Assurance Benefits of ISO 26262 compliant Microcontrollers for safety-critical Avionics
The usage of complex Microcontroller Units (MCUs) in avionic systems
constitutes a challenge in assuring their safety. They are not developed
according to the development requirements accepted by the aerospace industry.
These Commercial off-the-shelf (COTS) hardware components usually target other
domains like the telecommunication branch. In the last years MCUs developed in
compliance to the ISO 26262 have been released on the market for safety-related
automotive applications. The avionic assurance process could profit from these
safety MCUs. In this paper we present evaluation results based on the current
assurance practice that demonstrates expected assurance activities benefit from

1st INCF Workshop on NeuroImaging Database Integration
The goal of this meeting was to map existing neuroimaging databases, particularly databases containing primary data, and to identify mechanisms that could facilitate integrated use of such databases, including possible fusion of databases. The report provides an overview of existing neuroimaging databases that were discussed during the workshop and examines the feasibility of database federations. The Mean Variance Mixing GARCH (1,1) model
Here we present a general framework for a GARCH (1,1) type of process with innovations with a probability law of the mean- variance mixing type, therefore we call the process in question the mean variance mixing GARCH \ (1,1) or MVM GARCH\(1,1). One implication is a GARCH\ model with skewed innovations and constant mean dynamics. This is achieved without using a location parameter to compensate for time dependence that affects the mean dynamics. From a probabilistic viewpoint the idea is straightforward. We just construct our stochastic process from the desired behavior of the cumulants. Further we provide explicit expressions for the unconditional second to fourth cumulants for the process in question. In the paper we present a specification of the MVM-GARCH process where the mixing variable is of the inverse Gaussian type. On the basis on this assumption we can formulate a maximum likelihood based approach for estimating the process closely related to the approach used to estimate an ordinary GARCH (1,1). Under the distributional assumption that the mixing random process is an inverse Gaussian i.i.d process the MVM-GARCH process is then estimated on log return data from the Standard and Poor 500 index. THE ROLE OF DONORS IN VIETNAMESE DEVELOPMENT PLANNING
Although it remains a one-party state, Vietnam has become one of the most popular host countries for multilateral and bilateral aid donors during the past decade. Vietnam¡¯s popularity is largely explained by the fact that it perceived as a good aid recipient, and it has often been identified as a ¡°best practice¡± example of how a government can manage external aid and own its development agenda. The purpose of this paper is to discuss the roots of Vietnam¡¯s strong ownership and to examine how the relations between the state and the donor community have influenced Vietnamese development planning. The first part of the paper highlights the uneven relation with the Soviet Union during the 1970s and 1980s as an explanation for the present ambitions to avoid dependence on foreign partners. The second part outlines the institutional setup for development planning that was created to match the existing institutions for central planning during the 1990s. The third part discusses the ongoing changes in the role of the state and in the institutional setup for development planning. The process of change is illustrated using the Comprehensive Poverty Reduction and Growth Strategy as an example. The paper concludes that donors have contributed both directly and indirectly to the changes in the Vietnamese model of economic planning, and that the donor community has to some extent taken on the roles played by civil society and a political opposition in parliamentary democracies.Vietnam; development planning; ODA
On the Property Rights System of the State Enterprises in China
Detailed analysis of spinal deformity is important within orthopaedic healthcare, in particular for assessment of idiopathic scoliosis. This paper addresses this challenge by proposing an image analysis method, capable of providing a full three-dimensional spine characterization. The proposed method is based on the registration of a highly detailed spine model to image data from computed tomography. The registration process provides an accurate segmentation of each individual vertebra and the ability to derive various measures describing the spinal deformity. The derived measures are estimated from landmarks attached to the spine model and transferred to the patient data according to the registration result. Evaluation of the method provides an average point-to-surface error of 0.9 mm ± 0.9 (comparing segmentations), and an average target registration error of 2.3 mm ± 1.7 (comparing landmarks). Comparing automatic and manual measurements of axial vertebral rotation provides a mean absolute difference of 2.5° ± 1.8, which is on a par with other computerized methods for assessing axial vertebral rotation. A significant advantage of our method, compared to other computerized methods for rotational measurements, is that it does not rely on vertebral symmetry for computing the rotational measures. The proposed method is fully automatic and computationally efficient, only requiring three to four minutes to process an entire image volume covering vertebrae L5 to T1. Given the use of landmarks, the method can be readily adapted to estimate other measures describing a spinal deformity by changing the set of employed landmarks. In addition, the method has the potential to be utilized for accurate segmentations of the vertebrae in routine computed tomography examinations, given the relatively low point-to-surface error
