    System Communication in Management Conflict of Natural Resources Development in Maluku Province

    Regional conflicts in natural resource management can be caused by the limitations of interested parties in accessing natural resources. This paper aims to provide an overview of the management of natural resource development conflicts through mediation, the actors in natural resource development and to build a communication system model to minimize conflicts. The study concluded that the communication system in managing natural resource development conflicts was done through a mediation process. Mediation facilitates the involvement of conflicting parties and seeks a solution that benefits both parties. The actor is one approach in the structural flow, acting as the state's first or leading actor. As the first actor, the state has two functions: an actor user and protector of natural resources and the environment. The second factor is the entrepreneur (corporate, including mining companies), both at the global and national levels. The third actor in society is the weakest party. This actor almost always understands the process of marginalization or vulnerability to various forms of environmental degradation.     Penelitian ini bertujuan untuk mengetahui persepsi nelayan terhadap dampak perubahan iklim dan menganalisis strategi adaptasi nelayan Kecamatan Kei Besar Selatan Barat dalam menghadapi dampak perubahan iklim. Penelitian dilaksanakan di dua ohoi (desa), di Kecamatan Kei Besar Selatan Barat. Kabupaten Maluku Tenggara. Pemilihan lokasi penelitian dilakukan secara sengaja (purposive) dengan alasan satu desa mewakili pesisir timur Kecamatan Kei Besar Selatan Barat yaitu Ohoi Uat, satu desa mewakili pesisir barat Kecamatan Kei Besar Selatan Barat yaitu Ohoi Weduarfer. Penelitian menggunakan dua jenis data yang akan diolah dan dianalisis, yaitu data kuantitatif dan data kualitatif. Data kuantitatif dianalisis uji deskriptif. Data kualitatif diolah melalui tiga tahap, yaitu reduksi data, penyajian data, dan verifikasi. Hasil penelitian menunjukkan bahwa nelayan di Ohoi Uat dan Ohoi Weduarfer memiliki persepsi yang berada pada kategori buruk mengenai kenaikan paras muka air laut, terjadinya erosi pantai dan intrusi air laut, dampak terhadap infrastruktur di wilayah pesisir, kenaikan suhu permukaan laut, dan perubahan pola cuaca. strategi adaptasi yang dilakukan nelayan di Ohoi Uat dan Ohoi Weduarfer berupa diversifikasi kegiatan, penganekaragaman alat tangkap berada pada kategori kurang aktif, selanjutnya Strategi adaptasi berupa perubahan daerah tangkap ikan, pemanfaatan jaringan sosial, dan mobilitas anggota keluarga yang dilakukan nelayan berada pada kategori aktif.Penelitian ini bertujuan untuk mengetahui persepsi nelayan terhadap dampak perubahan iklim dan menganalisis strategi adaptasi nelayan Kecamatan Kei Besar Selatan Barat dalam menghadapi dampak perubahan iklim.     Tujuan penelitian ini adalah mendapatkan formulasi enbal fortifi kasi serta mengetahui daya terimakonsumen terhadap produk tersebut. Penelitian menggunakan metode percobaan dengan dua perlakuanyaitu 1. Jenis tepung ikan (A) yang terdiri dari tepung ikan layang (a1), tepung ikan kembung (a2), tepungikan julung (a3) dan tepung ikan teri (a4); 2. Konsentrasi tepung ikan (B) terdiri dari 0% (b0), 5% (b1),10% (b2) dan 15% (b3). Semua jenis tepung ikan difortifi kasi dengan 5% tepung daun ubi jalar. Mutuorganoleptik diuji menggunakan skala hedonik untuk mengetahui tingkat kesukaan konsumen terhadapparameter warna, rasa, tekstur, aroma dan kerenyahan. Formulasi enbal fortifi kasi terbaik dihasilkan olehperlakuan jenis tepung ikan layang dengan konsentrasi 15% dengan nilai parameter warna 4,03; rasa 4,20;tekstur 3,93; aroma 3,70; dan kerenyahan 3,67.Kata kunci: daun ubi jalar, enbal, fortifi kasi, ikan, tepun

    The Influence Factors of Participatory Communication in the Development of Entrepreneurship Behavior in Enbal Casava Processing

    The people of Southeast Maluku district have their own uniqueness food compared to other communities in Indonesia by processing bitter cassava into traditional food which in the local language is called Enbal. The potential for developing enbal in increasing the people's income is responded by the local government by forming a small industrial group processing enbal. The purpose of this research is to describe the characteristics of the processing of waste, the availability of local food information, the support of institutional support, participatory communication and entrepreneurial behavior, and then to analyze the factors that influence participatory communication in the development of entrepreneurship behavior in the processing of enbal. The study was conducted in Southeast Maluku district by taking data conducted in a census of the entire population of small-scale processing industries in Southeast Maluku district, totaling 127 processors. Primary data collection techniques were carried out using a questionnaire and secondary data obtained from relevant agencies from the district government of Southeast Maluku. The results showed that the age of the processor is dominant in the productive category with a low level of education and adequate experience, a wide enough land area. In general, the majority of the level of motivation for the processing of enbal is in the high category and the level of the airport is low. The level of availability of local food information is not available. The level of institutional support for local small-scale food industry is not optimal because it is in the medium category. The level of participatory communication of the recipient processing has generally been participatory. Entrepreneurial behavior possessed by enbal processors in the district of maluku Tenggara is mostly in the high category. Factors that significantly and positively influence participatory communication are individual characteristics and institutional support.     The people of Southeast Maluku Regency process bitter cassava as household food which is known as "enbal". Enbal is one of the local food resources that can be used as an alternative food ingredient in an effort to diversify food consumption. The purpose of this paper is to analyze the communication system in the development of local enbal food in Southeast Maluku Regency. The results of the study explain that food is an important and strategic commodity for the Indonesian people because it is a basic need that must be met by the government and society together. In developing local food, communication elements in community development must synergize with each other in building local food in order to lead to food self-sufficiency.
