    La dimensión ética del desarrollo local

    The nowadays conceptions about the community development, have a certain technocratic focus when conceiving just the economic, scientific, technic and environmental dimension bound to the knowledge management. This criteria doesn't recognize the central role that means the moral athics dimension in the social life. The aim of this research is to perform a critic analisis of the problem itself as it is showed in the nowadays Cuban society, beginning with Marti's and Marx's conception of the cultural development in the Cuban Revolution.Las concepciones actuales sobre el desarrollo local tienen cierto enfoque tecnocrático al concebir solo la dimensión económica, ecológica y científica tecnológica vinculada a la gestión del conocimiento. Este criterio no reconoce el papel medular que desempeña la dimensión ético moral en el ámbito social.     The objective to evaluate determined variables of the organizational behavior was carried out: organizational climate, labor motivation, sense of possession and organizational communication; as part of the control system of university step in the Faculty of Economics and Informatic Sciences (FCEI) of the Matanzas´s University. The data analysis of the applied questionnaires, the statistical processing and the theoretic used methods allowed to obtaining like fundamental results the weaknesses reflected in the behavior of the variables studied as well as the knuckle joint between them and their direct influence in the management control system application.Se cumplimentó el objetivo de evaluar determinadas variables del comportamiento organizacional: clima organizacional, motivación laboral, sentido de pertenencia y comunicación organizacional; como parte del sistema de control de gestión universitaria en la Facultad de Ciencias Económicas e Informática (FCEI) de la Universidad de Matanzas. El análisis de los datos de los cuestionarios aplicados, el procesamiento estadístico; unido a los métodos teóricos utilizados; permitieron obtener como resultados fundamentales las debilidades reflejadas en el comportamiento de las variables estudiadas así como la articulación entre ellas y su influencia directa en la aplicación del sistema de control de gestión

    A procedure was implemented for the management control with the goal of achieving the articulation of the strategic objectives with the indicators system and the processes of the University of Matanzas "Camilo Cienfuegos", supported in balanced scorecard with integrals indicators of key results areas. As main results it is presented the design of a logical structure where the areas of key result, objectives and limits are articulated with the proposed system of indicators, supported in a computer application that allowed the calculation of synthetic indexes that can be show in a summarized way the development levels of each area, objective and perspective of Balanced Scorecard and its unfolding from the level of ability, departments, professors and students. The treatment of the system indicators through synthetic indexes doesn't only reduce its quantity, but also reinforces the integrative character of the same ones.Se implementó un procedimiento para el control de gestión con el propósito de lograr la articulación de los objetivos estratégicos con el sistema de indicadores y los procesos sustantivos universitarios. Este procedimiento está sustentado en un cuadro de mando integral con indicadores integrales por área de resultado clave. Como resultado se presenta el diseño de una estructura lógica donde se articulan las áreas de resultado clave, los objetivos estratégicos y los lineamientos, con el sistema de indicadores. Se apoya en una aplicación informática para el cálculo de índices sintéticos que responden de manera concentrada a diferentes elementos. Aspectos, tales como: al nivel de desarrollo de cada área, objetivo y perspectiva del cuadro de mando integral y su despliegue en cascada a nivel de: facultad, departamentos, profesores y estudiantes. El tratamiento del sistema de indicadores a través de índices sintéticos no solo reduce su cantidad, sino también refuerza el carácter integrador de los mismos

    The organizations consider that the human being uses the capacities, skills and dexterity as instruments to: solve difficulties, raise the quality of life or accumulate wealth. This guarantees, through the intellectual capital of organizations, the sustainability of nations, in addition to developing trends such as: high performance, knowledge management, technology, intangibles, productivity and competitiveness, strategic components of institutional development. In this sense, the objective of the research is to determine the influence of variables in the scientific production of the universities, through descriptive-explanatory studies, based on the methods: analytic-synthetic and inductive-deductive. Instruments are applied to determine factors, such as: education and experience of teachers, with the purpose of transforming and strengthening research processes in the region. Different elements used by the Portela index are used for the analysis and evaluation of human talent and the generation of value by teacher-researchers.El análisis del Capital Intelectual, considera que el ser humano procura mejorar la calidad de vida, fijar capacidades, habilidades y destrezas como instrumentos de acumulación de riquezas que garantizan la sostenibilidad y sustentabilidad de las naciones. Las tendencias relacionadas, a: desempeño, gestión del conocimiento, tecnología, intangibles, productividad y competitividad, constituyen componentes estratégicos para las instituciones. Con lo cual, el objetivo central es determinar la influencia de variables en la generación de publicaciones científica en las universidades. Empleándose un estudio descriptivo-explicativo, fundamentado en los métodos: análisis-síntesis e inductivo-deductivo.La aplicación de los instrumentos seleccionados permitió el análisis de los factores siguientes: educación y experiencia de los docentes para la transformación y sostenibilidad de la región. Destacándose variables que evalúa el índice de Portela, que contribuyen al análisis de la producción científica y a la generación de valor de los docentes-investigadores.

    Presented at the 38th International Cosmic Ray Conference (ICRC 2023), 2023 (arXiv:2309.08219)2310.07413International audienceThe detection of gravitational waves from a binary neutron star merger by Advanced LIGO and Advanced Virgo (GW170817), along with the discovery of the electromagnetic counterparts of this gravitational wave event, ushered in a new era of multimessenger astronomy, providing the first direct evidence that BNS mergers are progenitors of short gamma-ray bursts (GRBs). Such events may also produce very-high-energy (VHE, > 100GeV) photons which have yet to be detected in coincidence with a gravitational wave signal. The Cherenkov Telescope Array (CTA) is a next-generation VHE observatory which aims to be indispensable in this search, with an unparalleled sensitivity and ability to slew anywhere on the sky within a few tens of seconds. New observing modes and follow-up strategies are being developed for CTA to rapidly cover localization areas of gravitational wave events that are typically larger than the CTA field of view. This work will evaluate and provide estimations on the expected number of of gravitational wave events that will be observable with CTA, considering both on- and off-axis emission. In addition, we will present and discuss the prospects of potential follow-up strategies with CTA

    Performance of a proposed event-type based analysis for the Cherenkov Telescope Array

    The Cherenkov Telescope Array (CTA) will be the next-generation observatory in the field of very-high-energy (20 GeV to 300 TeV) gamma-ray astroparticle physics. Classically, data analysis in the field maximizes sensitivity by applying quality cuts on the data acquired. These cuts, optimized using Monte Carlo simulations, select higher quality events from the initial dataset. Subsequent steps of the analysis typically use the surviving events to calculate one set of instrument response functions (IRFs). An alternative approach is the use of event types, as implemented in experiments such as the Fermi-LAT. In this approach, events are divided into sub-samples based on their reconstruction quality, and a set of IRFs is calculated for each sub-sample. The sub-samples are then combined in a joint analysis, treating them as independent observations. This leads to an improvement in performance parameters such as sensitivity, angular and energy resolution. Data loss is reduced since lower quality events are included in the analysis as well, rather than discarded. In this study, machine learning methods will be used to classify events according to their expected angular reconstruction quality. We will report the impact on CTA high-level performance when applying such an event-type classification, compared to the classical procedure
