National audienceDepuis la fin des années 1980 se sont développées dans les universités anglophones — notamment en Australie — des analyses centrées sur les Men's studies, s'appuyant sur des revues (comme Men and Masculinities) et des cadres théoriques spécifiques (Carrigan, Connell, Lee, 1985 ; Donaldson, 1993 ; Connell, 1995 ; Demetriou, 2001). Au coeur des Gender Studies, ces études analysent la construction de la masculinité et partent à la recherche d'une éventuelle trame normative pouvant caractériser le masculin au-delà de ses différentes déclinaisons individuelles et historiques (voire au-delà d'une « position essentialiste qui assimilerait les hommes à la masculinité », p. 15). C'est dans une telle optique que la sociologue australienne Raewyn Connell propose, notamment dans son ouvrage Masculinities en 1995, la notion centrale de « masculinité hégémonique ». Pour mieux sai-sir toute la richesse de sa pensée et son actualité, Meoïn Hagège et Arthur Vuattoux ont sélectionné quatre des dix chapitres de l'ouvrage publié en anglais, ainsi que trois articles essentiels co-écrits par l'auteur, auxquels ils ajoutent des entretiens menés avec elle en 2013 1. Les coordinateurs de la publication française rappellent en introduction combien la pensée de R. Connell s'inscrit dans une posture particulièrement novatrice, à la fois par son apport théorique (en cherchant à « éclairer les impensés du féminisme et des études sur le genre », p. 15), mais également par son souci constant — d'ailleurs perceptible à travers son parcours biographique — de favoriser la circulation du savoir dans des univers politiques et profanes, au-delà de la seule sphère académique. La parution de cette compilation inédite permet en premier lieu un retour réflexif essentiel sur l'ap-préhension de la « masculinité ». R. CNN-based Prediction of Partition Path for VVC Fast Inter Partitioning Using Motion Fields

The Versatile Video Coding (VVC) standard has been recently finalized by the Joint Video Exploration Team (JVET). Compared to the High Efficiency Video Coding (HEVC) standard, VVC offers about 50% compression efficiency gain, in terms of Bjontegaard Delta-Rate (BD-rate), at the cost of a 10-fold increase in encoding complexity. In this paper, we propose a method based on Convolutional Neural Network (CNN) to speed up the inter partitioning process in VVC. Firstly, a novel representation for the quadtree with nested multi-type tree (QTMT) partition is introduced, derived from the partition path. Secondly, we develop a U-Net-based CNN taking a multi-scale motion vector field as input at the Coding Tree Unit (CTU) level. The purpose of CNN inference is to predict the optimal partition path during the Rate-Distortion Optimization (RDO) process. To achieve this, we divide CTU into grids and predict the Quaternary Tree (QT) depth and Multi-type Tree (MT) split decisions for each cell of the grid. Thirdly, an efficient partition pruning algorithm is introduced to employ the CNN predictions at each partitioning level to skip RDO evaluations of unnecessary partition paths. Finally, an adaptive threshold selection scheme is designed, making the trade-off between complexity and efficiency scalable. Experiments show that the proposed method can achieve acceleration ranging from 16.5% to 60.2% under the RandomAccess Group Of Picture 32 (RAGOP32) configuration with a reasonable efficiency drop ranging from 0.44% to 4.59% in terms of BD-rate, which surpasses other state-of-the-art solutions. Additionally, our method stands out as one of the lightest approaches in the field, which ensures its applicability to other encoders

HEVC implements a candidate vector list for merge and skip modes. The construction of this list has been extensively studied in the JCT-VC group (see for instance JCTVC-G039). It has been shown in JCTVC-I0293 that it is possible to improve the HEVC coding performance by adding in the merge list copies of the first candidate shifted by an arbitrary offset. The same basis is considered in this document and applied to disparity compensation. A gain of 0.3 % is obtained on average on side views

In this paper, we propose a Convolutional Neural Network (CNN)-based method to speed up inter partitioning in VVC. Our method operates at the Coding Tree Unit (CTU) level, by splitting each CTU into a fixed grid of 8×8 blocks. Then each cell in this grid is associated with information about the partitioning depth within that area. A lightweight network for predicting this grid is employed during the rate-distortion optimization to limit the Quaternary Tree (QT)-split search and avoid partitions that are unlikely to be selected. Experiments show that the proposed method can achieve acceleration ranging from 17% to 30% in the Ran-domAccess Group Of Picture 32 (RAGOP32) mode of VVC Test Model (VTM)10 with a reasonable efficiency drop ranging from 0.37% to 1.18% in terms of BD-rate increase

Municipal elections under the [French] july monarchy The institution of elected municipal councils as of 1831 contributed to the introduction of democratic and liberal politics in villages. It did not lead to real learning of the modern concepts of politics (e.g. the idea of an individual political subject and the concept of political pluralism inherent to liberal democracy), but it did make the rural population familiar with election practices and contributed to the acquisition of mental guidelines to the political universe.
