Information Technology and the Workplace: Implications for Persons with Disabilities
The Internet improves access to employment and community for many people. However, there is growing concern that many Web sites are inaccessible to people with certain disabilities. This article examines the impact on people with disabilities of online human resources processes used for employee recruitment, benefits, and training. In 2002, Cornell University staff reviewed the accessibility of 10 Job boards and 31 corporate e-recruiting Web sites. Human resource (HR) professionals are well positioned to report on key issues regarding these processes. A survey of 433 HR representatives was conducted regarding their organizations\u27 use of information and Web technology in HR processes; knowledge of computer/Web barriers to employees with disabilities; and familiarity with assistive technology and resources. The authors summarize current literature and legislation relevant to Web accessibility, and discuss implications of their findings for businesses and people with disabilities in the workplace
Comparative Study of Workplace Policy and Practices Contributing to Disability Nondiscrimination
Objective: To assess the impact of disability nondiscrimination legislation on employer practices in the United States and the United Kingdom. Study Design: U.S. and U.K. human resource professionals were surveyed about their experience with implementation of the legislation. Results: Both U.S. and U.K. employers are responding to their respective legislation by making accommodations-adjustments needed by applicants and employees with disabilities. Conclusions: Rehabilitation psychologists and other health care professionals working with people with disabilities must understand employee rights and employer responsibilities under this legislation, know where employers may have difficulty in responding to an accommodation request, and be familiar with the existing workplace resources and processes that can support an effective response to such requests
The Approach of Ecological Economics
This paper discusses the major tenets of ecological economics - including value pluralism, methodological pluralism, and multi-criteria policy assessment. Ecological economics offers viable alternatives to the theoretical foundations and policy recommendations of neoclassical welfare economics. A revolution in neoclassical economics is currently taking place and the core assumptions of welfare economics are being replaced with more realistic models of consumer and firm behavior. But we argue that these new theoretical and empirical findings are largely ignored in applied work and policy applications in environmental economics. As the only heterodox school of economics focusing on the human economy both as a social system and as one imbedded in the biophysical universe, and thus both holistic and scientifically based, ecological economics is poised to play a leading role in recasting the scope and method of economic science.
Survey of the Federal Government on Supervisor Practices in Employment of People with Disabilities
In 1999, the Presidential Task Force on the Employment of Adults with Disabilities (PTFEAD) funded Cornell University to conduct a survey of federal sector HR and EEO representatives regarding their experience implementing the employment disability nondiscrimination requirements of the Americans with Disabilities Act of 1990(ADA) and the Rehabilitation Act of 1973, as amended. One of the recommendations from this research was to conduct a follow-up study of federal agency supervisors and managers about their experience in accommodation and employment of persons with disabilities in the federal sector, and in addition to inquire about their awareness of the series of Executive Orders issued in 2000 supporting employment and accommodation of individuals with disabilities in the Federal workforce. This report provides information on the results from this survey, which was conducted in 2001
Ecological Economics at a Crossroads
During the past decade theoretical and empirical advances in neoclassical economics have resulted in the virtual rejection of the two pillars of traditional welfare economics-- rational economic man and perfect competition. Surprisingly, many ecological economists are moving closer to the discredited neo-Walrasian welfare model just at the time it is being replaced within the mainstream. We call for a return to the roots of ecological economics and an engagement with current developments in mainstream theory.
Disability Employment Policies and Practices in U.S. Federal Government Agencies: EEO/HR and Supervisor Perspectives
The Presidential Task Force on the Employment of Adults with Disabilities (PTFEAD) provided support to Cornell University to conduct research on the policy and practice efforts of federal agency personnel in recruiting and retaining persons with disabilities in Federal employment.   A survey of U. S. federal agency HR/EEO responses to the employment disability nondiscrimination requirements of the Americans with Disabilities Act of 1990 (ADA) and the Rehabilitation Act of 1973 was completed in 1999.  A follow-up study of federal agency supervisors and managers about their experience in accommodation and employment of persons with disabilities was initiated in Spring of 2001.  This report is a summary of major findings from each of these surveys, and in addition includes a comparison across selected items where appropriate
Comparison of Gaussian process modeling software
Gaussian process fitting, or kriging, is often used to create a model from a
set of data. Many available software packages do this, but we show that very
different results can be obtained from different packages even when using the
same data and model. We describe the parameterization, features, and
optimization used by eight different fitting packages that run on four
different platforms. We then compare these eight packages using various data
functions and data sets, revealing that there are stark differences between the
packages. In addition to comparing the prediction accuracy, the predictive
variance--which is important for evaluating precision of predictions and is
often used in stopping criteria--is also evaluated
A non-parametric peak finder algorithm and its application in searches for new physics
We have developed an algorithm for non-parametric fitting and extraction of
statistically significant peaks in the presence of statistical and systematic
uncertainties. Applications of this algorithm for analysis of high-energy
collision data are discussed. In particular, we illustrate how to use this
algorithm in general searches for new physics in invariant-mass spectra using

A Review of the Literature and Implications for People with Disabilities (E-Human Resources Literature Review)
To accomplish this overview, an extensive review of the literature on information technology applications to the employment process was conducted. Three human resources related uses of the Internet are explored in this review of current literature: E-recruiting, E-benefits/HR, E-training. Each of these areas can have a significant impact on employees with disabilities, especially given the growth of business’ use of the Web. If E-recruiting is not accessible, it could prevent people from applying for or even finding open positions. E-training, if not accessible, could create a new barrier to the advancement of individuals who are unable to access online training to improve or update their skills. E-benefits, while likely to make enrollment and other activities easier for many employees, may become an obstacle for individuals with certain disabilities if not designed to be accessible. In addition, we examined the literature for any current discussion of access issues for applicants and employees with disabilities by business. In the remainder of this introduction, we also cover the World Wide Web and accessibility issues for people with disabilities, legislation relevant to Internet accessibility, and studies of Web accessibility
