    Fletcher explores how assumptions about justice have succeeded in establishing a new international consensus on necessary processes of rebuilding societies, some pitfalls of this approach, and recommendations for new directions for the field of transitional justice. A central assumption animating the moral, political, and legal cases for transitional justice is that those responsible for unleashing and conducting mass violence that devastates countries and the lives of civilian residents should not get away with their criminal acts. And further, supporters of justice assume that a legal response is necessary in order to promote reconciliation. He thinks that the appropriate role of the law depends critically on the situation, including the cultural identities involved and the timing of the response, and that the international community should rethink its rush to aid conflict resolution with criminal tribunals

The primary underlying philosophy of the physics of electrodeposition was presented. The technical approach taken to analytically simulate electrolytic tank variables was also included.     This paper describes an approach to modeling fisheries that can be useful in policy analysis when the population dynamics are not well known and the fleet is composed of a variety of multipurpose vessels. An empirical application of the methodology to the northern California Dungeness crab fishery is discussed. A multivariate time-series model provides the intertemporal (year-to-year) relationships for a simulation model describing both within season and year-to-year fleet behavior. Appropriate modifications of the simulation model parameters reflect alternative policy scenarios.     Photovoltaic system costs using local labor and materials in developing countries

    The use of photovoltaic (PV) technology in countries that do not presently have high technology industrial capacity was investigated. The relative cost of integrating indigenous labor (and manufacturing where available) into the balance of the system industry of seven countries (Egypt, Haiti, the Ivory Coast, Kenya, Mexico, Nepal, and the Phillipines) was determined. The results were then generalized to other countries, at most levels of development. The results of the study imply several conclusions: (1) the cost of installing and maintaining comparable photovoltaic systems in developing countries is less than in the United States; (2) skills and some materials are available in the seven subject countries that may be applied to constructing and maintaining PV systems; (3) there is an interest in foreign countries in photovoltaics; and (4) conversations with foreign nationals suggest that photovoltaics must be introduced in foreign markets as an appropriate technology with high technology components rather than as a high technology system
