    New Zealand Working For Families programme: Literature review of evaluation evidence

    In 2005, the Ministry of Social Development (MSD) commissioned research to review international evaluation methodology and literature to help in the preparation of evaluation of the Working for Families (WFF) policy, introduced in 2004 to assist working low- and middle-income families in New Zealand. The results of the study are in two parts: Working for Families: Methodological considerations in evaluating the programme and Working for Families: Literature review of evaluation evidence. This first part, the literature review, reviews international literature, comparing the economic impact of WFF with those of welfare reforms elsewhere. It introduces the central issues within the New Zealand and WFF context using a combination of cross-national comparisons and an intensive country or programme literature review. This provides a good balance between depth and coverage and enables a consistent method of review. Research findings are aimed at government social researchers and will enable evaluation to be carried out on WFF based on a sound understanding of current international evidence and benchmarking.

    Fencing elephants: The hidden politics of wildlife fencing in Laikipia, Kenya

    Conservation is a fundamentally spatial pursuit. Human–elephant conflict (HEC), in particular crop-raiding, is a significant and complex conservation problem wherever elephants and people occupy the same space. Conservationists and wildlife managers build electrified fences as a technical solution to this problem. Fences provide a spatial means of controlling human–elephant interactions by creating a place for elephants and a place for cultivation. They are often planned and designed based on the ecology of the target species. Yet as we show in this case study, behind their technical façade, fences are highly political. This article presents the process of planning and building the 121 km West Laikipia Fence: created to prevent elephants from moving out of large private and government-owned ranches and onto smallholder cultivated land to the west of Laikipia County. We seek to show how the construction of a fence to solve the problem of HEC led to the division, reinforcement and communication of territory on the ground and how this was captured and shaped by different, and sometimes conflicting, political interests.We would like to thank Professor Nigel Leader-Williams and Dr. Max Graham for their advice and support throughout this research.     New Zealand Working For Families programme: Methodological considerations for evaluating MSD programmes

    The methodological review is the second part of the evaluation research commissioned by the Ministry of Social Development (MSD) in 2005 to help in the preparation of the evaluation of the Working for Families (WFF) programme. This review enumerates the key evaluation questions identified by MSD as central to their policy concerns and considers how the features of WFF could affect evaluation. It details the methodological and data requirements that must be addressed in order to meet the four key evaluation objectives, namely: (1) tracking and evaluating the implementation and delivery of WFF (2) identifying changes in entitlement take-up and reasons for it (3) establishing the impact of WFF on employment-related outcomes (4) assessing WFF’s effect on net income and quality of life more generally. The methodological review complements the literature review by reviewing evaluations from around the world that are pertinent to WFF. An overview of evaluation methods is provided, concentrating on particular issues that arise within the WFF context. Section 2 focuses on implementation and delivery. Section 3 covers the issues related to take-up and entitlement and their evaluation. Section 4 discusses the evaluation methodologies that can be used in evaluating programmes such as WFF and introduces the data requirements they entail. Making work pay is the focus of section 5. Finally, section 6 examines hardship and poverty, living standards and wellbeing.

    Biocidal silver and silver/titania composite films grown by chemical vapour deposition

    This paper describes the growth and testing of highly active biocidal films based on photocatalytically active films of TiO2, grownby thermal CVD, functionally and structurallymodified by deposition of nanostructured silver via a novel flame assisted combination CVD process. The resulting composite films are shown to be highly durable, highly photocatalytically active and are also shown to possess strong antibacterial behaviour. The deposition control, arising from the described approach, offers the potential to control the film nanostructure, which is proposed to be crucial in determining the photo and bioactivity of the combined film structure, and the transparency of the composite films. Furthermore, we show that the resultant films are active to a range of organisms, including Gram-negative and Gram-positive bacteria, and viruses. The very high-biocidal activity is above that expected from the concentrations of silver present, and this is discussed in terms of nanostructure of the titania/silver surface. These properties are especially significant when combined with the well-known durability of CVD deposited thin films, offering new opportunities for enhanced application in areas where biocidal surface functionality is sought

The resulting composite films are shown to be highly durable, highly photocatalytically active and are also shown to possess strong antibacterial behaviour. The deposition control, arising from the described approach, offers the potential to control the film nanostructure, which is proposed to be crucial in determining the photo and bio-activity of the combined film structure, and the transparency of the composite films. Furthermore, we show that the resultant films also exhibit “self-regeneration” capability, in that they both kill bacteria present on the film surface and then photo-degrade the residues. Such a dual action significantly reducing the problems of surface deactivation due to build up of contamination. These properties are especially significant when combined with the well-known durability of CVD deposited thin films, offering new opportunities for enhanced application in areas where bioactive surface functionality is sought

    T-Duality in Arbitrary String Backgrounds

    T-Duality is a poorly understood symmetry of the space-time fields of string theory that interchanges long and short distances. It is best understood in the context of toroidal compactification where, loosely speaking, radii of the torus are inverted. Even in this case, however, conventional techniques permit an understanding of the transformations only in the case where the metric on the torus is endowed with Abelian Killing symmetries. Attempting to apply these techniques to a general metric appears to yield a non-local world-sheet theory that would defy interpretation in terms of space-time fields. However, there is now available a simple but powerful general approach to understanding the symmetry transformations of string theory, which are generated by certain similarity transformations of the stress-tensors of the associated conformal field theories. We apply this method to the particular case of T-Duality and i) rederive the known transformations, ii) prove that the problem of non-locality is illusory, iii) give an explicit example of the transformation of a metric that lacks Killing symmetries and iv) derive a simple transformation rule for arbitrary string fields on tori.Comment: 25 pages, plain Tex, new references adde

    The diastereoselective Meth-Cohn epoxidation of camphor-derived vinyl sulfones

    Some camphor-derived vinyl sulfones bearing oxygen functionality at the allylic position have been synthesized and their nucleophilic epoxidation reactions under Meth-Cohn conditions have been explored. The γ-oxygenated camphor-derived vinyl sulfones underwent mildly diastereoselective nucleophilic epoxidation reactions, affording the derived sulfonyloxiranes in up to 5.8:1 dr. The observed diastereoselectivities were sensitive to the reaction conditions employed. In contrast, no stereoselectivity was observed in the nucleophilic epoxidation of the corresponding γ-oxygenated isobornyl vinyl sulfone.     Realizing the Latent Potential in the Part-time Student Workforce

    The purpose of this article is to challenge employers to make the best use of the latent potential of their part-time student workforce and to retain this talent postgraduation. The authors report research which shows that increasing numbers of university students are working part-time alongside their degree studies, while at the same time businesses are becoming more explicit about their requirements for graduate entrants, specifying a range of traits, behaviours and soft skills. The authors argue that this developing scenario affords an opportunity for university students working part-time to develop skills and business-related knowledge that are desirable to their respective employers in the longer term. However, the desire to nurture and retain those individuals on graduation appears to be lacking. This article concludes by challenging both employers and students to embrace a longer term perspective for their mutual benefit

    Photon spectra from WIMP annihilation

    If the present dark matter in the Universe annihilates into Standard Model particles, it must contribute to the fluxes of cosmic rays that are detected on the Earth, and in particular, to the observed gamma ray fluxes. The magnitude of such contribution depends on the particular dark matter candidate, but certain features of the produced photon spectra may be analyzed in a rather model-independent fashion. In this work we provide the complete photon spectra coming from WIMP annihilation into Standard Model particle-antiparticle pairs obtained by extensive Monte Carlo simulations. We present results for each individual annihilation channel and provide analytical fitting formulae for the different spectra for a wide range of WIMP masses.Comment: 23 pages, 37 figures and 23 table
