A katasztrófavédelmi és válságkezelési tevékenységek általános elemzése az irányítás és az információs támogatás tükrében

Jelen közleményben a szerző bemutatja az ország területén bekövetkező esetleges katasztrófahelyzetek és egyéb válsághelyzetek felszámolásának általános jogszabályi környezetét, tevékenységi rendszerének általános elemeit. Mindezek mellett ismerteti a lehetséges vezetési és irányítási rendszert, annak alapvető részegységeit a kommunikációs és információs igények tükrében

A DIGITÁLIS KATONA RENDSZER A KATASZTRÓFAVÉDELMI MŰVELETEKBEN

Jelen közleményben a különböző katasztrófahelyzetek felszámolásának és a helyreállításnak alapvető elemeit, valamint a vezetés és irányítás alapvető információs igényeit mutatjuk be. A sikeres tevékenység egyik meghatározó eleme a vezetést támogató információk megszerzése, feldolgozása, elemzése és értékelése, amely meghatározza a döntéshozatali tevékenységet. Ennek fényében megvizsgálunk egy katonai rendszernek, a „digitális hálózati katona rendszernek” katasztrófavédelmi alkalmazhatóságát, amely a döntéshozatalban segítheti a vezetőt a rendszer nyújtotta információk megszerzésével és továbbításával. „Jelen közlemény a Bolyai János Kutatási Ösztöndíj támogatásával készült.

The participative characteristics of LAG-members in Hungary

One of the much debated questions in the governance literature is the social participation of local people. According to the majority of experts, the participation of local actors in decision-making process is growing through the partnerships and thus wiser and fairer decisions can be made in development issues affecting them. Therefore, partnerships have become popular instruments of government to deliver policy goals more effectively. This study focuses on the participative characteristics of members of rural development partnerships. The participative features of local actors are studied in the paper through the example of the LEADER partnerships. Interviews and two countrywide surveys were conducted in the circle of leaders of Management Offices and members of Local Action Groups (LAGs). The so gained data were analysed by different statistical methods. The results concerning the participation and activity of members proved my hypothesis, according to which the work in partnership does not always end in real and meaningful participation of local actors. Most of the partners typically did not exploit all the possibilities of participating in partnership actions

The construction and characterization of an effective transpositional system based on IS30

AbstractWe constructed an in vivo system to detect transpositional rearrangements induced by the insertion sequence IS30. The transposase protein expressed from the transposase producer plasmids catalyzed rearrangements on different target sequences presented in trans. High yields, up to 83%, of transpositional frequencies were observed. The frequency of rearrangements correlated with the amount of transposase protein produced and the attractivity of the target sequences. Alteration in the frequency of transposition was observed in the recA− E. coli strains JM109 and TG2. Remarkable structural and functional analogy was found with site-specific recombination systems
