    The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants' way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues

    The many negative assessments of the work culture of civil servants in public service is an issue that must be addressed by the government and local government. This research was conducted by formulating the problem of how culture influences the work of civil servants in the public service in the Payakumbuh Civil Registry Office in order to analyze the work culture of civil servants in an effort to improve the quality of human resources in public services. This study used a descriptive quantitative approach. The population is all employees in the Payakumbuh's Department of Population and Civil Registration amounting 30 people based on the data in the month of December 2013. Due to the small number of population in this study, total sampling is applied. The data is collected by spreading questionnaires to all respondents and then returned after some time, whose whole process took place from October to December 2013. The questionnaire was scaled based on Likert scale that is made in a positive statement. The result of the study shows that in general the work culture of civil servants in the Payakumbuh's Department of Population and Civil Registration are very good, although two indicators are still mediocre. The effort to improve these two indicators are suggested by training programs based on local wisdom and the involvement of stakeholders who are experts in the field by the Payakumbuh administration in building and cultivating a positive work culture based on local wisdom

The work culture and ethnict culture descripted when civil servant doing a job.This research used qualitative approach for looking the ethnict work culture the civil servant in west Pasaman resident, west Sumatra province. The focus of the research is the Giot Ipas work culture. Informants of the research choosed by purpossive sampling technique, especially civil servant form Mandailing ethnict. This research also used the snowball sampling and convenience / accidental technique. And then the interpretation of field data is done referto the statement Geertz (1973: 2000) interpretation of the data with the thick description.The results of the research is the giot ipas work culture are efective and effeciency but there is negative impact because civil servant unfocus on work

    A government depends on the merits of the bureaucracy that acts as the organizer of the government. Meanwhile, the bureaucracy is very dependent on its human resources. Meanwhile, based on the Apparatus Quality Index, the majority of ASN in Indonesia is in the low and very low categories. So there is a need for performance transformation for ASN. This study aims to analyze the challenges faced in improving performance in the public sector and the role of knowledge sharing and innovation in improving performance in the public sector. This paper uses the library study method which collects data and information by examining relevant books, references, literature, and research journals. The result is that there are three main factors, namely the lack of competence, commitment and cohesiveness that exists in the midst of the current state civil apparatus. Knowledge sharing and innovation have an important role to overcome these weaknesses, namely by forming a community as a forum for sharing knowledge between ASN it can be a means of increasing competence, commitment and building cohesiveness in the midst of AS

    Without the support of adequate human resources, the activities of government agencies will not run well. How to manage human resources (HR) to become dynamic, productive hard workers to achieve Indonesia's Vision 2045.This research is to reveal the influence of work culture, competence and work environment of employees in District of Central Pariaman District, Pariaman CityThe research method used is associative quantitative method. The population in this study were 1 (one) district and 17 (seventeen) villages with 102 employees.The number of research samples was 81.3 rounded to 81 people. The sampling technique used in this research is Proportional Random Sampling.Data collection techniques used questionnaires and observation. Questionnaire testing was carried out with validity and reliability. Descriptive data analysis techniques used a percentage of the respondent's level of achievement and quantitative by using path analysis, before testing the hypothesis, first testing the analysis requirements with the normality test, linearity test and regression test.Based on the results of the analysis and discussion that has been done previously, it is concluded that (1) There is a direct effect of work culture on the work environment of employees of Central Pariaman District, Pariaman City by 28.4%. (2) There is a direct influence of competence on the work environment of employees of Central Pariaman District, Pariaman City, amounting to 13.8%. (3) There is a direct effect of work culture on employee performance in Central Pariaman District, Pariaman City by 28.2%. (4) There is a direct influence of competence on employee performance in Central Pariaman District, Pariaman City by 2.8%. (5) There is a direct effect of the working environment on the employee performance of the Central Pariaman District, Pariaman City of 9.2%

    Population data is an important pillar by the government in distributing community welfare programs. There is still a lack of awareness of non-domicile residents who are registered as permanent residents of the city of Padang Panjang and have a Family Card as well as the difficulty of collecting data on non-domicile residents in the covid-19 era. Thus hindering the implementation of Padang Panjang Perwako. No. 65 of 2020 concerning population structuring in the city of Padang Panjang which has the consequence of deactivating population data. Thus, the purpose of this study is to analyze the processes, efforts and constraints of the implementation of population policies in deactivating population data in the city of Padang Panjang. The research method used is descriptive qualitative method with MDAP data analysis techniques. The results of the study explain that population structuring policies are still not fully effective due to uneven policy socialization, lack of RT commitment to policies, and difficulty in verifying the existence of non-domicile residents
