Pork Barrel Politics in Postwar Italy, 1953-1994
This paper analyzes the political determinants of the distribution of infrastructure expenditures by the Italian government to the country’s 92 provinces between 1953 and 1994. Extending implications of theories of legislative behavior to the context of open-list proportional representation, we examine whether individually powerful legislators and ruling parties direct spending to core or marginal electoral districts, and whether opposition parties share resources via a norm of universalism. We show that when districts elect politically more powerful deputies from the governing parties, they receive more investments. We interpret this as indicating that legislators with political resources reward their core voters by investing in public works in their districts. The governing parties, by contrast, are not able to discipline their own members of parliament sufficiently to target the parties’ areas of core electoral strength. Finally, we find no evidence that a norm of universalism operates to steer resources to areas when the main opposition party gains more votes
Redistribution and Reelection under Proportional Representation: The Postwar Italian Chamber of Deputies
We study incumbency advantage and the electoral returns to pork and patronage over ten legislative periods from 1948 to 1992 for two political parties — the Christian Democrats (DC) and the Italian Socialist Party (PSI) — in Italy’s lower house of representatives, the Chamber of Deputies. Adapting a regression discontinuity design to Italy’s open-list system of proportional representation, we show that parliament comprised two groups: a small elite, whose members enjoyed an incumbency advantage, and the average deputy, who benefitted from no such incumbency advantage. Elite legislators affiliated with Italy’s two main parties of government received significantly more preference votes when pork and patronage were steered to their districts, although the effect is small. We interpret this to indicate that their incumbency advantage was linked to their ability to claim credit for these allocations. We also show that the two parties won more list votes when districts received more resources and that when districts received more resources, the abilities of these parties to persuade their electors to use preference votes improved. This form of electoral mobilization, in turn, enlarged the number of ministerial positions secured by the district. Proposal for a New Measure of Corruption, and Tests using Italian Data
Standard crossnational measures of corruption draw on information collected through surveys. We propose a novel alternative measure based on objective data, namely, the difference between a measure of the physical quantities of public infrastructure and a measure of the value of public capital stocks. Where the difference between the value of existing infrastructure and the actual physical infrastructure is larger, more money is being siphoned off in mismanagement, fraud, bribes, kickbacks, and embezzlement; that is, corruption is greater. We create this measure for Italy's 20 regions as of the mid-1990s, controlling for possible regional differences in the costs of public construction. We analyze data over the Italian regions to demonstrate the utility of the proposed measure. The analysis shows that corruption is greater in the southern Italian regions, as would be expected. Our proposed measure exhibits a strong statistically significant relationship inverse with Putnam's measure of government performance, suggesting that as corruption increases, government performance deteriorates. Finally, we show that high-level political malfeasance - measured by the number of charges of malfeasance against members of Italy's Chamber of Deputies in the period from 1992 to 1994 - is highly and significantly correlated with the more general measure of corruption that we propose. We offer suggestions for constructing a similar measure of corruption for various other countries
Inaccurate forecasting of a randomized controlled trial
We report the results of a forecasting experiment about a randomized controlled trial that was conducted in the field. The experiment asks Ph.D. students, faculty, and policy practitioners to forecast (1) compliance rates for the RCT and (2) treatment effects of the intervention. The forecasting experiment randomizes the order of questions about compliance and treatment effects and the provision of information that a pilot experiment had been conducted which produced null results. Forecasters were excessively optimistic about treatment effects and unresponsive to item order as well as to information about a pilot. Those who declare themselves expert in the area relevant to the intervention are particularly resistant to new information that the treatment is ineffective. We interpret our results as suggesting that we should exercise caution when undertaking expert forecasting, since experts may have unrealistic expectations and may be inflexible in altering these even when provided new information

Distributive Politics around the World
Abstract We inventory more than 150 studies of distributive politics in more than three dozen countries other than the United States. We organize existing studies under two theories: theories of democratic accountability and theories of government responsiveness. Studies that concern democratic accountability conceptualize distributive allocations as attempts by politicians to protect themselves electorally by targeting specific groups of voters. We identify four subsets: (a) studies of whether politicians target goods to core or swing voters; (b) studies of general political favoritism in targeting government goods; (c) studies of whether goods are disbursed according to the electoral cycle; and (d ) studies of whether elected officials gain votes from the disbursement of government goods. We illustrate each with examples from the literature. We then discuss distributive politics as responsiveness to the median voter. This perspective entails a focus on the redistributive consequences of government policy and investigates whether special interests capture a disproportionate share of goods coming from government. To illustrate the utility of both perspectives, we analyze original data on electricity provision in India's largest state
Electoral fraud or violence: the effect of observers on party manipulation strategies
This article reports on the effects of domestic election observers on electoral fraud and violence. Using an experimental research design and polling station data on fraud and violence during Ghana's 2012 elections, it shows that observers reduced fraud and violence at the polling stations which they monitored. It is argued that local electoral competition shapes party activists' response to observers. As expected, in single-party dominant areas, parties used their local political networks to relocate fraud to polling stations without an election observer, and, in contrast, party activists relocated violence to stations without observers in competitive areas - a response that requires less local organizational capacity. This highlights how local party organization and electoral incentives can shape the manipulative electoral strategies employed by parties in democratic elections
Mental health conceptualization and resilience factors in the Kalasha youth: An indigenous ethnic and religious minority community in Pakistan
The Kalasha are a religious, ethnic, and linguistic minority community in Pakistan. They are indigenous people living in remote valleys of the Hindu Kush Mountains in northern Pakistan, neighboring Afghanistan. The Kalasha are pastoral, as well as agricultural people to some extent, although they are increasingly facing pressures from globalization and social change, which may be influencing youth and community development. Their traditional world view dichotomizes and emphasizes on the division of the pure (Onjeshta) and the impure (Pragata). There remains a scarcity of literature on mental health and resilience of indigenous communities in South Asia and Pakistan generally, and the polytheistic Kalasha community specifically. Thus, the current study was conducted with the aim to explore the cultural protective factors (resilience) of the Kalasha youth (adolescents and emerging adults) and to explore their perceived etiological understandings and preferred interventions for mental health support systems. The theoretical framework of Bronfenbrenner's (1, 2) ecological systems model was used. Interpretative Phenomenological Analysis (IPA) was conducted, considering the advantage of its idiographic approach and the “double hermeneutic” analytic process. This methodology was consistent with the aim to understand and make sense of mental health and resilience from the Kalasha indigenous perspective. A total of 12 in-depth interviews were conducted with adolescents and emerging adults (5 males, 7 females), along with ethnographic observations. The analysis revealed 3 superordinate themes of mental health perceptions and interventions, each with more specific emergent themes: (1) Psychological Resilience/Cultural Protective Factors Buffering Against Mental Health Problems (Intra-Communal Bonding & Sharing; Kalasha Festivals & Traditions; Purity Concept; Behavioral Practice of Happiness and Cognitive Patterns); (2) Perceived Causes of Mental Health Issues (Biological & Psychosocial; Supernatural & Spiritual; Environmental); and (3) Preferred Interventions [Shamanic Treatment; Ta'awiz (Amulets); Communal Sharing & Problem Solving; Medical Treatment; Herbal Methods]. The overall findings point to the need for developing culturally-sensitive and indigenous measures and therapeutic interventions. The findings highlighted the Kalasha cultural practices which may promote resilience. The findings also call for indigenous sources of knowledge to be considered when collaboratively designing public health program
