    In the fall of 2014, the Heising-Simons and McKnight Foundations provided support for a National Research Summit on the Early Care and Education of Dual Language Learners (DLLs) in Washington, DC. The goal of the two day summit was to engage and extend the established knowledge base accrued by the Center for Early Care and Educational Research Dual Language Learners (CECER-DLL), while simultaneously informing the future potential efforts by the Heising-Simons and McKnight Foundations specific to the early care and education of dual language learners. Day two centered on the presentation of five McKnight-commissioned papers, the topics of which included: Research Based Models and Best Practices for DLLs across PreK - 3rd gradePerspectives on Assessment of DLLs Development & Learning, PreK - 3Human Resource Development and Support for Those Serving DLLsThe Critical Role of Leaderships in Programs Designed for DLLs, PreK - 3Policy Advances & Levers Related to DLLs in PreK - 3rd gradeThe report attempts to provide a short summary and synthesis of the topics covered in these papers and the discussion generated at the National Summit on Early Care and Education of Dual Language Learners.     Gravitational Wave Emission from Collisions of Compact Scalar Solitons

    We numerically investigate the gravitational waves generated by the head-on collision of equal-mass, self-gravitating, real scalar field solitons (oscillatons) as a function of their compactness C\mathcal{C}. We show that there exist three different possible outcomes for such collisions: (1) an excited stable oscillaton for low C\mathcal{C}, (2) a merger and formation of a black-hole for intermediate C\mathcal{C}, and (3) a pre-merger collapse of both oscillatons into individual black-holes for large C\mathcal{C}. For (1), the excited, aspherical oscillaton continues to emit gravitational waves. For (2), the total energy in gravitational waves emitted increases with compactness, and possesses a maximum which is greater than that from the merger of a pair of equivalent mass black-holes. The initial amplitudes of the quasi-normal modes in the post-merger ring-down in this case are larger than that of corresponding mass black-holes -- potentially a key observable to distinguish black-hole mergers with their scalar mimics.     Cash Settlement of Lean Hog Futures Contracts Reexamined

    In 1997 the Chicago Mercantile Exchange replaced its live hog futures contract with a cash settlement mechanism based on a Lean Hog Index. Although cash settlement was expected to increase the use of the contract as a hedging tool, producers and packers are concerned that convergence between cash and futures prices is not occurring and that the volatility of the lean hog contract basis has increased in recent years. The purpose of the paper is to reexamine cash settlement of lean hog futures contracts as a hedging tool, focusing on basis behavior and management of basis risk. We also investigate alternative hedging instruments that take into account location differences between regional cash prices and the CME lean hog index. Our results indicate that basis has widened and its variability prior to expiration has increased in the cash settlement period. Nevertheless, there is no evidence that ex-ante basis risk has increased, suggesting that the ability to forecast basis prior to expiration has not decreased with cash settlement. Our findings indicate that a contract on a regional basis can reduce producer price risk and may increase market returns.     The Role of Theory and Policy in the Educational Treatment of Language Minority Students: Competitive Structures in California

    For teachers, theories play a central role in guiding the intellectual work that they have chosen to perform. Teachers are guided by both theories which they use to interpret, analyze and take action in their professional worlds. At any given time, teachers may be faced with multiple and competing theoretical perspectives which attempt to influence their classroom practice. In this article, we examine the theoretical and policy-based positions currently competing to shape the nature of educational practice for language minority students. We highlight the salient theoretical differences between additive and subtractive conceptions for the education of language minority students and their policy- and practice-based implications. Then, we examine select findings from one district’s implementation of Proposition 227, and consider how teachers react when competing theories attempt to shape their classroom practice. Specifically, we consider: How might teachers’ theories be complemented or contrasted by the underlying theoretical position of Proposition 227? How do teachers’ theories about their students mediate the manner in which they react and respond to the policy shift away from native language instruction? We conclude by considering what implications additive and subtractive competitive structures have for the future of policy and practice for language minority students in the United States

    The effects of planetary wave breaking on the seasonal variation of total column ozone are investigated using a zonally averaged chemical-radiative-transport model of the atmosphere. The planetary wave breaking effects of zonal wavenumbers k=1 and k=2 are significant in the middle latitude stratosphere during Northern Hemisphere (NH) winter, whereas only wave k=1 is important during Southern Hemisphere (SH) winter. The mixing and induced meridional circulation due to the planetary wave breaking increases the seasonal variation of total column ozone in NH (SH) middle latitudes by ∌20% (∌10%)
