    Survey Says?: U.S. Cities Double Down on Civilian Oversight of Police Despite Challenges and Controversy

    The emergence of police accountability as an issue of concern in communities across the nation has led to a watershed era in the evolution of accountability systems involving civilian oversight of municipal police agencies. This Article reports on a survey of the civilian oversight entities in the one hundred most populous U.S. cities and draws on recent trends it identifies to illuminate the challenges inherent in civilian oversight of police. This Article is intended to serve as a resource for civilian oversight professionals as well as local government and community leaders who are advocating for new or revised oversight systems

    On Reading Poems: Visual & Verbal Icons in William Carlos Williams\u27 «Landscape With The Fall Of Icarus»

    Williams\u27 admiration for Brueghel\u27s landscape is coded in structural and stylistic correspondences between the poem and the painting. Structures in the poem have effects analogous to the use of devices of color, line, foregrounding in the painting. The poem, like the painting, presents a «neutral» scene but subtly insures the reader\u27s involvement. Further, Williams draws a visual statement so that graphic features suggest a global image isomorphic with the motif of descent. Features of the poem, such as line and clause length, syntactic construction, semantic coherence, are discussed as factors that contribute to rapid glancing and increase readability. A study of readers shows their sensitivity to graphic features including the poem\u27s shape, and corroborates the importance of stylistic features

    Discovery of a very X-ray luminous galaxy cluster at z=0.89 in the WARPS survey

    We report the discovery of the galaxy cluster ClJ1226.9+3332 in the Wide Angle ROSAT Pointed Survey (WARPS). At z=0.888 and L_X=1.1e45 erg/s (0.5-2.0 keV, h_0=0.5) ClJ1226.9+3332 is the most distant X-ray luminous cluster currently known. The mere existence of this system represents a huge problem for Omega_0=1 world models. At the modest (off-axis) resolution of the ROSAT PSPC observation in which the system was detected, ClJ1226.9+3332 appears relaxed; an off-axis HRI observation confirms this impression and rules out significant contamination from point sources. However, in moderately deep optical images (R and I band) the cluster exhibits signs of substructure in its apparent galaxy distribution. A first crude estimate of the velocity dispersion of the cluster galaxies based on six redshifts yields a high value of 1650 km/s, indicative of a very massive cluster and/or the presence of substructure along the line of sight. While a more accurate assessment of the dynamical state of this system requires much better data at both optical and X-ray wavelengths, the high mass of the cluster has already been unambiguously confirmed by a very strong detection of the Sunyaev-Zel'dovich effect in its direction (Joy et al. 2001). Using ClJ1226.9+3332 and ClJ0152.7-1357 (z=0.835), the second-most distant X-ray luminous cluster currently known and also a WARPS discovery, we obtain a first estimate of the cluster X-ray luminosity function at 0.8<z<1.4 and L_X>5e44 erg/s. Using the best currently available data, we find the comoving space density of very distant, massive clusters to be in excellent agreement with the value measured locally (z<0.3), and conclude that negative evolution is not required at these luminosities out to z~1.     The WARPS survey - IV: The X-ray luminosity-temperature relation of high redshift galaxy clusters

    We present a measurement of the cluster X-ray luminosity-temperature relation out to high redshift (z~0.8). Combined ROSAT PSPC spectra of 91 galaxy clusters detected in the Wide Angle ROSAT Pointed Survey (WARPS) are simultaneously fit in redshift and luminosity bins. The resulting temperature and luminosity measurements of these bins, which occupy a region of the high redshift L-T relation not previously sampled, are compared to existing measurements at low redshift in order to constrain the evolution of the L-T relation. We find a best fit to low redshift (z1 keV, to be L proportional to T^(3.15\pm0.06). Our data are consistent with no evolution in the normalisation of the L-T relation up to z~0.8. Combining our results with ASCA measurements taken from the literature, we find eta=0.19\pm0.38 (for Omega_0=1, with 1 sigma errors) where L_Bol is proportional to (1 + z)^eta T^3.15, or eta=0.60\pm0.38 for Omega_0=0.3. This lack of evolution is considered in terms of the entropy-driven evolution of clusters.     RAS screening in colorectal cancer: a comprehensive analysis of the results from the UK NEQAS colorectal cancer external quality assurance schemes (2009–2016)

    Evidence strongly indicates that extended RAS testing should be undertaken in mCRC patients, prior to prescribing anti-EGFR therapies. With more laboratories implementing testing, the requirement for External Quality Assurance schemes increases, thus ensuring high standards of molecular analysis. Data was analysed from 15 United Kingdom National External Quality Assessment Service (UK NEQAS) for Molecular Genetics Colorectal cancer external quality assurance (EQA) schemes, delivered between 2009 and 2016. Laboratories were provided annually with nine colorectal tumour samples for genotyping. Information on methodology and extent of testing coverage was requested, and scores given for genotyping, interpretation and clerical accuracy. There has been a sixfold increase in laboratory participation (18 in 2009 to 108 in 2016). For RAS genotyping, fewer laboratories now use Roche cobas®, pyrosequencing and Sanger sequencing, with more moving to next generation sequencing (NGS). NGS is the most commonly employed technology for BRAF and PIK3CA mutation screening. KRAS genotyping errors were seen in ≤10% laboratories, until the 2014–2015 scheme, when there was an increase to 16.7%, corresponding to a large increase in scheme participants. NRAS genotyping errors peaked at 25.6% in the first 2015–2016 scheme but subsequently dropped to below 5%. Interpretation and clerical accuracy scores have been consistently good throughout. Within this EQA scheme, we have observed that the quality of molecular analysis for colorectal cancer has continued to improve, despite changes in the required targets, the volume of testing and the technologies employed. It is reassuring to know that laboratories clearly recognise the importance of participating in EQA schemes

    The Butcher-Oemler Effect in High Redshift X-ray Selected Clusters

    We are engaged in a wide-field, multi-colour imaging survey of X-ray selected clusters at intermediate and high redshift. We present blue fractions for the first 8 out of 29 clusters, covering almost a factor of 100 in X-ray luminosity. We find no correlation of blue fraction with redshift or X-ray luminosity.     The effects of a Severn Barrage on wave conditions in the Bristol Channel

    The study investigates the impact that construction of a Severn Barrage in the Severn Estuary, on the west coast of the UK, might have on local wave conditions. Implementation of a barrage will impact on tidal currents and water elevations in the wider region. There is strong tidal modulation of wave conditions under the natural regime and therefore barrage-induced changes to tidal conditions could affect wave modulation in the region. This paper uses Swan, an open source 3rd generation spectral wave model, to investigate the possible impacts of construction of a barrage on tidal modulation of the wave conditions. It is found that current variations, rather than water level variations, are the dominant factor in tidal modulation of wave conditions. Barrage implementation does not substantially change the modulation of the wave period or direction. However, barrage implementation does affect the tidal modulation of wave heights in the area of interest. The tidal modulation of the wave heights is generally reduced compared to the natural case; the peaks in the wave heights on an incoming tide are slightly lowered and there is lesser attenuation in wave heights on the outgoing tide. This modulation leads to net changes in the wave heights over one tidal cycle. For all of the tested wave conditions, this net change is small for the majority of the tested domain, namely to within ±5% of the no barrage case. There are some areas of greater change, most notably larger net increases in the wave heights near the North Somerset coast where the post-construction net wave height increase over a tidal cycle approach 20% of the pre-construction conditions. These changes do not impact coastal flooding because the wave height increase is not co-incident with high tide. Importantly, the maximum wave height is not increased and thus the likelihood of extreme events is not increased. The area of greatest reduction is between Swansea and Porthcawl. Changes over a neap tidal cycle show similar patterns of net change, but the modulation over the tidal cycle is different; primarily the magnitude of modulation is half that for the spring tide case and the shape is altered in some locations

    A selected ion flow tube study of the reactions of gas-phase cations with PSCl3

    A selected ion flow tube was used to investigate the positive ion chemistry of thiophosphoryl chloride, PSCl3_3. Rate coefficients and ion product branching ratios have been determined at room temperature for reactions with nineteen cations ; H3_3O+^+, CF3+_3^+, CF+^+, NO+^+, NO2+_2^+, SF2+_2^+, SF+^+, CF2+_2^+, O2+_2^+, H2_2O+^+, N2_2O+^+, O+^+, CO2+_2^+, CO+^+, N+^+, N2+_2^+, Ar+^+, F+^+ and Ne+^+ (in order of increasing recombination energy). Complementary data described in the previous paper have been obtained for this molecule via the observation of threshold photoelectron photoion coincidences. For ions whose recombination energies are in the range 10-22 eV, comparisons are made between the product ion branching rations of PSCl3_3 from photoionisation and from ion-molecule reactions. In most instances, the data from the two experiments are well correlated, suggesting that long-range charge transfer is the dominant mechanism for these ion-molecule reactions ; the agreement is particularly good for the atomic ions Ar+^+, F+^+ and Ne+^+. Some reactions (e.g. O2+_2^+ + PSCl3_3), however, exhibit significant differences; short-range charge transfer must then be occurring following the formation of an ion-molecule complex. For ions whose recombination energies are less than 10 eV (i.e. H3_3O+^+, CF3+_3^+, CF+^+ and NO+^+), reactions can only occur via a chemical process in which bonds are broken and formed, because the recombination energy of the cation is less than the ionisation energy of PSCl3_3

    The WARPS survey: III. The discovery of an X-ray luminous galaxy cluster at z=0.833 and the impact of X-ray substructure on cluster abundance measurements

    The WARPS team reviews the properties and history of discovery of ClJ0152.7-1357, an X-ray luminous, rich cluster of galaxies at z=0.833. At L_X = 8 x 10^44 h^(-2) erg/s (0.5-2.0 keV) ClJ0152.7-1357 is the most X-ray luminous cluster known at redshifts z>0.55. The high X-ray luminosity of the system suggests that massive clusters may begin to form at redshifts considerably greater than unity. This scenario is supported by the high degree of optical and X-ray substructure in ClJ0152.7-1357, which is similarly complex as that of other X-ray selected distant clusters and consistent with the picture of cluster formation by mass infall along large-scale filaments. X-ray emission from ClJ0152.7-1357 was detected already in 1980 with the EINSTEIN IPC. However, because the complex morphology of the emission caused its significance to be underestimated, the corresponding source was not included in the EMSS cluster sample and hence not previously identified. Simulations of the EMSS source detection and selection procedure suggest a general bias of the EMSS against X-ray luminous clusters with pronounced substructure. If highly unrelaxed, merging clusters are common at high redshift, they could create a bias in some samples as the morphological complexity of mergers may cause them to fall below the flux limit of surveys that assume a unimodal spatial source geometry. Conversely, the enhanced X-ray luminosity of mergers might cause them to, temporarily, rise above the flux limit. Either effect could lead to erroneous conclusions about the evolution of the comoving cluster space density.
