    Mitigating Environmental Externalities through Voluntary and Involuntary Water Reallocation: Nevada's Truckee-Carson River Basin

    A transition from the era of building water projects and developing new supplies to an era of water reallocation is well underway in most of the West. Two decades ago, experts were debating the ability of western water institutions, originally conceived to serve the earliest non-native water diverters-irrigators and mines -- to adapt to the growing demands of cities. By acquiring water formerly used to grow crops, through voluntary market transactions, western cities have demonstrated that water law and policy prove flexible when the economic and political stakes are high enough.Initially fueled by urban growth, water reallocation is now being stimulated by a new array of forces. Throughout the West, water reallocation is beginning to reflect environmental benefits alongside the traditional uses for water in irrigation, cities, and industry. Some reallocations have involved market transfers of water arranged through voluntary negotiations; others have involved involuntary reallocations prompted by court rulings. This article argues that both types of reallocation will continue to be important in managing western water resources, but that each has quite different implications for the distribution of benefits and costs from reallocation

    Dispersed methane flux to the water column from natural gas bubble streams at the Black Sea shelf

    Gas bubble streams are detected in the water column by the presence of strong, flare shaped backscatter signals recorded during hydroacoustic single beam echosounder surveys (flares). Some of these flares even reach the sea surface. In motion bubbles get into an evolutionary process caused by a variety of effects, including gaseous exchange with surrounding water. Simplistically, kinetics of such a gas exchange can be described by the Fick’s law; the direction of the transfer of any given gas through the bubble depends on partial pressure of respective the gas in bubble, Henry’s law constants and the concentration of dissolved gas in the water. In general, methane gradually dissolves during the lifetime of a bubble, while other gases enter the bubble. Consequently, bubbles cause a vertical transfer of methane from the sea bottom to upper water layers and can be considered as sources of dispersed methane flux to the water column. In present work an attempt is made to trace the methane gas phase exhaustion in flares trough the water column at the Black Sea shelf.Our approach is based upon acoustic observations and measurements carried out in 2003 and 2004 with the scientific echosounder EK-500 onboard RV Vodianitskiy as part of the EU funded project CRIMEA. For the estimation of bubble size distributions our data from direct measurements of acoustic cross-section of single bubbles were used. Data for the relation between rising speed and shrinking rate vs. bubble size were obtained by tracking of single bubbles. Modelling was used to evaluate features of the gas transfer process induced by rising bubbles. Having initial bubble size, gas composition and water depth as starting conditions the model produces series of time based values of bubble size, gas composition, rising depth and rising speed. Acoustic observations were utilized to verify the chosen model parameters.For seeps detected at 90 - 95 m water depth hydroacoustically measured bubble sizes ranged from 1.3 to 11.3 mm in diameter. This bubble size range was confirmed by visual observations during video and submersible inspections.We assumed a gas content of 99% methane and small amounts of nitrogen and oxygen as initial gas composition according to geochemical analyses of gas bubbles sampled by submersible just above the sea floor. To determine the entire free methane flux from the sea floor into the water column and maybe into the atmosphere we run our model for several bubble sizes classes. Then simulation data were summed up with weighting coefficients according to the respective amount of bubbles per class. As a result, vertical profiles of molar content (mkmol) and methane flux (mkmol/s m) per average statistic bubble vs. depth were obtained. To get methane flux from the whole seepage simple multiplication is required by average statistic initial number of bubbles above the bottom per unit height. Depending on the spatial extension of the seep area, point or volume backscattering methods were used to quantify the bubble amount. Of great importance for both methods is the averaging of a high amount of data in space and time. We detected an average of 400 bubbles at high intensity seep sites within a water volume of 1m thickness above the bottom. The hydroacoustically determined amount of bubbles is again in very good agreement with direct visual observations. With an average initial rising speed of 0.25 m/s, 400 bubbles escaping from the sea floor cause a methane flux of 3.45 mmol/s using average bubble methane content of 34.5 mkmol (400 x 0.25 x 34.5 = 3.45 mmol/s). As final methane content of average bubble at the sea surface is 6.5 mkmol, only 6.5/34.5*100 = 18.8 % of methane can reach the atmosphere due to the methane flux into the water column on the way up to the sea surface

    Trial 87M71 Effect of row spacing and stubble retention on the yield of wheat. Location: Merredin Research Station. Treatments, site management and results from 1987, 1988 and 1989 have been described in previous experimental summaries. Four row spacings (9, 18, 27 and 36 cm) are compared in either burnt or stubble retained plots, on a red brown earth on the Merredin Research Station. Varieties which differ in their canopy characteristics might be expected to differ in the rate at which they develop ground cover, and might therefore influence the partitioning of ET between soil evaporation and crop transpiration.     The Great Disruption: How Machine Intelligence Will Transform the Role of Lawyers in the Delivery of Legal Services

    Objective: to analyze the influence of machine intelligence on legal practice and services.Methods: dialectical approach to cognition of social phenomena, allowing to analyze them in the historical development and functioning in the context of a set of objective and subjective factors, which determined the choice of the following research methods: formal-logical, comparative-legal, state and legal modeling.Results: The market for electronic legal services is at a relatively early, yet significant, stage in terms of the disruptive effect of machine intelligence in undermining lawyers' monopoly. As machine intelligence in lawyering develops exponentially, it will take an increasingly larger role in legal practice. Eventually, machine intelligence will prove faster and more efficient than many lawyers in providing those services. Lawyers will continue to provide services that cannot be commoditized if they are superstars, practice in highly specialized areas of law subject to rapid change, appear in court, or provide services where human relationships are central to their quality. Otherwise, no effective barriers to the advance of machine lawyering in legal practices exist - not even in the law and ethics of lawyering. Lawyers will continue to embrace machine intelligence as an input and fail to prevent non-lawyers from using it to deliver legal services. Ultimately, therefore, the disruptive effect of machine intelligence will trigger the end of lawyers' monopoly and provide a benefit to society and clients as legal services become more transparent and affordable to consumers, and access to justice thereby becomes more widely available. Scientific novelty: for the first time, the authors formulate the five areas of legal practice which will significantly change in the nearest future under the influence of machine intelligence: (1) discovery, (2) legal search, (3) generation of documents, (4) creation of briefs and memoranda, and (5) predictive analytics. Machine intelligence has already begun to significantly compete with lawyers and undermine their monopoly. Today, sizeable financial industries use machine intelligence to deliver legal services, even though the most economically significant developments have occurred in only three of the five areas identified above. The three areas that have proven most profitable are legal research, discovery, and document generation. Practical significance: the key results and conclusions of the research can be used in scientific, educational and law-enforcing activities when considering the issues related to the influence of machine intelligence on legal practice and services

    Quantitative changes in intracellular calcium and extracellular-regulated kinase activation measured in parallel in CHO cells stably expressing serotonin (5-HT) 5-HT2A or 5-HT2C receptors

    <p>Abstract</p> <p>Background</p> <p>The serotonin (5-HT) 2A and 2C receptors (5-HT<sub>2A</sub>R and 5-HT<sub>2C</sub>R) are involved in a wide range of physiological and behavioral processes in the mammalian central and peripheral nervous systems. These receptors share a high degree of homology, have overlapping pharmacological profiles, and utilize many of the same and richly diverse second messenger signaling systems. We have developed quantitative assays for cells stably expressing these two receptors involving minimal cell sample manipulations that dramatically improve parallel assessments of two signaling responses: intracellular calcium (<it>Ca<sub>i</sub></it><sup>++</sup>) changes and activation (phosphorylation) of downstream kinases. Such profiles are needed to begin to understand the simultaneous contributions from the multiplicity of signaling cascades likely to be initiated by serotonergic ligands.</p> <p>Results</p> <p>We optimized the <it>Ca<sub>i</sub></it><sup>++ </sup>assay for stable cell lines expressing either 5-HT<sub>2A</sub>R or 5-HT<sub>2C</sub>R (including dye use and measurement parameters; cell density and serum requirements). We adapted a quantitative 96-well plate immunoassay for pERK in the same cell lines. Similar cell density optima and time courses were observed for 5-HT<sub>2A</sub>R- and 5-HT<sub>2C</sub>R-expressing cells in generating both types of signaling. Both cell lines also require serum-free preincubation for maximal agonist responses in the pERK assay. However, 5-HT<sub>2A</sub>R-expressing cells showed significant release of <it>Ca<sub>i</sub></it><sup>++ </sup>in response to 5-HT stimulation even when preincubated in serum-replete medium, while the response was completely eliminated by serum in 5-HT<sub>2C</sub>R-expressing cells. Response to another serotonergic ligand (DOI) was eliminated by serum-replete preincubation in both cells lines.</p> <p>Conclusions</p> <p>These data expand our knowledge of differences in ligand-stimulated signaling cascades between 5-HT<sub>2A</sub>R and 5-HT<sub>2C</sub>R. Our parallel assays can be applied to other cell and receptor systems for monitoring and dissecting concurrent signaling responses.</p
