    The distributional consequences of supply-side reforms in general equilibrium

    This paper addresses the issue on whether tax reforms consistent with lower public debt-to-GDP in the long-run can lead to a more efficient and equitable economy. To this end we solve a heterogeneous agent model comprised of a government, a representative capitalist and representative skilled and unskilled workers, under both rational expectations and adaptive learning. Our main findings are that (i) reductions in capital taxation, while beneficial at the aggregate level, lead to increased inequality mainly due to the substitutability of un- skilled labour and capital; (ii) a fall in taxation for skilled labour is Pareto improving, which is largely explained by its complementarity with the other factor inputs; (iii) all agents would prefer increasing the tax rate on capital to increasing the tax rate on skilled and un- skilled labour since it leads to relatively lower welfare losses; and (iv) heterogeneity in initial beliefs under adaptive learning quantitatively matters for welfare.tax reform, structural heterogeneity, inequality, adaptive learning

    Using a heterogeneous agent model allowing for different degrees of complementarity between capital, skilled and unskilled labour, this paper evaluates supply-side reforms consistent with lower public debt-to-GDP in the long-run. We find that, relative to the other tax reforms, capital tax cuts lead to the highest aggregate welfare but are skill-biased and can thus increase inequality in the long-run. Depending on the elasticity of substitution between capital and unskilled labour, falls in the capital tax can result in welfare losses for unskilled workers, even in the absence of other frictions and increases in other forms of taxation. On the other hand, reductions in labour taxes can hurt the capitalists. We also show that including the transition period in the welfare evaluation lowers the inequality effects of capital tax reduc-tions since the complementarity between capital and all labour inputs is higher in the short- than in the long-run. Finally, our results suggest that a form of "irrational exuberance" can arise after a tax cut under heterogeneous learning in the initial conditions after the reform.tax reform, structural heterogeneity, inequality, adaptive learning

    Magnetic transitions in Pr2NiO4 single crystal

    The magnetic properties of a stoichiometric Pr2NiO4 single crystal have been examined by means of the temperature dependence of the complex ac susceptibility and the isothermal magnetization in fields up to 200 kOe at T=4.2 K. Three separate phases have been identified and their anisotropic character has been analyzed. A collinear antiferromagnetic phase appears first between TN = 325 K and Tc1 = 115 K, where the Pr ions are polarized by an internal magnetic field. At Tc1 a first modification of the magnetic structure occurs in parallel with a structural phase transition (Bmab to P42/ncm). This magnetic transition has a first‐order character and involves both the out‐of‐plane and the in‐plane spin components (magnetic modes gx and gxcyfz, respectively). A second magnetic transition having also a first‐order character is also clearly identified at Tc2 = 90 K which corresponds to a spin reorientation process (gxcyfz to cxgyaz magnetic modes). It should be noted as well that the out‐of‐phase component of χac shows a peak around 30 K which reflects the coexistence of both magnetic configurations in a wide temperature interval. Finally, two field‐induced transitions have been observed at 4.2 K when the field is directed along the c axis. We propose that the high‐field anomaly arises from a metamagnetic transition of the weak ferromagnetic component, similarly to La2CuO4

    We present new GHRS observations of Lyman alpha absorption lines associated with a group of galaxies towards the QSO 1545+2101. We have identified eight distinct Lyman alpha absorption features in the spectrum of QSO 1545+2101 at a mean redshift of z=0.2648 with a velocity dispersion of 163 km/s. A group of galaxies is detected in the vicinity of this QSO at a mean redshift of z=0.2645 and velocity dispersion 239 km/s. The identification of discrete absorption systems indicates that they arise in clouds of neutral hydrogen rather than in a diffuse intragroup medium. Our analysis suggests that the Lyman alpha absorption lines are associated with individual galaxies in the group, although a one-to-one relationship between absorbers and galaxies is difficult to establish in such a dense environment.Comment: 16 pages, 3 figures.     Object Segmentation in Images using EEG Signals

    This paper explores the potential of brain-computer interfaces in segmenting objects from images. Our approach is centered around designing an effective method for displaying the image parts to the users such that they generate measurable brain reactions. When an image region, specifically a block of pixels, is displayed we estimate the probability of the block containing the object of interest using a score based on EEG activity. After several such blocks are displayed, the resulting probability map is binarized and combined with the GrabCut algorithm to segment the image into object and background regions.     Characterization of the aerosol produced by infrared femtosecond laser ablation of polyacrylamide gels for the sensitive inductively coupled plasma mass spectrometry detection of selenoproteins

    A 2D high repetition rate femtosecondlaserablation strategy (2-mm wide lane) previously developed for the detection of selenoproteins in gel electrophoresis by inductively coupled plasma mass spectrometry was found to increase signal sensitivity by a factor of 40 compared to conventional nanosecond ablation (0.12-mm wide lane) [G. Ballihaut, F. Claverie, C. PĂ©cheyran, S. Mounicou, R. Grimaud and R. Lobinski, Sensitive Detection of Selenoproteins in Gel Electrophoresis by High Repetition Rate FemtosecondLaserAblation-Inductively Coupled Plasma Mass Spectrometry, Anal. Chem. 79 (2007) 6874–6880]. Such improvement couldn't be explained solely by the difference of amount of material ablated, and then, was attributed to the aerosol properties. In order to validate this hypothesis, the characterization of the aerosolproduced by nanosecond and high repetition rate femtosecondlaserablation of polyacrylamidegels was investigated. Our 2D high repetition rate femtosecondlaserablation strategy of 2-mm wide lane was found to produce aerosols of similar particle size distribution compared to nanosecond laserablation of 0.12-mm wide lane, with 38% mass of particles < 1 ”m. However, at high repetition rate, when the ablated surface was reduced, the particle size distribution was shifted toward thinner particle diameter (up to 77% for a 0.12-mm wide lane at 285 ”m depth). Meanwhile, scanning electron microscopy was employed to visualize the morphology of the aerosol. In the case of larger ablation, the fine particles ejected from the sample were found to form agglomerates due to higher ablation rate and then higher collision probability. Additionally, investigations of the plasma temperature changes during the ablation demonstrated that the introduction of such amount of polyacrylamidegel particles had very limited impact on the ICP source (ΔT~ 25 ± 5 K). This suggests that the cohesion forces between the thin particles composing these large aggregates were weak enough to have negligible impact on the ICPMS detection
