Public Security and Individual Freedom: The Dilemma of Northern Ireland
Northern Ireland has been the scene of recurring and often horrifying violence since 1969, as terrorist groups have clashed with each other, with the British Army, and with the Royal Ulster Constabulary (R.U.C.). The situation has been a difficult one for both the people and the legal system of Northern Ireland: faced with the problem of highly dedicated terrorists, the British government has had to confront directly the tension between its duty to protect public security and its concomitant obligation to safeguard individual freedom. This Article focuses on the British government\u27s most recent legislative response to this tension, the Emergency Provisions Act (EPA), and appraises its success in accommodating the competing demands of public safety and private liberty

Investigation of Anaplasma marginale Seroprevalence in a Traditionally Managed Large California Beef Herd.
Recent observations by stakeholders suggested that ecosystem changes may be driving an increased incidence of bovine erythrocytic anaplasmosis, resulting in a reemerging cattle disease in California. The objective of this prospective cohort study was to estimate the incidence of Anaplasma marginale infection using seroconversion in a northern California beef cattle herd. A total of 143 Black Angus cattle (106 prebreeding heifers and 37 cows) were enrolled in the study. Serum samples were collected to determine Anaplasma marginale seroprevalence using a commercially available competitive enzyme-linked immunosorbent assay test kit. Repeat sampling was performed in seronegative animals to determine the incidence density rate from March through September (2013). Seroprevalence of heifers was significantly lower than that of cows at the beginning of the study (P < 0.001) but not at study completion (P = 0.075). Incidence density rate of Anaplasma marginale infection was 8.17 (95% confidence interval: 6.04, 10.81) cases per 1000 cow-days during the study period. Study cattle became Anaplasma marginale seropositive and likely carriers protected from severe clinical disease that might have occurred had they been first infected as mature adults. No evidence was found within this herd to suggest increased risk for clinical bovine erythrocytic anaplasmosis
Ethnic Innovation and U.S. Multinational Firm Activity
This paper studies the impact that immigrant innovators have on the global activities of U.S. firms by analyzing detailed data on patent applications and on the operations of the foreign affiliates of U.S. multinational firms. The results indicate that increases in the share of a firm’s innovation performed by inventors of a particular ethnicity are associated with increases in the share of that firm’s affiliate activity in their native countries. Ethnic innovators also appear to facilitate the disintegration of innovative activity across borders and to allow U.S. multinationals to form new affiliates abroad without the support of local joint venture partners. Thus, this paper points out that immigration can enhance the competitiveness of multinational firms
Direct solution of multiple excitations in a matrix product state with block Lanczos
Matrix product state methods are known to be efficient for computing ground
states of local, gapped Hamiltonians, particularly in one dimension. We
introduce the multi-targeted density matrix renormalization group method that
acts on a bundled matrix product state, holding many excitations. The use of a
block or banded Lanczos algorithm allows for the simultaneous, variational
optimization of the bundle of excitations. The method is demonstrated on a
Heisenberg model and other cases of interest. A large of number of excitations
can be obtained at a small bond dimension with highly reliable local
observables throughout the chain.Comment: 18 page
