Thaan Vuzha Nilam Tharisu: the land without a farmer becomes barren
This report forms a part of the international research project on policy and sustainable agriculture, Policies that Work for Sustainable Agriculture and Regenerated Rural Economies. The report details the findings of one of the constituent studies, undertaken by an Indian NGO, the Society for People's Education and Economic Change (SPEECH). The Importance of this project is that it concentrated on rainfed rather than irrigated agriculture - i.e. the sharp end of rural development in India, and that the focus was very much on the micro-level, looking at policy as seen from the ground. One of the recurring themes throughout the research was the importance of appreciating people as individuals, and in this spirit some of the personal qualities of the research team are shared. The research covers events in sites in the Virudhunagar district of Tamilnadu: Tiruchuli Panchayat Union and the Villur chain of tanks. This is an essentially rural area, where the need for sustainable forms of agriculture and rural livelihoods is clear. The political landscape is fractured and complex (§2.3), and the officials with the responsibility of implementing policy face significant obstacles and disincentives in doing so in response to the needs of local communities
High-resolution broadband spectroscopy using externally dispersed interferometry at the Hale telescope: part 2, photon noise theory
High-resolution broadband spectroscopy at near-infrared (NIR) wavelengths (950 to 2450 nm) has been performed using externally dispersed interferometry (EDI) at the Hale telescope at Mt. Palomar, with the TEDI interferometer mounted within the central hole of the 200-in. primary mirror in series with the comounted TripleSpec NIR echelle spectrograph. These are the first multidelay EDI demonstrations on starlight. We demonstrated very high (10×) resolution boost and dramatic (20× or more) robustness to point spread function wavelength drifts in the native spectrograph. Data analysis, results, and instrument noise are described in a companion paper (part 1). This part 2 describes theoretical photon limited and readout noise limited behaviors, using simulated spectra and instrument model with noise added at the detector. We show that a single interferometer delay can be used to reduce the high frequency noise at the original resolution (1× boost case), and that except for delays much smaller than the native response peak half width, the fringing and nonfringing noises act uncorrelated and add in quadrature. This is due to the frequency shifting of the noise due to the heterodyning effect. We find a sum rule for the noise variance for multiple delays. The multiple delay EDI using a Gaussian distribution of exposure times has noise-to-signal ratio for photon-limited noise similar to a classical spectrograph with reduced slitwidth and reduced flux, proportional to the square root of resolution boost achieved, but without the focal spot limitation and pixel spacing Nyquist limitations. At low boost (∼1×) EDI has ∼1.4× smaller noise than conventional, and at >10× boost, EDI has ∼1.4× larger noise than conventional. Readout noise is minimized by the use of three or four steps instead of 10 of TEDI. Net noise grows as step phases change from symmetrical arrangement with wavenumber across the band. For three (or four) steps, we calculate a multiplicative bandwidth of 1.8:1 (2.3:1), sufficient to handle the visible band (400 to 700 nm, 1.8:1) and most of TripleSpec (2.6:1)

In this contribution we present a construction of large networks of diameter
two and of order for every degree , based on Cayley
graphs with surprisingly simple underlying groups. For several small degrees we
construct Cayley graphs of diameter two and of order greater than of
Moore bound and we show that Cayley graphs of degrees
constructed in this paper are the largest

Externally Dispersed Interferometry for Precision Radial Velocimetry
Externally Dispersed Interferometry (EDI) is the series combination of a
fixed-delay field-widened Michelson interferometer with a dispersive
spectrograph. This combination boosts the spectrograph performance for both
Doppler velocimetry and high resolution spectroscopy. The interferometer
creates a periodic spectral comb that multiplies against the input spectrum to
create moire fringes, which are recorded in combination with the regular
spectrum. The moire pattern shifts in phase in response to a Doppler shift.
Moire patterns are broader than the underlying spectral features and more
easily survive spectrograph blurring and common distortions. Thus, the EDI
technique allows lower resolution spectrographs having relaxed optical
tolerances (and therefore higher throughput) to return high precision velocity

TRIM63 (MuRF-1) Gene Polymorphism is Associated with Biomarkers of Exercise-Induced Muscle Damage
Unaccustomed strenuous exercise can lead to muscle strength loss, inflammation and delayed onset muscle soreness, which may be influenced by genetic variation. We investigated if a missense single nucleotide polymorphism (A>G, rs2275950) within the TRIM63 gene (encoding MuRF-1 and potentially affecting titin mechanical properties) was associated with the variable response to unaccustomed eccentric exercise. Sixty-five untrained, healthy participants (genotyped for rs2275950: AA, AG and GG) performed 120 maximal eccentric knee extensions (ECC) to induce muscle damage. Isometric and isokinetic maximal voluntary knee extension contractions (MVCs) and muscle soreness were assessed before, immediately after, and 48h after ECC. AA homozygotes were consistently stronger [baseline isometric MVC: 3.23±0.92 Nm/kg (AA) vs. 2.09±0.67 Nm/kg (GG); p=0.006] and demonstrated less muscle soreness over time (p=0.022) compared to GG homozygotes. This may be explained by greater titin stiffness in AA homozygotes, leading to intrinsically stronger muscle fibers that are more resistant to eccentric damaging contractions
Low-cost point-focus solar concentrator, phase 1
The results of the preliminary design study for the low cost point focus solar concentrator (LCPFSC) development program are presented. A summary description of the preliminary design is given. The design philosophy used to achieve a cost effective design for mass production is described. The concentrator meets all design requirements specified and is based on practical design solutions in every possible way
TEDI: the TripleSpec Exoplanet Discovery Instrument
The TEDI (TripleSpec - Exoplanet Discovery Instrument) will be the first
instrument fielded specifically for finding low-mass stellar companions. The
instrument is a near infra-red interferometric spectrometer used as a radial
velocimeter. TEDI joins Externally Dispersed Interferometery (EDI) with an
efficient, medium-resolution, near IR (0.9 - 2.4 micron) echelle spectrometer,
TripleSpec, at the Palomar 200" telescope. We describe the instrument and its

Observation of magnetic circular dichroism in Fe L_{2,3} x-ray-fluorescence spectra
We report experiments demonstrating circular dichroism in the x-ray-fluorescence spectra of magnetic systems, as predicted by a recent theory. The data, on the L_{2,3} edges of ferromagnetic iron, are compared with fully relativistic local spin density functional calculations, and the relationship between the dichroic spectra and the spin-resolved local density of occupied states is discussed
