Does it Take a Lula to go to Davos? A Brief Overview of Brazilian Reforms, 1980-2000
What are the determinants of economic reform efforts? This paper tries to throw light on this question by examining recent reforms in Brazil, a country which followed a gradualist approach and was a late-starter among Latin American economies. We argue that these first generation reforms (trade liberalization, stabilization, privatization and the adoption of a new macro-policy framework) were driven by the drastic growth slowdown and redemocratization of the 1980s. We argue that their gradual and democratic implementation not only respond for their sustainability but also shows that the country is ready for a second generation of reforms focusing explicitly on institutional deficiencies.Reform, Stabilization, Economic Policy, Growth, Brazil
Triassic-Jurassic development and evolution of the Atuel depocentre, Neuquén basin, Mendoza province
The Atuel depocentre corresponds to a Late Triassic - Early Jurassic NNW-trending subbasin, located in the northern sector of the Neuquén basin. Based on pre-existing stratigraphical data and present structural analysis we propose that the Atuel depocentre is bounded by the presence of two NNW-trending major normal faults, named Alumbre and La Manga. These faults are inferred to have controlled the development of two west-facing half-grabens: the Río Blanco, a completely emerged half-graben, and the western Arroyo Malo, a completely submerged half-graben. The structural model presented here is based on the assumption that both, the basement structural grain and the regional extension direction, exerted a first-order control in the development and evolution of the Atuel depocentre. During the early stage of rifting (pre-Rhaetian - Middle Hettangian) the pre-Triassic Alumbre and La Manga faults reactivated in an oblique mode. During the second episode of rifting, both Alumbre and La Manga faults continued to play, while WNW-trending normal fault developed in order to accommodate the strain inside both half-grabens. The third extensional event began with an abrupt marine rise inside the Arroyo Malo half-graben during late Middle Hettangian, as a result of the last displacement of the Alumbre fault, and finished with an abrupt marine drop associated with the desactivation of the La Manga fault.Fil:Giambiagi, L. Geodynamic context for the deposition of coarse-grained deep-water axial channel systems in the Patagonian Andes
We present field and seismic evidence for the existence of Coniacian–Campanian syntectonic angular unconformities within basal foreland basin sequences of the Austral or Magallanes Basin, with implications for the understanding of deformation and sedimentation in the southern Patagonian Andes. The studied sequences belong to the mainly turbiditic Upper Cretaceous Cerro Toro Formation that includes a world-class example of conglomerate-filled deep-water channel bodies deposited in an axial foredeep depocentre. We present multiple evidence of syntectonic deposition showing that the present internal domain of the fold-thrust belt was an active Coniacian–Campanian wedge-top depozone where deposition of turbidites and conglomerate channels of Cerro Toro took place. Cretaceous synsedimentary deformation was dominated by positive inversion of Jurassic extensional structures that produced elongated axial submarine trenches separated by structural highs controlling the development and distribution of axial channels. The position of Coniacian-Campanian unconformities indicates a ca. 50–80 km advance of the orogenic front throughout the internal domain, implying that Late Cretaceous deformation was more significant in terms of widening the orogenic wedge than all subsequent Andean deformation stages. This south Patagonian orogenic event can be related to compressional stresses generated by the combination of both the collision of the western margin of Rocas Verdes Basin during its closure, and Atlantic ridge push forces due to its accelerated opening, during a global-scale plate reorganization event.Fil: Ghiglione, Matias. Reactivation of Paleozoic structures during Cenozoic deformation in the Cordón del Plata and Southern Precordillera ranges (Mendoza, Argentina)
The tectonic style of the eastern morphostructural units of the Central Andes between 32°20´ and 33°20´S is strongly influenced by pre- Andean structures, especially those developed during the late Carboniferous-Early Permian San Rafael orogeny of the Gondwanan orogenic cycle. Moreover, in the study area pre-Carboniferous rocks were deformed in Late Devonian-early Carboniferous times by the Chanic orogeny. In this paper we argue that the Cordón del Plata and the Southern Precordillera ranges, first order features of the eastern ranges of the Andes, have been shaped in large part by the Permian event. Our data suggest that the double verging character of the Andean Precordillera fold- thrust belt is mainly the result of the reactivation of Gondwanan structures which conform a fold-thrust belt with distinct characteristics north and south of 33°S. The northern sector of this belt corresponds to a bivergent system, while the southern sector had a widespread east vergence. The vergence of the Chanic structures is more difficult to determine, but we infer a westward vergence in the Frontal Cordillera and western sector of Precordillera, and an eastern vergence in the eastern sector of the Precordillera. The sharp disappearance of the Precordillera morphostructural unit south of 33°S is inferred here to be related to the distribution of inherited Permian structures.El estilo tectónico del sector oriental de las unidades morfoestructurales de los Andes Centrales entre los 32°20´y 33°20´S se encuentra fuertemente influenciado por estructuras pre-andinas, especialmente aquellas desarrolladas durante el Carbonífero superior-Pérmico Inferior y asociadas al orógeno San Rafael del ciclo orogénico Gondwánico. Además, en el área de estudio, las rocas pre-carboníferas se deformaron durante el Devónico Superior y Carbonífero inferior, en relación con la orogenia Chánica. En este trabajo discutimos los rasgos de primer orden del sector oriental de los Andes, que comprende al Cordón del Plata y a la Precordillera Austral, fueron en gran parte modelados a partir del evento pérmico. Nuestros datos sugieren que la doble vergencia de una faja plegada y corrida en la Precordillera Andina es el resultado principalmente de la reactivación de estructuras gondwánicas que conformaron una faja plegada y corrida con características distintivas al norte y sur de los 33°S. El sector norte de la faja corresponde a un sistema bivergente, mientras que el sector sur posee una vergencia predominantemente oriental. La vergencia de las estructuras chánicas es más difícil de predecir, pero se sugiere aquí una vergencia hacia el oeste para las estructuras de la Cordillera Frontal y el sector occidental de la Precordillera y otra hacia el este para las estructuras del sector oriental de la Precordillera. Se infiere que la marcada desaparición de la Precordillera como unidad morfoestructural andina al sur de los 33° está relacionada a la distribución de estructuras chánicas y gondwánicas
Orogenias paleozoicas en los Andes de Argentina y Chile y en la Península Antártica

Simposio de Téctonica pre-andinaDurante el Neoproterozoico y Paleozoico, los Andes de Argentina y Chile, y desde fines del Paleozoico también la Península Antártica, formaron parte del margen SO de Gondwana. Durante este tiempo se acrecionaron a dicho margen varios fragmentos continentales de tamaño y aloctonía variable; denominados de N a S: Antofalla, Chi-Cu, Patagonia Occidental y Antártida Occidental. Estos fragmentos formaban parte de placas litosféricas, en ocasiones divididas en subplacas.
