    Analisis Efisiensi Produksi Bawang Merah di Kabupaten Pati dengan Fungsi Produksi Frontier Stokastik COBB-DOUGLAS

    EnglishPati includes the prospective regencies for accelerating the growth rate and area diversification of shallot production in Central Java. However, the shallot production and productivity in Pati were unstable with a decreasing trend in recent years. The objective of this study is to evaluate the status and determinants of the shallot production efficiency using the Cobb-Douglas stochastic frontier production function. The research was conducted in three production centers sub-districts, Wedarijaksa, Batangan, and Jaken, in October 2017. The primary data were collected by interviewing 33 respondents which were selected through the stratified sampling technique. The results indicated that shallot farmers were efficient technically, but not economically and allocatively. Two significant determinants of the technical efficiency were the length of farming experience (positively related) and farmers' age (negatively related). The farmers group membership and access to extension services were not significant, but both have positive effects on technical efficiency. Production efficiency may be increased through inputs use optimization that include reducing of anorganic fertilizer, increasing the quantity of organic fertilizer and seed, using of the true shallot seed and implementation of Integrated Pest Management. Improving the functions of agriculture extentions and farmers' groups should also enhance shallot farming efficiency.IndonesianKabupaten Pati termasuk kabupaten di Jawa Tengah yang dipandang prospektif untuk percepatan peningkatan dan diversifikasi wilayah produksi bawang merah. Namun, produksi dan produktivitas bawang merah di Kabupaten Pati tidak stabil dan cenderung turun akhir-akhir ini. Penelitian ini bertujuan untuk mengetahui status dan determinan efisiensi produksi bawang merah tersebut dengan fungsi produksi stokastik frontier Cobb-Douglas. Penelitian dilakukan di tiga kecamatan sentra produksi yaitu Wedarijaksa, Batangan, dan Jaken pada Oktober 2017. Data primer diperoleh dengan mewawancarai 33 orang responden yang dipilih secara stratified sampling. Hasil penelitian menunjukkan bahwa petani bawang merah di Kabupaten Pati sudah efisien secara teknis, namun belum efisien secara ekonomis dan alokatif. Ditemukan dua faktor yang berpengaruh nyata terhadap efisiensi teknis, yaitu lama pengalaman menjadi petani (berpengaruh positif) dan umur petani (berpengaruh negatif). Keanggotaan kelompok tani dan akses penyuluhan berpengaruh positif, namun tidak nyata. Efisiensi dapat ditingkatkan melalui optimalisasi penggunaan input-input produksi, termasuk dengan mengurangi jumlah penggunaan pupuk anorganik, menambah jumlah pupuk organik dan benih, menggunakan benih jenis biji botani, dan menerapkan sistem Pengendalian Hama Terpadu.     Determinan Kesediaan Nelayan Mengagunkan Sertifikat Hak Atas Tanah dan Dampaknya terhadap Pendapatan

    This study aimed to analyze factors which influence or encourage the fishermen as the participants in land right certification program to be willing to secure their land certificate to obtain loans and to analyze the impact of land certification program for the fishermen to increase their income and welfare. The study was conducted in Indramayu as an area which has a fisherman land certification program. The data obtained in this study were analyzed by logistic regression and multiple linear regression. The logistic regression analysis was performed by using feasibility test model (goodness of fit) and Nagelkerke R Square Coefficient. Moreover, the multiple linear regression analysis was performed by using F Test and determination coefficient analysis (R²). The results showed that the fishermen status and educational background, land width, ownership of other assets and side business are included as factors that significantly influence the interest to use their land certificate obtained from "Fishermen Empowerment Program and Small-Scaled Fishery Businesses through the Certification of Land Right” as their collateral. The results were supported by highlighting that p-value for each variable is smaller than 0,10 and the educational factor has a significant effect which is higher than 0,009 compared to other factors. Having a higher education level encourages the fishermen to secure their land certificates in order to obtain capital in increasing their income and welfare

    Kualitas Belanja Daerah dan Hubungannya dengan Kinerja Pembangunan di Provinsi Banten

    This study aims to analyze the relevant indicators of spending quality in measuring the quality of regional spending as well as the relationship between the quality of regional spending and the development performance of the regencies/cities of Banten Province. This study uses secondary data from the governance, financial and performance development of the districts/cities of Banten Province between 2009 – 2013. The Data are analyzed using Partial Least Squares Structural Equation Model (PLS–SEM) using SmartPLS software version 2.0 & SmartPLS version 3.0. The Results show that there are 21 indicators out of 40 indicators that are relevant in measuring the quality of the districts/cities spending in Banten Province. The change of the spending quality map from 2009 to 2013 shows that the quality of North Banten (Tangerang Regency, Tangerang City, Tangerang Selatan, Serang Regency, Serang City and Cilegon City) is better than South Banten (Pandeglang and Lebak). In addition, the estimation results from the model used indicate that the quality of the region spending of Banten Provinve has a positive relationship with the performance of development with the value of the indicator 0,678

    Income Distribution Inequality in West Sumatera and the Related Factors

    Causal relationship between inequality and growth is far from being well understood. In West Sumatera the higher level of growth rate followed by an increasing in Gini ratio or increasing in income inequality. A sharp rise of income inequality has caused discussion about factors affecting inequality. Objectives of this research are to analyze income inequality condition in each Regency/Municipality in West Sumatera and to analyze the factors affecting income inequality. Through the calculation of the Gini ratio, it was found that the highest income distribution inequality in Regency/Municipality level in West Sumatra from 2006 to 2011 are owned by the Mentawai Islands District with an average Gini ratio is 0.311, while the lowest income distribution inequality of the average owned by the Pesisir Selatan District with an average Gini ratio is 0.217. This research is investigated by analyzing a balance panel data with 19 districts from 2006 to 2011. This study found that there are seven variables which can be associated with a movement in income inequality. Income per capita, routine spending for government officials and dummy earthquake have a positive relationship with income distribution inequality. Meanwhile, industrial sector's share toward Gross Regional Domestic Products (GRDP), government spending for development program, number of workers in industry and population growth have negative impact

    Multi-sector Partnerships For Sustainable Business Development: Lessons Learned From Round Table Indonesia

    Over a period of three years, Bogor Agricultural University/Institut Pertanian Bogor (IPB) and Maastricht School of Management (MsM) have been executing the multi-annual project Round Table Indonesia, www.roundtableindonesia.net. This project aimed at contributing to the improvement of a sustainable business and investment climate in the Indonesian agricultural sector, by strengthening the knowledge capacity, formulating concrete investment opportunities, and facilitating partnerships. As a result, IPB and MsM have developed courses on sustainable business development and facilitated business projects in poultry, mangosteen, palm oil, shrimps, and tourism. All projects are based on in-depth value chain analyses and roundtable meetings with key stakeholders of government, private sector, academia, and civil society. Linking education and applied research with business development will lead to a stronger and more sustainable Indonesian agricultural sector, being of crucial importance for the Indonesian development as a whole
