Section 42, para. 2, Act 18/2020 defines, on one side, a special workers’ protection for recovering damages for workplace injuries related to Covid19, and, on the other side, a special regime for the employer’s liability exclusion in case of safety at work regulations’ fulfillment. Focusing on this second element, the essay underlines that Covid19 appears to be far from the legal notion of accident at work, as it was developed by the Italian labor system. The essay also indicates a viewpoint for the introduction of possible reforms: it is suggested to better combine the employer’s liability special regime with a more clear regulation on the negligence of the employer to prevent Covid19 injuries as well as with regulations dealing with the tort suit approach that social security public institutions and/or worker may have against the employer

With an interdisciplinary approach this essay investigates the implementation of a social blockchain that has the form of a digital wallet created for the metalworkers subject to the 2021 NCBA and the related paritiarian institution MetApprendo. This is considered a special pilot project aimed at modernizing the labor market activation and the application of person-centric. Section 3 describes, under the legal viewpoint, the digital wallet functioning in relation to the 2021 NCBA for metalworkers and MetApprendo. By means of the Section 4 the tech viewpoint of the digital wallet functioning is delineated. Section 5 encompasses the future application of the social blockchain and the pilot project MetApprendo

While this led to hefty increases in nominal wage rates in many countries, it was in many cases not enough to maintain workers' purchasing power. Based on developments over the last decade, this report shows that, overall, minimum wage earners in nearly all countries saw their purchasing power rising, the gap between their wages and average wages narrowing, and to some degree growth exceeding labour productivity development

Blockchain e politiche del lavoro

Nell’ambito dell’Osservatorio Italiano della Blockchain costituito presso il CNEL in cooperazione con l’Università degli Studi Roma Tre, il presente documento si propone di effettuare una prima ricognizione complessiva delle potenzialità applicative della Blockchain al mercato del lavoro italiano, con particolare riferimento alle politiche attive del lavoro e alla previdenza sociale. Vengono illustrate schematicamente le caratteristiche essenziali di funzionamento della Blockchain e gli ambiti in cui si stanno avviando interessanti sperimentazioni di applicazione “sociale” della Blockchain nel settore privato e nella pubblica amministrazione. Vengono quindi presentate le linee della ricerca CNEL -l’Università degli Studi Roma Tre sul tema Blockchain e politiche attive del lavoro e i primi due progetti di sperimentazione pratica, riguardanti la gestione dell’assegno di ricollocazione e il machtmaking tra domanda e offerta di lavoro in tre diversi distretti territoriali
