    Networked by design: can policy constraints support the development of capabilities for collaborative innovation?

    While there has been some recent interest in the behavioural effects of policies in support of innovation networks, this research field is still relatively new. In particular, an important but under-researched question for policy design is “what kind of networks” should be supported, if the objective of the policy is not just to fund successful innovation projects, but also to stimulate behavioural changes in the participants, such as increasing their ability to engage in collaborative innovation. By studying the case of the innovation policy programmes implemented by the regional government of Tuscany, in Italy, between 2002 and 2008, we assess whether the imposition of constraints on the design of innovation networks has enhanced the participants’ collaborative innovation capabilities, and we draw some general implications for policy

    Innovation, generative relationships and scaffolding structures: implications of a complexity perspective to innovation for public and private interventions

    The linear model of innovation has been superseded by a variety of theoretical models that view the innovation process as systemic, complex, multi-level, multi-temporal, involving a plurality of heterogeneous economic agents. Accordingly, the emphasis of the policy discourse has changed over time. The focus has shifted from the direct public funding of basic research as an engine of innovation, to the creation of markets for knowledge goods, to, eventually, the acknowledgement that knowledge transfer very often requires direct interactions among innovating actors. In most cases, policy interventions attempt to facilitate the match between “demand” and “supply” of the knowledge needed to innovate. A complexity perspective calls for a different framing, one focused on the fostering of processes characterized by multiple agency levels, multiple temporal scales, ontological uncertainty and emergent outcomes. This contribution explores what it means to design interventions in support of innovation processes inspired by a complex systems perspective. It does so by analyzing two examples of coordinated interventions: a public policy funding innovating networks (with SMEs, research centers and university), and a private initiative, promoted by a network of medium-sized mechanical engineering firms, that supports innovation by means of technology brokerage. Relying on two unique datasets recording the interactions of the organizations involved in these interventions, social network analysis and qualitative research are combined in order to investigate network dynamics and the roles of specific actors in fostering innovation processes.     Female participation in African agricultural research and higher education: New insights

    Female farmers play a vital role in African agriculture, accounting for the majority of the agricultural workforce. However, agricultural research and higher education are disproportionately led by men. There is an urgent need for greater representation of women in the field of agricultural science and technology (S&T) in Sub-Saharan Africa. Female scientists, professors, and senior managers offer different insights and perspectives to help research institutes to more fully address the unique and pressing challenges of both female and male farmers in the region. Gender-disaggregated data on S&T capacity are scarce, often lack sufficient detail, and focus more generally on S&T rather than on agriculture specifically. Data are not always comparable due to different methodologies and coverage. The Agricultural Science and Technology Indicators (ASTI) initiative and the CGIAR Gender & Diversity (G&D) Program partnered together to address this information gap. This report presents the results of an in-depth benchmarking survey on gender-disaggregated capacity indicators, covering 125 agricultural research and higher education agencies in 15 countries in Sub-Saharan Africa. This is the first study of its kind to present detailed human resources data on female participation in agricultural science, the main findings of which include the following: • Total capacity in terms of the professional staff employed at the agricultural research and higher education agencies included in this study increased by 20 percent between 2000/01 and 2007/08, and women constituted almost half of this capacity increase. The female population of professional staff grew by eight percent per year on average, which is four times higher than the comparable rate of increase for the male population, indicating that the gender gap in African agricultural sciences is closing. • The proportion of female professional staff employed at the sample agricultural research and higher education agencies increased from 18 percent in 2000/01 to 24 percent in 2007/08, but fewer women have advanced degrees compared to their male colleagues. In 2007/08, for example, 27 percent of the sample’s professional women held PhD degrees compared with 37 percent of the sample’s professional men. • Of concern, about two-thirds of the overall (female and male) capacity increase comprised staff holding only BSc degrees, indicating that the overall quality of capacity in agricultural research and higher education is declining in some Sub-Saharan African countries. Notably, the total number of male professional staff trained to the MSc level declined between 2000/01 and 2007/08; however, more in-depth analysis is needed to explain the underlying causes of these shifts and to what degree they represent structural changes. • Levels of female participation in agricultural research and higher education among the sample agencies were particularly low in Ethiopia (6 percent), Togo (9 percent), Niger (10 percent), and Burkina Faso (12 percent). Shares of female professional staff were much higher in South Africa, Mozambique, and Botswana (32, 35, and 41 percent, respectively). • The female share of students enrolled in higher agricultural education was higher than the female shares of professional staff employed at the agricultural research and higher education agencies in most cases, but a significant proportion of the female students concerned were undertaking only BSc-level studies (83 percent). • Only 14 percent of the management positions were held by women, which is considerably lower than the share of female professional staff employed at the sample’s agricultural research and higher education agencies (24 percent). • The pool of female staff is much younger on average than the pool of male staff. • The prevalence of female professional staff is comparatively higher in fields related to life and social sciences, and comparatively lower in fields involving areas traditionally thought of as “hard science”, such as engineering.agricultural R&D, Sub-Saharan Africa, female participation, S&T capacity, agricultural higher education,

    Optimal one-dimensional coverage by unreliable sensors

    This paper regards the problem of optimally placing unreliable sensors in a one-dimensional environment. We assume that sensors can fail with a certain probability and we minimize the expected maximum distance from any point in the environment to the closest active sensor. We provide a computational method to find the optimal placement and we estimate the relative quality of equispaced and random placements. We prove that the former is asymptotically equivalent to the optimal placement when the number of sensors goes to infinity, with a cost ratio converging to 1, while the cost of the latter remains strictly larger.Comment: 21 pages 2 figure

    Headache disorders as risk factors for sleep disturbances in school aged children.

    Several epidemiological studies have shown the presence of comorbidity between various types of sleep disorders and different headache subtypes. Migraine without aura is a sensitive risk factor for disorders of initiating and maintaining sleep (odds ratio (OR) 8.2500), and chronic tension-type headache for sleep breathing disorders (OR 15.231), but headache disorder is a cumulative risk factor for disorders of excessive somnolence (OR 15.061).     Local seismic response studies in the north-western portion of the August 24th, 2016 Mw 6.0 earthquake affected area. The case of Visso village (Central Apennines).

    In this work, we investigate the possible causes of the differential damaging observed in Visso village (Central Apennines, about 28 km north from the August 24th, 2016 Mw 6.0 earthquake epicenter). Following insights from the available geological cartography at 1:10.000 scale, a preliminary geophysical survey has been performed in the damaged area in order to constrain geometries and extent of the subsoil lithotypes. Then, these results have been used to retrieve a Vs profile close to the most heavily damaged buildings. This latter has been used as input for a numerical analysis aimed at deriving the motion at the ground level in the study area. In particular, a linear equivalent simulation has been performed by means of EERA code and the waveform has been obtained convolving the time history recorded during the August 24th, 2016 mainshock at Spoleto Monteluco (SPM) site. Our preliminary results indicate a possible correlation of damaging to the thickness and shape of the geological units. Nevertheless, further analyses are necessary to highlight any 2D basin and / non- linear soil behaviour effects in order to compare them to the intrinsic buildings vulnerability, according to the EMS98 guidelines

    Compassion and suppression in caregivers: twin masks of tragedy and joy of caring

    Background: Compassionate caregiving is a critical skill for workers among the helping professions, but the degree of empathy required by caregivers can place high demands on their mental and emotional resources. While many professionals employ successful coping strategies to mitigate these stressors, others experience compassion fatigue or burnout from emotional exhaustion. The objective of this research was to evaluate the relationships between caregivers’ demographic/career variables, compassion satisfaction, compassion fatigue, and psychodynamic defense mechanisms such as suppression, repressive function, regression in the service of the Ego, and rationalization. Methods: Participants were 250 caregivers with 178 (71,2%) women and 72 men (28,8%) between 18 and 80 years old (Mean age = 41,37; SD = 13,78). Standardized instruments were used to assess compassion in its different meanings (Professional Quality of Life Measure, ProQOL-5) and deployment of defense mechanisms such as suppression (Suppression Mental Questionnaire, SMQ). Correlational analyses were performed. Results: Greater compassion satisfaction was positively associated with more years of study and inversely associated with increasing age and working days per week. Burnout was positively correlated with greater age, more working hours per week, and more working days per week. Higher secondary traumatic stress was associated with increasing age, higher working hours, and more working days per week, while it was inversely associated with more years of study. Regarding the psychological defense mechanisms, more years of study was inversely associated with lower deployment of the repressive function, regression in the service of the Ego, and rationalization. Advancing age was negatively correlated with repression and regression in the service of the Ego, while it was positively correlated with rationalization. A higher number of working days per week was associated with greater utilization of all defense mechanisms, and higher working hours per week was correlated with higher SMQ total scores and greater use of the repressive function. Greater deployment of nearly all defense mechanisms was associated with greater secondary traumatic stress, while compassion satisfaction was associated with less utilization of repression, rationalization, and lower total SMQ scores. Conclusions: Excessive reliance on psychodynamic defense mechanisms can increase caregivers’ risk for burnout or secondary traumatic stress. Compassion satisfaction might serve as one coping strategy to mitigate emotional exhaustion among professionals
