    The Language Exchange Programme: plugging the gap in formal learning

    In the context of distance language learning, speaking is frequently perceived as the most challenging skill; this paper reports on a 12-week summer language exchange programme providing students with new ways of practising their oral abilities. Students who completed an undergraduate beginners’ language module took part in regular online, synchronous language exchange sessions with a partner.This paper analyses the impact of taking part in a language exchange task on the students’ motivation. The mixed methods research included an activity perception questionnaire (based on Deci, Eghrari, Patrick and Leone, 1994) to investigate the motivation of participants whilst undertaking a specific language exchange session, as well as qualitative data from both the questionnaire and the project discussion forum.The language exchange programme provides the opportunity for learners to take ownership of their learning and personalize it, and functions as a bridge between formal and informal learning. However, despite the enjoyment and interest provided by this type of experience, it is not without stress, and requires self-determination and autonomy to result in a positive and sustainable learning experience

    This paper reports on a Council of Europe Project, Policies and Practices for Socio-cultural Diversity, undertaken between 2006 and 2009. The project was undertaken in three phases and involved a survey of teacher education policies and practices in relation to socio-cultural diversity across Europe, a conceptual analysis and the development of a framework of teacher competences for socio-cultural diversity. The paper charts the process of developing the framework and reports on the engagement with the key stakeholders – policymakers, teachers and students. The features of the competence framework, informed by Levinas and emphasising the teacher’s responsibility to the Other, is discussed

    Valuing All Languages in Europe

    The VALEUR project (2004-2007) took as its focus the 'additional' languages of Europe. These are defined as all languages in use in contexts where they are not 'national', 'official', or 'dominant' languages. They include 'migrant' languages, 'regional/minority' languages, sign languages and 'non-territorial' languages of diasporas such as Yiddish and Romani. The project team brought together a range of expertise in sociolinguistics and language pedagogy, planning and research from Finland, Netherlands, Poland, Spain and the UK. We took as our starting point Council of Europe policies on plurilingualism and the desirability of promoting linguistic diversity both for individual citizenship and for social cohesion in Europe. Our aim was to map provision for additional languages in Europe, in a more systematic and inclusive way than ever before. We looked at provision at school level for different languages in different contexts in order to identify good practices to be shared. In order to achieve our objectives we drew on the good will and enthusiasm of workshop participants, who provided a wealth of information and insights from 21 of the Council of Europe member states. Our work is not definitive: its purpose is awareness-raising and to stimulate further activity to support the learning of all Europe's languages

    Between November 2012 and September 2013, Joseph A. Cannataci responded to a brief commissioned by the Directorate General of Human Rights and Rule of Law of the Council of Europe. The initial work carried out to end December 2012 was subsequently revised and up-dated over the period Jan-Sep 2013 to reflect the impact of the developments over the European Commission’s Data Protection Reform Package (DPRP) and increasingly that of the revelations of the US whistle-blower Edward Snowden. The concept paper finds that the urgency for and the onus upon the CoE to take immediate action to produce a new binding instrument is compounded by the Snowden revelations and the possible chronic inadequacy of EU responses in the sphere of national security on account of exclusions of competence by Art 4 Section 2 of the EU Treaty.peer-reviewe

    Measuring extraordinary rendition and international cooperation

    Following the launch of the War on Terror, the United States of America established a global rendition network that saw the transfer of US Central Intelligence Agency terrorist suspects to secret detention sites across the world. There has been considerable debate over how many countries participated in rendition, secret detention and interrogation during the post-9/11 period, and conventional accounts of foreign complicity suggest that diverse countries were involved, including many established democracies. However, research on rendition has continually suffered from uncertainty, a lack of data, and systematic empirical evidence due to the secret nature of counterterrorism cooperation. In this article, I argue that it is possible to study the practice of rendition, unlike many other forms of clandestine security cooperation, as it is partially observable. Specifically, suspected extraordinary rendition flight paths can be tracked using publicly available flight data. This article uses the world’s largest set of public flight data relating to rendition to estimate cross-country collaboration in rendition, secret detention and interrogation. The result suggests 307 likely rendition flights and 15 new participating countries beyond the 54 known cases, with cross validation tests demonstrating high levels of model accuracy. </jats:p
