aerosols. This Perspective also discusses how these findings were used in a responsible innovation process for the SPICE project initiated by the UK’s research councils

    What happens in the Lab: Applying Midstream Modulation to Enhance Critical Reflection in the Laboratory

    In response to widespread policy prescriptions for responsible innovation, social scientists and engineering ethicists, among others, have sought to engage natural scientists and engineers at the ‘midstream’: building interdisciplinary collaborations to integrate social and ethical considerations with research and development processes. Two ‘laboratory engagement studies’ have explored how applying the framework of midstream modulation could enhance the reflections of natural scientists on the socio-ethical context of their work. The results of these interdisciplinary collaborations confirm the utility of midstream modulation in encouraging both first- and second-order reflective learning. The potential for second-order reflective learning, in which underlying value systems become the object of reflection, is particularly significant with respect to addressing social responsibility in research practices. Midstream modulation served to render the socio-ethical context of research visible in the laboratory and helped enable research participants to more critically reflect on this broader context. While lab-based collaborations would benefit from being carried out in concert with activities at institutional and policy levels, midstream modulation could prove a valuable asset in the toolbox of interdisciplinary methods aimed at responsible innovation

    Assessing Expectations: Towards a Toolbox for an Ethics of Emerging Technologies

    In recent years, several authors have argued that the desirability of novel technologies should be assessed early, when they are still emerging. Such an ethical assessment of emerging technologies is by definition focused on an elusive object. Usually promises, expectations, and visions of the technology are taken as a starting point. As Nordmann and Rip have pointed out in a recent article, however, ethicists should not take for granted the plausibility of such expectations and visions. In this paper, we explore how the quality of expectations on emerging technologies might be assessed when engaging in a reflection on the desirability of emerging technologies. We propose that an assessment of expectations’ plausibility should focus on statements on technological feasibility, societal usability, and desirability of the expected technology. Whereas the feasibility statement and, to a lesser extent, the usability statements are frequently quite futuristic, the claims on desirability, by contrast, often display a conservative stance towards the future. Assessing the quality of expectations and visions on behalf of emerging technologies requires, then, a careful and well-directed use of both skepticism and imagination. We conclude with a brief overview of the tools and methods ethicists could use to assess claims made on behalf of emerging technologies and improve the ethical reflection on them
