Comparison of Space Shuttle Orbiter low-speed static stability and control derivatives obtained from wind-tunnel and approach and landing flight tests
Tests were conducted in the 8 foot transonic pressure tunnel to obtain wind tunnel data for comparison with static stability and control parameters measured on the space shuttle orbiter approach and landing flight tests. The longitudinal stability, elevon effectiveness, lateral directional stability, and aileron effectiveness derivatives were determined from the wind tunnel data and compared with the flight test results. The comparison covers a range of angles of attack from approximately 2 deg to 10 deg at subsonic Mach numbers of 0.41 to 0.56. In general the wind tunnel results agreed well with the flight test results, indicating the wind tunnel data is applicable to the design of entry vehicles for subsonic speeds over the angle of attack range studied
An evaluation of Te Rau Puawai workforce 100: Stakeholder perspectives
To evaluate the Te Rau Puawai programme, the Ministry of Health commissioned the
Maori and Psychology Research Unit of the University of Waikato in July 2001. The
overall aim of the evaluation was to provide the Ministry with a clearer understanding
of the programme including: the perceived critical success factors, the barriers if any
regarding Te Rau Puawai, the impact of the programme, the extent to which the
programme may be transferable, gaps in the programme, and suggested
improvements.
There are a number of stakeholders who do not have a direct role in the provision of
Te Rau Puawai. These people are not involved in the day to day running of Te Rau
Puawai (as do, for example, the coordinator, support team or academic mentors),
nevertheless they play an important role, contributing in a variety of ways to the
programme
An Analytic and Probabilistic Approach to the Problem of Matroid Representibility
We introduce various quantities that can be defined for an arbitrary matroid,
and show that certain conditions on these quantities imply that a matroid is
not representable over . Mostly, for a matroid of rank , we
examine the proportion of size- subsets that are dependent, and give
bounds, in terms of the cardinality of the matroid and a prime power, for
this proportion, below which the matroid is not representable over
. We also explore connections between the defined quantities and
demonstrate that they can be used to prove that random matrices have high
proportions of subsets of columns independent
The Temperature Evolution of the Out-of-Plane Correlation Lengths of Charge-Stripe Ordered La(1.725)Sr(0.275)NiO(4)
The temperature dependence of the magnetic order of stripe-ordered
La(1.725)Sr(0.275)NiO(4) is investigated by neutron diffraction. Upon cooling,
the widths if the magnetic Bragg peaks are observed to broaden. The degree of
broadening is found to be very different for l = odd-integer and l =
even-integer magnetic peaks. We argue that the observed behaviour is a result
of competition between magnetic and charge order.Comment: 3 figure

Recovery of Collapse in Eucalyptus Delegatensis by use of Anhydrous Ammonia and Steam
Eurcalyptus delegatensis wood dried to 5, 12, and 18% moisture content was treated with steam and anhydrous ammonia to recover collapse. Steam or ammonia gave similar results in terms of the optimum treating moisture content, viz. 12%, but steaming was the more effective at other levels. Ammonia swells collapsed wood considerably, but only part of this "recovery" is permanent. At the lowest moisture content, further shrinkage may occur
Skeleton and fractal scaling in complex networks
We find that the fractal scaling in a class of scale-free networks originates
from the underlying tree structure called skeleton, a special type of spanning
tree based on the edge betweenness centrality. The fractal skeleton has the
property of the critical branching tree. The original fractal networks are
viewed as a fractal skeleton dressed with local shortcuts. An in-silico model
with both the fractal scaling and the scale-invariance properties is also
constructed. The framework of fractal networks is useful in understanding the

Quantum Monte Carlo Dynamics: the Stationary Phase Monte Carlo Path Integral Calculation of Finite Temperature Time Correlation Functions
We present a numerically exact procedure for the calculation of an important class of finite temperature quantum mechanical time correlation functions. The present approach is based around the stationary phase Monte Carlo (SPMC) method, a general mathematical tool for the calculation of high dimensional averages of oscillatory integrands. In the present context the method makes possible the direct numerical path integral calculation of real-time quantum dynamical quantities for times appreciably greater than the thermal time (βħ). Illustrative applications involving finite temperature anharmonic motion are presented. Issues of importance with respect to future applications are identified and discussed
International Labor Standards, Soft Regulation, and National Government Roles
[Excerpt] In this article, we briefly describe the different approaches to the regulation of international labor standards, and then argue for a new role for national governments based on soft rather than hard regulation approaches. We argue that this new role shows potential for significantly enhancing progress in international labor standards, since it enables governments to articulate a position without having to deal with the enforcement issues that hard regulation mandates. We justify this new role for governments based on the increasing use of soft regulation in the international arena. Of course, this approach is not without its own problems, but given that existing approaches have all provided imperfect solutions to the problem of improving labor standards globally, re-visiting the role of national governments is in our view, highly important
