    A Frame Work for Identifying Factors to Consider When Implementing an Academic Program at a Satellite Campus

    Making a strategic decision to launch an academic degree program at a satellite site offers unique challenges. Many factors should be carefully considered in creating degree offerings, supporting student needs, allocating faculty resources, satisfying accreditation concerns, and meeting student demand. This paper establishes a framework and decision model regarding a satellite campus program utilizing an undergraduate accounting degree program as a case analysis. The case analysis provides details of how the components of the framework should be considered in making decisions regarding the possible implementation of a satellite academic program. The purpose of this paper is to propose a roadmap while highlighting the resources required and information to be considered in order to launch a 2+2 BBA- Accounting degrees at a satellite campus.     Virginia is facing significant challenges related to public education such as decreased funding for public education, decreased teacher salaries, and overcrowded classrooms. Senate Joint Resolution 6 was a bill proposed in 2016 that sought to grant the Board of Education authority, subject to criteria and conditions prescribed by the General Assembly, to establish charter schools within the school divisions of the Commonwealth. There are racial implications related to the creation and authorization of charter schools and this report details those impacts and creates a set of recommendations to eliminate racial implementations when determining who authorizes charter schools in the Commonwealth of Virginia

    Evaluation of Low Temperature Properties of HMA Mixtures

    The deterioration of flexible pavements due to low temperature cracking is a significant and costly problem in the State of Nevada. The Nevada Department of Transportation initiated several research efforts aimed at exploring Nevada's problem with this distress. The research evaluated several newly developed low temperature performance tests under Nevada's conditions. The goal of the research was to determine the applicability of the tests for characterizing the low temperature response of Nevada's asphalt binders and HMA mixtures. This paper summarizes Nevada's experience with the SHRP low temperature tests and specifications; highlighting the effectiveness of the Superpave PG binder grading system and Thermal Stress Restrained Specimen Test. The contribution of asphalt aging to Nevada's cracking problem is also included in the paper. An investigation of the Superpave Performance Graded Binder tests has determined that the bending beam rheometer and the direct tension test correlate very well and it may not be necessary to run both tests as they are set up in the current Superpave specifications. The TSRST appears to provide the greatest value for evaluating low temperature properties of HMA mixtures. Findings from the research indicate that there are some significant correlations between the low temperature properties of asphalt binders and HMA mixtures if the mixtures are aged appropriately. This emphasizes the need to implement the appropriate conditioning procedure when low temperature cracking is used as part of the mix design and evaluation process. On the other hand, the research showed that when using polymer-modified asphalt binders, the low temperature grade of the asphalt binder maybe conservative enough where testing ofthe HMA mix may not be necessary

    Retention is an important area of concern for Virginia Commonwealth University (VCU). This project involves devising initiatives to identify and retain students with a high potential for academic success as outlined in the Strategic Plan for the Future of Virginia Commonwealth University, Phase II. It is theorized that by concentrating efforts on students (both in-state and out-of-state) with a cummulative GPA of 3.0 or higher, an improvement in the six-year graduation and freshmen retention rates can be realized. This would serve to enhance VCU’s status in the academic community (moving from Tier 3 to Tier 2 status) since twenty percent of the determining ranking of the U.S. News and World Report’s rankings are derived from the category of retention

    Multiscaled Cross-Correlation Dynamics in Financial Time-Series

    The cross correlation matrix between equities comprises multiple interactions between traders with varying strategies and time horizons. In this paper, we use the Maximum Overlap Discrete Wavelet Transform to calculate correlation matrices over different timescales and then explore the eigenvalue spectrum over sliding time windows. The dynamics of the eigenvalue spectrum at different times and scales provides insight into the interactions between the numerous constituents involved. Eigenvalue dynamics are examined for both medium and high-frequency equity returns, with the associated correlation structure shown to be dependent on both time and scale. Additionally, the Epps effect is established using this multivariate method and analyzed at longer scales than previously studied. A partition of the eigenvalue time-series demonstrates, at very short scales, the emergence of negative returns when the largest eigenvalue is greatest. Finally, a portfolio optimization shows the importance of timescale information in the context of risk management

    NICMOS Imaging of the Nuclei of Arp 220

    We report high resolution imaging of the ultraluminous infrared galaxy Arp 220 at 1.1, 1.6, and 2.22 microns with NICMOS on the HST. The diffraction-limited images at 0.1--0.2 arcsecond resolution clearly resolve both nuclei of the merging galaxy system and reveal for the first time a number of luminous star clusters in the circumnuclear envelope. The morphologies of both nuclei are strongly affected by dust obscuration, even at 2.2 microns : the primary nucleus (west) presents a crescent shape, concave to the south and the secondary (eastern) nucleus is bifurcated by a dust lane with the southern component being very reddened. In the western nucleus, the morphology of the 2.2 micron emission is most likely the result of obscuration by an opaque disk embedded within the nuclear star cluster. The morphology of the central starburst-cluster in the western nucleus is consistent with either a circumnuclear ring of star formation or a spherical cluster with the bottom half obscured by the embedded dust disk. Comparison of cm-wave radio continuum maps with the near-infrared images suggests that the radio nuclei lie in the dust disk on the west and near the highly reddened southern component of the eastern complex. The radio nuclei are separated by 0.98 arcseconds (corresponding to 364 pc at 77 Mpc) and the half-widths of the infrared nuclei are approximately 0.2-0.5 arcseconds. At least 8, unresolved infrared sources -- probably globular clusters -- are also seen in the circumnuclear envelope at radii 2-7 arcseconds .
