    Urbanization as Socioenvironmental Succession: The Case of Hazardous Industrial Site Accumulation

    This study rehabilitates concepts from classical human ecology and synthesizes them with contemporary urban and environmental sociology to advance a theory of urbanization as socioenvironmental succession. The theory illuminates how social and biophysical phenomena interact endogenously at the local level to situate urban land use patterns recursively and reciprocally in place. To demonstrate this theory we conduct a historical-comparative analysis of hazardous industrial site accumulation in four U.S. cities, using a relational database that was assembled for more than 11,000 facilities that operated during the past half centuryラmost of which remain unacknowledged in government reports. Results show how three iterative processesラhazardous industrial churning, residential churning, and risk containmentラintersect to produce successive socioenvironmental changes that are highly relevant to but often missed by research on urban growth machines, environmental inequality, and systemic risk

ENGAGING SCIENCE TECHNOLOGY AND SOCIETY. 2018;4:165-178.This essay offers a new approach for conceptualizing the environmental impact of chemicals production, consumption, disposal, and regulation. Environmental protection regimes tend to be highly segmented according to place, media, substance, and effect. Existing scholarship often reflects this same segmentation, by focusing on a locality, specific chemical, social movement, or regulatory body. In turn, as new environmental measures are introduced to deal with pollution and toxicity, they tend to focus on controlling future effects rather than dealing with the accumulated contamination from past industrial activity and waste. In chemical substances we encounter phenomena that are at the same time voluminous and miniscule, regulated yet unruly. Inspired by recent work on materiality and infrastructures, we focus on the concept of residues as both material and political entities. Following residues, we argue, helps us see how the past has been built into our chemical environments and regulatory systems, and why contaminants seem to always evade control

    Researching underwater: a submerged study

    This chapter explores the unknown territory of a lost project: an ethnography of a public swimming pool. The discussion is contextualised within my broader sociological theory of ‘nothing’, as a category of unmarked, negative social phenomena, including no-things, no-bodies, no-wheres, non-events and non-identities. These meaningful symbolic objects are constituted through social interaction, which can take two forms: acts of commission and acts of omission. I tell the story of how this project did not happen, through the things I did not do or that did not materialise, and how I consequently did not become a certain type of researcher. I identify three types of negative phenomena that I did not observe and document – invisible figures, silent voices and empty vessels – and, consequently, the knowledge I did not acquire. However, nothing is also productive, generating new symbolic objects as substitutes, alternatives and replacements: the somethings, somebodies and somewheres that are done or made instead. Thus finally, I reflect on how not doing this project led me to pursue others, cultivating a different research identity that would not otherwise have existed

    When disasters strike environmental science: a case–control study of changes in scientific collaboration networks

    Studies of scientific collaboration networks reveal the social structure of scientific disciplines. Most of these studies assume scientists work under conditions of institutional stability. What happens to science when disaster strikes and research practice is disrupted? This study examines structural changes in a scientific collaboration network after serial exposure to major disasters. We analyze the collaboration network of wetlands scientists publishing research related to the marshes of the Louisiana Gulf Coast between 1996 and 2015, along with a control network from a wetlands setting in a different geographic area that did not experience any disasters over the same time span. Hurricanes Katrina and Rita (2005) and the Deepwater Horizon oil spill (2010) offer the opportunity to compare the Gulf wetlands collaboration network before and after the disasters. Results indicate changes in size, research activity, and connectivity in periods following the major hurricanes and oil spill

    Future flooding increases unequal exposure risks to relic industrial pollution

    Climate change is increasing the probability that urban communities with lengthy histories of land-based industrial pollution and ongoing residential segregation will experience more frequent and destructive flooding in the years ahead. This paper investigates where these past, present, and future forces will converge to potentially produce a new type of climate injustice, as the flooding of former, or ‘relic,’ industrial sites threatens to transport sequestered industrial contaminants off site. Merging property-level flood-risk projections from the First Street Foundation with historical data on former hazardous manufacturing facilities in 6 U.S. cities, we identify more than 6000 relic industrial sites with elevated flood risk over the next 30 years. Exploratory spatial analysis reveals that these sites cluster spatially to create identifiable zones of cumulative impact, within which as many as 560 thousand residents and 229 thousand housing units are currently located. Spatial multilevel modeling further indicates that socially vulnerable groups (i.e. racial minorities, those with lower incomes, and those residing in less autonomous housing) are consistently and disproportionately likely to live in these areas. These findings highlight the need to develop new strategic plans to rethink site-based strategies of remediation and to engage residents of historically marginalized communities in planning efforts as government agencies at all levels work to make their cities more resilient and environmentally just in the age of climate change
