Proses Penyusunan Anggaran Berbasis Kinerja Dinas Kesehatan Kabupaten Ketapang
The proposition of work plans and budgets of Health Departemen in allocating cost based on the amount of budget in the current or previous year added with certain percentage is not based on the standart expenditure and standart costs and it still has a program which overlaps resulting in waste costs.. This study aims to determine the process of performance-based budgeting at Health Departemen of Ketapang Regency This a qualitative study using case design. The staudy was conducted at analysis unit of Health Departemen of Ketapang regency. The variables of this study are service planning team,,executive and legislative budget team, the compentence of budget planners, the duties and function, the strategic plan, the annual working plan,public policy, interim budget priorities and funding ceilings of local government budget or PPAS APBD , standart analysis of expenditure, and work plans and budget or RKA/ Budget implementation document or DPA . This stady used in depeth interview, open questioner and triangulation techniques for collecting data The proposition of plan and budgets has not involved the entire budget planners yet due to lack of the competence of human resources,particularly in terms of technical matter. The compostion of work plans and budget in relation to determining the amount of costs has not been based on standard expenditure analysis resulting in the remains of 2007 budget. The component of duties and function are not entirely included in annual strategic plans/work plans. The program/actinities in strategic plans/ work plans are not in accordance with RKA/DPA of 2008. The quality of public policy and PPAS APBD is consistent to program/acivities in RKA/DPA of year 2008. The time realization of the use of 2008 budget is accurate and it is accordance with the regulation of home affair minister or Permandagri number 13 year 2006 The proposition of RKA has not involved the entire budget planners. Noise dephasing in the edge states of the Integer Quantum Hall regime
An electronic Mach Zehnder interferometer is used in the integer quantum hall
regime at filling factor 2, to study the dephasing of the interferences. This
is found to be induced by the electrical noise existing in the edge states
capacitively coupled to each others. Electrical shot noise created in one
channel leads to phase randomization in the other, which destroys the
interference pattern. These findings are extended to the dephasing induced by
thermal noise instead of shot noise: it explains the underlying mechanism
responsible for the finite temperature coherence time of the
edge states at filling factor 2, measured in a recent experiment. Finally, we
present here a theory of the dephasing based on Gaussian noise, which is found
in excellent agreement with our experimental results.Comment: ~4 pages, 4 figure
High-Quality Planar high-Tc Josephson Junctions
Reproducible high-Tc Josephson junctions have been made in a rather simple
two-step process using ion irradiation. A microbridge (1 to 5 ?m wide) is
firstly designed by ion irradiating a c-axis-oriented YBa2Cu3O7-? film through
a gold mask such as the non-protected part becomes insulating. A lower Tc part
is then defined within the bridge by irradiating with a much lower fluence
through a narrow slit (20 nm) opened in a standard electronic photoresist.
These planar junctions, whose settings can be finely tuned, exhibit
reproducible and nearly ideal Josephson characteristics. This process can be

Tuning decoherence with a voltage probe
We present an experiment where we tune the decoherence in a quantum
interferometer using one of the simplest object available in the physic of
quantum conductors : an ohmic contact. For that purpose, we designed an
electronic Mach-Zehnder interferometer which has one of its two arms connected
to an ohmic contact through a quantum point contact. At low temperature, we
observe quantum interference patterns with a visibility up to 57%. Increasing
the connection between one arm of the interferometer to the floating ohmic
contact, the voltage probe, reduces quantum interferences as it probes the
electron trajectory. This unique experimental realization of a voltage probe
works as a trivial which-path detector whose efficiency can be simply tuned by
a gate voltage
Quantum coherence engineering in the integer quantum Hall regime
We present an experiment where the quantum coherence in the edge states of
the integer quantum Hall regime is tuned with a decoupling gate. The coherence
length is determined by measuring the visibility of quantum interferences in a
Mach-Zehnder interferometer as a function of temperature, in the quantum Hall
regime at filling factor two. The temperature dependence of the coherence
length can be varied by a factor of two. The strengthening of the phase
coherence at finite temperature is shown to arise from a reduction of the
coupling between co-propagating edge states. This opens the way for a strong
improvement of the phase coherence of Quantum Hall systems. The decoupling gate
also allows us to investigate how inter-edge state coupling influence the
quantum interferences' dependence on the injection bias. We find that the
finite bias visibility can be decomposed into two contributions: a Gaussian
envelop which is surprisingly insensitive to the coupling, and a beating
component which, on the contrary, is strongly affected by the coupling.Comment: 4 pages, 5 figure
Multi-wavelength SPAD photoplethysmography for cardio-respiratory monitoring
There is a growing interest in photoplethysmography (PPG) for the continuous monitoring of cardio-respiratory signals by portable instrumentation aimed at the early diagnosis of cardiovascular diseases. In this context, it is conceivable that PPG sensors working at different wavelengths simultaneously can optimize the identification of apneas and the quantification of the associated heart-rate changes or other parameters that depend on the PPG shape (e.g., systematic vascular resistance and pressure), when evaluating the severity of breathing disorders during sleep and in general for health monitoring. Therefore, the objective of this work is to present a novel pulse oximeter that provides synchronous data logging related to three light wavelengths (green, red, and infrared) in transmission mode to optimize both heart rate measurements and a reliable and continuous assessment of oxygen saturation. The transmission mode is considered more robust over motion artifacts than reflection mode, but current pulse oximeters cannot employ green light in transmission mode due to the high absorbance of body tissues at this wavelength. For this reason, our device is based on a Single-Photon Avalanche Diode (SPAD) with very short deadtime (less than 1 ns) to have, at the same time, the single photon sensitivity and high-count rate that allows acquiring all the wavelengths of interest on the same site and in transmission mode. Previous studies have shown that SPAD cameras can be used for measuring the heart rate through remote PPG, but oxygen saturation and heart-rate measures through contact SPAD-based PPG sensors have never been addressed so far. The results of the preliminary validation on six healthy volunteers reflect the expected physiological phenomena, providing rms errors in the Inter Beat Interval estimation smaller than 70 ms (with green light) and a maximum error in the oxygen saturation smaller than 1% during the apneas. Our prototype demonstrates the reliability of SPAD-based devices for continuous long-term monitoring of cardio-respiratory variables as an alternative to photodiodes especially when minimal area and optical power are required
CD22 expression in b-cell acute lymphoblastic leukemia: Biological significance and implications for inotuzumab therapy in adults
CD22 is a surface molecule expressed early during the ontogeny of B cells in the bone marrow and spleen, and can be found on B cells isolated from the different lymphoid compartments in humans. CD22 is expressed by most blasts from the majority (60–90%) of B-cell acute lymphoblastic leukemia (B-ALL). Current therapies in adults with newly diagnosed B-ALL are associated with complete remission (CR) rates of 50–90%. However, 30–60% of these patients relapse, and only 25–40% achieve disease-free survival of three years or more. Chemotherapy regimens for patients with refractory/relapsed B-ALL are associated with CR rates ranging from 31% to 44%. Novel immune-targeted therapies, such as blinatumomab and inotuzumab (a humanized anti-CD22 monoclonal antibody conjugated to the cytotoxic antibiotic agent calicheamicin), provide potential means of circumventing chemo-refractory B-ALL cells through novel mechanisms of action. Eighty percent of inotuzumab-treated B-ALL patients may achieve a CR state. This review is focused on the biological and clinical activities of CD22 antibodies in BALL, and provides evidence about the potential role played by qualitative and quantitative analysis of the CD22 molecule on individual B-ALL blasts in predicting the depletion of leukemic cells, and, ultimately, leading to better clinical response rates
