    Balloon infrared astronomy platform (BIRAP)

    The development of a balloon-borne attitude control system for infrared astronomy studies is discussed. The Balloon Infrared Astronomy Platform (BIRAP) is the result of the development effort. The BIRAP uses electronic gimballing for the offset pointing which eliminates a set of mechanical gimbals. Guide stars with visual magnitudes as low as plus 6 are used for fine tracking assuring that all areas of the sky can be covered. The BIRAP control concept uses a closed loop system in the airborne equipment with automatic update through a command link that can be operated either manually or automatically by a ground based computer

    On the Quasi-stationary curving dynamics of a railroad truck

    We examine three aspects of the dynamics of the Cooper-rider truck travelling in a curve with constant radius. First the critical speed is found. Second we investigate the existence of multiple steady solutions to the curving problem. Third- and it is related to the second problem- we shall examine the position of the truck frame and the wheelsets during curving. One inter-esting result is that for a given superelevation there exist curve radii for which the critical speed is exceeded, when the vehicle negotiates the curve with the allowed maximum cant deficiency. These critical speeds are lower than the critical speed on straight track

    “I Wouldn’t Want to Be a Gender Expert:” Gender Experts in Peace Mediation

    Peace mediation is a professional practice that is increasingly reliant on thematic technical experts, including gender experts. The strategy of including gender expertise in peace mediation reflects the Women, Peace and Security agenda and the call to include dedicated gender expertise in all peacemaking efforts. Based on interviews with peace mediation practitioners, the article analyzes the role of gender experts in peace mediation. We argue that there is a tension between the art of mediation and the art of gender expertise that reflects the gendered power dynamics of peace mediation. We conclude that the strategy of appointing gender experts to peace mediation teams will not “dismantle the master’s house.” However, we acknowledge that without a gender expert very little will be accomplished on this issue. For peace mediation to address the gendered foundations of conflict we argue for the development of an alternate feminist peace mediation practice

    INTRODUCTION: Asthma is now one of the most common long-term conditions in the UK. It is therefore important to develop a comprehensive appreciation of the healthcare and societal costs in order to inform decisions on care provision and planning. We plan to build on our earlier estimates of national prevalence and costs from asthma by filling the data gaps previously identified in relation to healthcare and broadening the field of enquiry to include societal costs. This work will provide the first UK-wide estimates of the costs of asthma. In the context of asthma for the UK and its member countries (ie, England, Northern Ireland, Scotland and Wales), we seek to: (1) produce a detailed overview of estimates of incidence, prevalence and healthcare utilisation; (2) estimate health and societal costs; (3) identify any remaining information gaps and explore the feasibility of filling these and (4) provide insights into future research that has the potential to inform changes in policy leading to the provision of more cost-effective care. METHODS AND ANALYSIS: Secondary analyses of data from national health surveys, primary care, prescribing, emergency care, hospital, mortality and administrative data sources will be undertaken to estimate prevalence, healthcare utilisation and outcomes from asthma. Data linkages and economic modelling will be undertaken in an attempt to populate data gaps and estimate costs. Separate prevalence and cost estimates will be calculated for each of the UK-member countries and these will then be aggregated to generate UK-wide estimates. ETHICS AND DISSEMINATION: Approvals have been obtained from the NHS Scotland Information Services Division's Privacy Advisory Committee, the Secure Anonymised Information Linkage Collaboration Review System, the NHS South-East Scotland Research Ethics Service and The University of Edinburgh's Centre for Population Health Sciences Research Ethics Committee. We will produce a report for Asthma-UK, submit papers to peer-reviewed journals and construct an interactive map
