Time metrology in Global Navigation Satellite Systems

Precise timekeeping is at the basis of any Global Navigation Satellite System. In this thesis, after an extensive introduction on time and frequency metrology, some of the basic time-related aspects of navigation systems are discussed, and new ideas and solutions are presented. In the first part of the work, the most relevant innovative contributions are related to the mathematical clock model and to the stability analysis of atomic clocks affected by frequency jumps, as well as to the development of a new averaging algorithm for the generation of a robust time scale from an ensemble of atomic clocks. In the second part, devoted to the role of timekeeping in satellite navigation systems, the innovative contributions are mainly about: a revision of the relativistic corrections; the development and testing of a new composite clock, which could be used as a system time scale for the Galileo system; a study on the impact of the light-shift effect on the timing performance of GPS rubidium clocks; the development of a new recursive clock anomalies detector, as well as a discussion about the possible implementations of a clock anomalies detector and a compensation system for on-board applications

Análisis del concepto de equidad educativa a la luz del enfoque de las capacidades de Amartya Sen

El objetivo de este trabajo es analizar el concepto de equidad educativa desde la perspectiva de las capacidades propuesta por Amartya Sen. Para ello, en primer lugar se realiza una revisión de la literatura sobre la noción de equidad y se plantea una discusión filosófica al respecto. En segundo lugar, se lleva dicha discusión hacia el ámbito de la educación. En tercer lugar, en concordancia con la aproximación de Sen, se define el concepto de equidad educativa como igualdad en los resultados en las habilidades que adquieren los individuos luego de participar en el sistema educativo (nivel medio). Finalmente, se concluye que bajo esta concepción es posible recomendar políticas para compensar las diferencias de origen

Measuring internal educational equity: application to Latin America

El objetivo de este trabajo es proponer un indicador para cuantificar la equidad educativa interna. Se busca que el mismo sirva como herramienta para evaluar la evolución del fenómeno en el tiempo y para realizar comparaciones entre diferentes países o regiones. Para ello, se define el concepto de equidad educativa, se estudian las diferentes formas que se han utilizado para medirla y, finalmente, se propone el nuevo indicador. Éste es denominado “Índice de Inequidad Educativa Básica” y resume información acerca de la educación que poseen los individuos al finalizar el nivel básico. Luego, se utiliza este indicador para describir y comparar la equidad entre algunos países de América Latina (aquellos que participaron del Programa PISA en los años 2000 y/o 2009).The goal of this paper is to propose an indicator to quantify internal educational equity. It seeks to make a tool to assess the evolution of the phenomenon in time, and to make comparisons between different countries or regions. To do this, the concept of educational equity is defined, the different forms that have been used to measure are studied, and, finally, the new indicator is proposed. The indicator, called the “Basic Educational Inequity Index,” summarizes information about education held by individuals at the end of basic level. This indicator is then used to describe and compare the equity between selected Latin America countries (those that participated in PISA in the years 2000 and/or 2009). Un aporte a la evidencia empírica del efecto de la educación sobre el empleo formal

The objective of the present work is to analyze the determining factors for an employee to be a formal worker. Mainly, the role of education in this regard is studied. For the empirical research a PROBIT model and data from Argentinean Homes Survey corresponding to the Third Trimester of 2006 are used. The most important result is the positive effect that education, age and the male gender have on the probability to belong to the studied category.El objetivo del presente trabajo es analizar los determinantes de que un trabajador asalariado sea registrado. Principalmente, se investiga el rol que tiene la educación como factor determinante. Para la realización del estudio empírico se utilizan, un modelo PROBIT y datos de la Encuesta de Hogares de Argentina correspondientes al tercer trimestre de 2006. Entre los resultados encontrados se destaca el efecto positivo que tienen la educación, la edad y el género masculino sobre la probabilidad de pertenecer a la categoría estudiada
