Comentario: Una nota sobre la agricultura familiar y la naturaleza de las unidades productivas en agricultura

[ES] La tribuna de debate que Economía Agraria y Recursos Naturales dedica a la declaración por Naciones Unidas de 2014 como Año Internacional de la Agricultura Familiar (AIAF) me da ocasión para introducir en esta nota unos breves comentarios sobre este tema, tomando como base el artículo de Eduardo Moyano titulado “Agricultura familiar. Agricultura familiar. Algunas reflexiones para un debate necesario

[EN] Whereas in the developed and industrialized countries family farms are seen as an archaic and old-fashioned system, in developing ones they continue being perceived as an attractive and functional model for promoting the rural development and the welfare of rural families. Besides, family farming is a complex and multidimensional phenomenon, which make it difficult to grasp. In many rural areas family farms maintain specific ways of interaction with the territory and markets, and consequently they show a great variability from an organizational and socio-economical point of view. In this article, the author reviews firstly the traditional notion of family farming in order to check which of its characteristic elements continue to make any sense and which do not. Secondly, he proposes some ideas in order to encourage debate about the family farming, and claims to build an updated notion that allows better to grasp the particularities of those non-entrepreneurial oriented farms.[ES] Mientras que en los países desarrollados la agricultura familiar es vista como algo anacrónico, en los países en vía de desarrollo continúa siendo percibida como un modelo agrícola atractivo y funcional para promover el desarrollo rural y el bienestar de la población local, así como una vía para la seguridad alimentaria. En todo caso, la agricultura familiar es difícil de aprehender sea cual fuere el área geográfica de estudio, al ser un fenómeno complejo y multidimensional. En muchas áreas rurales, las explotaciones familiares mantienen formas específicas de interacción con el territorio, y como consecuencia de ello muestran una gran variabilidad en sus modelos de organización interna y de gestión social y económica. En este artículo, su autor revisa en primer lugar el concepto tradicional de agricultura familiar con objeto de comprobar cuáles de sus elementos son aún vigentes y cuáles están ya obsoletos. En segundo lugar, propone algunas ideas para estimular el debate y construir un nuevo concepto más actualizado y más ajustado a la realidad empírica de este tipo de explotaciones agrarias cuya lógica es distinta de la de las explotaciones de base empresarial.Moyano Estrada, E. Food and nutrition security discursive frames in the context of the Spanish economic crisis

[EN] The recent economic crisis in Spain has provoked a number of food and nutrition security (FNS) impacts that have fuelled a fragmented landscape of food-related debates, although these have not taken the form of a coherent and allembracing public discussion on national food security. This paper is an inductive analysis of such debates, mostly based on media coverage, in an attempt to disentangle the different discourse frames on FNS in Spain, and the role played by the economic crisis in the shaping and underpinning of such frames. For this purpose a frame matrix was constructed, paying particular attention to the stakeholders governance claims in order to confront frame-specific problems. Results show how stakeholders have used elements of the crisis to underpin or reinterpret their core arguments. In addition, governance claims have concentrated on the malfunctioning of the food chain, mostly due to unequal bargaining power, and the way this could be putting at risk crucial components of the food system and future FNS. PAC y desarrollo rural: una relación de amor-odio

El artículo analiza las relaciones entre la evolución de la Política Agrícola Común (PAC) y las transformaciones que están experimentando las zonas rurales europeas, en algunas de las cuales se estaría afirmando un «nuevo modelo» de desarrollo rural, más sostenible medioambientalmente y que puede permitir la revitalización socioeconómica de esos territorios. Tras una referencia a cómo se ha introducido el «enfoque rural» en la PAC a lo largo de las últimas décadas, y algunas consideraciones sobre los efectos de la actual PAC en determinadas variables y procesos utilizados para «medir» el desarrollo de las zonas rurales, el artículo analiza la existencia de ciertas dificultades para la consolidación del «nuevo modelo» de desarrollo rural en algunas regiones del sur de Europa. Finalmente, plantea la tesis de que una política agraria «más multifuncional» (asociada habitualmente a ese modelo de desarrollo rural) puede ser poco eficaz en esas regiones del Sur para remover los obstáculos que frenan el desarrollo
