    International audienceA major hazard during the eruption of explosive volcanoes is the formation of pyroclastic density currents (PDCs). Casualties and physical building damage from PDCs are caused by the temperature, pressure, and particle load of the flow. This paper examines the vulnerability of buildings and occupants to the forces imposed by PDCs along with associated infiltration of PDC particle and gas mixtures into an intact building. New studies are presented of building and occupant vulnerability with respect to temperature, pressure, and ash concentration. Initial mitigation recommendations are provided

    International audiencePlinian and subplinian volcanic eruptions can be accompanied by tephra falls which may last hours or days, posing threats to people, buildings and economic activity. Numerous historical examples exist of tephra damage and tephra casualties. The mechanisms and consequences of roof collapse from static tephra load are an important area of tephra damage requiring more research. This paper contributes to this work by estimating the structural vulnerability of buildings to tephra load based on both analytical studies and observed damage. New studies are presented of roof strengths in the area around Mt. Vesuvius in southern Italy and of field surveys undertaken in other European volcanic locations to assess building vulnerability to tephra fall. The results are a proposed set of new European tephra fall roof vulnerability curves in areas potentially threatened by explosive volcanic eruptions along with comments on the human casualty implications of roof collapse under tephra loading. Some mitigation recommendations are provided

    Modelling expected physical impacts and human casualties from explosive volcanic eruptions

    A multi-hazard, multi-vulnerability impact model has been developed for application to European volcanoes that could significantly damage human settlements. This impact model is based on volcanological analyses of the potential hazards and hazard intensities coupled with engineering analyses of the vulnerability to these hazards of residential buildings in four European locations threatened by explosive volcanic eruptions. For a given case study site, inputs to the model are population data, building characteristics, volcano scenarios as a series of hazard intensities, and scenarios such as the time of eruption or the percentage of the population which has been evacuated. Outputs are the rates of fatalities, seriously injured casualties, and destroyed buildings for a given scenario. These results are displayed in a GIS, thereby presenting risk maps which are easy to use for presenting to public officials, the media, and the public. Technical limitations of the model are discussed and future planned developments are considered.     Precautionary Regulation in Europe and the United States: A Quantitative Comparison

    Much attention has been addressed to the question of whether Europe or the United States adopts a more precautionary stance to the regulation of potential environmental, health, and safety risks. Some commentators suggest that Europe is more risk-averse and precautionary, whereas the US is seen as more risk-taking and optimistic about the prospects for new technology. Others suggest that the US is more precautionary because its regulatory process is more legalistic and adversarial, while Europe is more lax and corporatist in its regulations. The flip-flop hypothesis claims that the US was more precautionary than Europe in the 1970s and early 1980s, and that Europe has become more precautionary since then. We examine the levels and trends in regulation of environmental, health, and safety risks since 1970. Unlike previous research, which has studied only a small set of prominent cases selected non-randomly, we develop a comprehensive list of almost 3,000 risks and code the relative stringency of regulation in Europe and the US for each of 100 risks randomly selected from that list for each year from 1970 through 2004. Our results suggest that: (a) averaging over risks, there is no significant difference in relative precaution over the period, (b) weakly consistent with the flip-flop hypothesis, there is some evidence of a modest shift toward greater relative precaution of European regulation since about 1990, although (c) there is a diversity of trends across risks, of which the most common is no change in relative precaution (including cases where Europe and the US are equally precautionary and where Europe or the US has been consistently more precautionary).     Researchers on ice? How the COVID-19 pandemic has impacted Antarctic researchers

    The COVID-19 pandemic and pandemic-related measures have impacted the lives and work-related activities of Antarctic researchers. To explore these impacts, we designed, piloted and disseminated an online survey in English, Russian, Spanish and Chinese in late 2020 and early 2021. The survey explored how the pandemic affected the productivity of Antarctic researchers, their career prospects and their mental wellbeing. Findings exposed patterns of inequities. For instance, of the 406 unique responses to the survey, women appeared to have been affected more adversely than men, especially in relation to mental health, and early-career researchers were disadvantaged more than their mid- or late-career colleagues. Overall, a third of the research participants reported at least one major negative impact from the pandemic on their mental health. Approximately half of the participants also mentioned that the COVID-19 pandemic had some positive effects, especially in terms of the advantages that working from home brought and opportunities to attend events, network or benefit from training workshops online. We conclude with a series of recommendations for science administrators and policymakers to mitigate the most serious adverse impacts of the pandemic on Antarctic research communities, with implications for other contexts where scientific activities are conducted under extreme circumstances

    Local Perceptions of Climate Change Impacts in St. Kitts (Caribbean Sea) and Malé, Maldives (Indian Ocean)

    Small Island Developing States (SIDS) are now experiencing the local consequences of a changing climate, environment, and society. Nonetheless, climate change research frequently remains at regional or national levels. Without locally grounded data, islanders’ perceived impacts of the changes might not be considered, thereby causing difficulties when policy and practice responses are implemented without accounting for local understandings. To contribute to addressing this gap, this study examines perceptions of climate change and associated environmental and social changes in two SIDS case studies: St. Kitts in the Caribbean Sea and Malé Atoll, Maldives in the Indian Ocean. Through these two case studies, we assess perceptions of changing social and natural environments through a closed-question, face-to-face survey. Our results suggest that in both island case studies, communities perceive environmental changes to be happening that demand negotiation with the social changes of daily life. Results also suggest that perceived climate change impacts are only part of the equation, as social and economic impacts reveal two case studies of changing island societies. While the geographic context in each case study differs, this study reveals the perceived impacts of climate change and social changes at a local level, providing valuable insights and angles for formulating policies and actions to deal with the myriad of social and environmental changes affecting SIDS

    Malignancy risk analysis in patients with inadequate fine needle aspiration cytology (FNAC) of the thyroid

    Background Thyroid fine needle aspiration cytology (FNAC) is the standard diagnostic modality for thyroid nodules. However, it has limitations among which is the incidence of non-diagnostic results (Thy1). Management of cases with repeatedly non-diagnostic FNAC ranges from simple observation to surgical intervention. We aim to evaluate the incidence of malignancy in non-diagnostic FNAC, and the success rate of repeated FNAC. We also aim to evaluate risk factors for malignancy in patients with non-diagnostic FNAC. Materials and Methods Retrospective analyses of consecutive cases with thyroid non diagnostic FNAC results were included. Results Out of total 1657 thyroid FNAC done during the study period, there were 264 (15.9%) non-diagnostic FNAC on the first attempt. On repeating those, the rate of a non-diagnostic result on second FNAC was 61.8% and on third FNAC was 47.2%. The overall malignancy rate in Thy1 FNAC was 4.5% (42% papillary, 42% follicular and 8% anaplastic), and the yield of malignancy decreased considerably with successive non-diagnostic FNAC. Ultrasound guidance by an experienced head neck radiologist produced the lowest non-diagnostic rate (38%) on repetition compared to US guidance by a generalist radiologist (65%) and by non US guidance (90%). Conclusions There is a low risk of malignancy in patients with a non-diagnostic FNAC result, commensurate to the risk of any nodule. The yield of malignancy decreased considerably with successive non-diagnostic FNAC

    Parent-carer experiences using a peer support network: a qualitative study

Peer interventions for parent-carers of CYP with disabilities may improve parent-carer outcomes. This qualitative study investigates parent-carer experiences of using Parental Minds (PM), a multi-component peer support service for parent-carers of CYP with disabilities. Methods Twelve current service-users and four staff/volunteers at PM participated in one-to-one semi-structured interviews. All participants were white females, except for one service-user who was male. All interviews were recorded and transcribed verbatim. Thematic analysis of results was used to explore perceived benefits and disadvantages of PM and possible behaviour change mechanisms. Results Three themes and eight subthemes were identified. Participants identified that internal and external factors influence their self-concept. The identification of themselves as a priority, and empowerment by reassurance and affirmation lead to improved parent-carer self-efficacy and agency to better care for their CYP. Participants described the difficulty of speaking honestly with friends and family about what they experience because it is perceived as different to what “normal” parents experience. From participant accounts, PM enables the construction of a support network and links external services to help manage family circumstances rather than offer curative treatment/intervention. Proactive and immediate advice which is constantly and consistently available was valued by participants. Participants expressed the need for a flexible range of service components which provide holistic support that encompasses both health and social care. Conclusions PM was perceived to be beneficial as a multi-component peer support service which increases parenting self-efficacy and empowerment, reduces isolation, improves access to services, and is tailored to individual needs. Parent-carers reported benefits in parenting and wellbeing practices. The development of a refined logic model will inform a future study of the effectiveness of PM on parent-carer outcomes
