    Funding Universal Service: The Effect of Telecommunications Subsidy Programs on Competition and Retail Prices

    There is general concern that producer subsidies distort competition. We examine a telecommunications subsidy system that transfers money from low cost regions to high cost regions of the U.S. Even though the system is designed to be competitively neutral, we find evidence that the system, combined with carrier of last resort policies, promotes cream skimming by entrants in low cost areas and less entry in high cost areas, where incumbents are more likely than entrants to receive subsidies. We are unable to rule out the possibility that state regulatory policies favor incumbents in states that are net beneficiaries of the subsidy system

    Long-Term Effects of Cathodic Protection on Prestressed Concrete Bridge Components

    DTFH61-92-C-00058While cathodic protection effectively reduces or stops ongoing corrosion of reinforcing steel in concrete, applicability of this technology to prestressing steel has been limited because of concerns of possible bond loss and hydrogen embrittlement. Within this context the present research was intended as a comprehensive, multifaceted undertaking to elevate the understanding of prestressed concrete cathodic protection to the same level as for reinforced concrete. The experimental part of the program involved three approaches: 1) constant extension rate tests (CERT) upon straight tendon wire, 2) monitoring of cathodically polarized prestressed beams for both bond loss and hydrogen embrittlement, and 3) concrete block pullout tests involving both tendon and wire. Findings to date include the following: 1) High chromium bearing microalloyed prestressing steel is more susceptible to embrittlement than ordinary steel, and the previously proposed -0.90 v (SCE) lower potential limit is not conservative in this case; 2) Prestressed concrete structures can be qualified for cathodic protection based upon the amount of uniform and localized corrosion wire cross section loss; 3) Loss of bond within the anticipated remaining service life of most prestressed concrete structures should not be a concern provided current density is within the normal range and is not locally concentrated. These and related findings are evaluated within the context of standards for prestressing steel and criteria for cathodic protection

    This report describes the work program and results of the Statewide Boating Access Facilities Inventory and Economic Study Including a Pilot Study for Lee County, Florida commissioned by the Florida Fish and Wildlife Conservation Commission (FWC) in 2005. The study was funded in part by a grant to the FWC from the U.S. Fish and Wildlife Service and by Lee County. The scope and objectives of the study are summarized in the introduction, and the subsequent sections report on the various components of the study. For many years, Florida has been among the fastest growing states in the nation, which means that its resources, infrastructure, and facilities are continually under pressure. Maintaining the quality of the state is natural resources and access to its waters depends on making informed management decisions using the best scientific data and analyses available

    Corrosion Propagation Monitoring Using Galvanostatic Pulse on Reinforced Concrete Legacy Samples

    This study is aimed to better understand how corrosion propagates on rebars embedded on concrete with supplementary cementitious materials, via legacy samples. Legacy samples were monitored as part of this project. There are indoor and outdoor exposed legacy samples. The outdoor exposed samples were prepared in 1994 with low w/cm and there are both OPC samples and binary mixes (see description in the experimental section). These samples were monitored several times using galvanostatic pulse measurements. The Icorr vs. time during the monitored period are reported in the results section. Several samples either had cracks or developed cracks during the monitored period
