Biological neural systems (BNS) in general and the central nervous system (CNS) specifically
exhibit a strikingly efficient computational power along with an extreme flexible and adaptive basis
for acquiring and integrating new knowledge. Acquiring more insights into the actual mechanisms
of information processing within the BNS and their computational capabilities is a core objective
of modern computer science, computational sciences and neuroscience. Among the main reasons
of this tendency to understand the brain is to help in improving the quality of life of people suffer
from loss (either partial or complete) of brain or spinal cord functions. Brain-computer-interfaces
(BCI), neural prostheses and other similar approaches are potential solutions either to help these
patients through therapy or to push the progress in rehabilitation. There is however a significant
lack of knowledge regarding the basic information processing within the CNS. Without a better
understanding of the fundamental operations or sequences leading to cognitive abilities, applications
like BCI or neural prostheses will keep struggling to find a proper and systematic way to
help patients in this regard. In order to have more insights into these basic information processing
methods, this thesis presents an approach that makes a formal distinction between the essence
of being intelligent (as for the brain) and the classical class of artificial intelligence, e.g. with
expert systems. This approach investigates the underlying mechanisms allowing the CNS to be
capable of performing a massive amount of computational tasks with a sustainable efficiency and
flexibility. This is the essence of being intelligent, i.e. being able to learn, adapt and to invent.
The approach used in the thesis at hands is based on the hypothesis that the brain or specifically a
biological neural circuitry in the CNS is a dynamic system (network) that features emergent capabilities.
These capabilities can be imported into spiking neural networks (SNN) by emulating the
dynamic neural system. Emulating the dynamic system requires simulating both the inner workings
of the system and the framework of performing the information processing tasks. Thus, this
work comprises two main parts. The first part is concerned with introducing a proper and a novel
dynamic synaptic model as a vital constitute of the inner workings of the dynamic neural system.
This model represents a balanced integration between the needed biophysical details and being
computationally inexpensive. Being a biophysical model is important to allow for the abilities of
the target dynamic system to be inherited, and being simple is needed to allow for further implementation
in large scale simulations and for hardware implementation in the future. Besides, the
energy related aspects of synaptic dynamics are studied and linked to the behaviour of the networks
seeking for stable states of activities. The second part of the thesis is consequently concerned with
importing the processing framework of the dynamic system into the environment of SNN. This
part of the study investigates the well established concept of binding by synchrony to solve the information binding problem and to proposes the concept of synchrony states within SNN. The
concepts of computing with states are extended to investigate a computational model that is based
on the finite-state machines and reservoir computing. Biological plausible validations of the introduced
model and frameworks are performed. Results and discussions of these validations indicate
that this study presents a significant advance on the way of empowering the knowledge about the
mechanisms underpinning the computational power of CNS. Furthermore it shows a roadmap on
how to adopt the biological computational capabilities in computation science in general and in
biologically-inspired spiking neural networks in specific. Large scale simulations and the development
of neuromorphic hardware are work-in-progress and future work. Among the applications
of the introduced work are neural prostheses and bionic automation systems
Poverty and economic growth in Egypt, 1995-2000
After a decade of slow economic growth Egypt's rate of growth recovered in the late 1990s, averaging more than five percent a year. But the effect of this growth on poverty patterns has not been systematically examined using consistent, comparable household datasets. In this paper, the authors use the rich set of unit-level data from the most recent Egyptian household surveys (1995-96 and 1999-2000) to assess changes in poverty and inequality between 1995 and 2000. Their analysis is based on household-specific poverty lines that account for the differences in regional prices, as well as differences in the consumption preferences and size and age composition of poor households. The results show that average household expenditures rose in the second half of the 1990s and the poverty rate fell from 20 percent to less than 17 percent. But, in addition to the ongoing divide in the urban-rural standard of living, a new geographical/regional divide emerged in the late 1990s. Poverty was found predominantly among less-educated individuals, particularly those working in agriculture and construction, and among seasonal and occasional workers. Inequality in the Southern Mediterranean: A survey of selected countries. MEDPRO Technical Report No. 23/December 2012
This paper addresses the issues of current levels of inequality: their trends, determinants and future
scenarios, demonstrating that welfare levels are measured by per capita consumption. Location,
educational attainment and employment status have been identified as the key factors affecting levels
of welfare and its distribution. A benefit incidence analysis was performed to investigate benefits of
different deciles of per capita expenditure from education and health services. The inequality patterns
in countries under investigation present significant variations; countries such as Turkey, Morocco and
Tunisia show relatively high inequality while others, such as Egypt or Syria, show moderate to low
inequality. Inequality in human development was addressed using the inequality-adjusted human
development index (IHDI), introduced by Global HDR 2010. The average loss in the HDI due to
inequality in all Arab countries under investigation is about 20%. Two reference scenarios (optimistic
and pessimistic) were used to project future paths up to 2020 and 2030. The impact of positive growth
is increasing inequality and a shrinking middle class. Results show that the rich benefit most from this
growth path. The opposite trend is observed for the pessimistic scenario
A Reinforcement Learning Framework for Spiking Networks with Dynamic Synapses
An integration of both the Hebbian-based and reinforcement learning (RL) rules is presented for dynamic synapses. The proposed framework permits the Hebbian rule to update the hidden synaptic model parameters regulating the synaptic response rather than the synaptic weights. This is performed using both the value and the sign of the temporal difference in the reward signal after each trial. Applying this framework, a spiking network with spike-timing-dependent synapses is tested to learn the exclusive-OR computation on a temporally coded basis. Reward values are calculated with the distance between the output spike train of the network and a reference target one. Results show that the network is able to capture the required dynamics and that the proposed framework can reveal indeed an integrated version of Hebbian and RL. The proposed framework is tractable and less computationally expensive. The framework is applicable to a wide class of synaptic models and is not restricted to the used neural representation. This generality, along with the reported results, supports adopting the introduced approach to benefit from the biologically plausible synaptic models in a wide range of intuitive signal processing
Poverty, Growth and Income Distribution in Lebanon
This Country Study is based on a full national report that is the first to draw a profile of poverty in Lebanon based on money-metric poverty measurements of household expenditures. The report provides a comprehensive overview of the characteristics of the poor and estimates the extent of poverty and the degree of inequality in the country. It finds that nearly 28 per cent of the Lebanese population can be considered poor and eight per cent can be considered extremely poor. However, the most important finding of the report is that regional disparities are striking. For example, whereas poverty rates are insignificant in the capitol, Beirut, they are very high in the Northern city of Akkar. In general, the North governorate has been lagging behind the rest of the country and thus its poverty rate has become high. Levels of poverty are above-average in the South but are not as severe as expected. There are three other major results that have notable implications for a poverty-reduction programme in Lebanon. First, with few exceptions, measures of human deprivation, such as that provided by an Unsatisfied Basic Needs methodology, are generally commensurate with those for money-metric measures based on household expenditures. Second, the projected cost of halving extreme poverty is very modest, namely, a mere fraction of the cost of the country?s large external debt obligations. However, such a cost would rise dramatically if inequality were to worsen (i.e., if future growth were anti-poor). Also, the cost of reducing overall poverty would be substantially higher. Third, the poor are heavily concentrated among the unemployed and among unskilled workers, with the latter concentrated in sectors such as agriculture and construction. This places a priority on a broad-based, inclusive pattern of economic growth that could stimulate employment in such sectors. Based on such findings, the report concentrates on providing general policy recommendations on issues of directing public expenditures to poor households. One of its major recommendations is to concentrate on channelling resources to poor regions below the governorate level, such as to four ?strata? where two-thirds of the poor in Lebanon are concentrated. However, the report notes that macroeconomic policies, particularly fiscal policies, will have to be redesigned to mobilize the reources necessary to finance the increases in public expenditures on the social safety nets and public investment in social services that should be part of a major poverty-reduction programme.Poverty, Growth and Income Distribution in Lebanon
Evaluating the impact of Egyptian social fund for development programs
The Egyptian Social Fund for Development was established in 1991 with a mandate to reduce poverty. Since its inception, it has disbursed about $2.5 billion, of which nearly two-fifths was devoted to supporting microcredit and financing community development and infrastructure. This paper investigates the size of the impact of the Fund’s interventions, whether the benefits have been commensurate with the costs, and whether the programs have been targeted successfully to the poor. The core of the impact evaluation applies propensity-score matching to data from the 2004/2005 national Household Income, Expenditure and Consumption Survey. The authors find that Egypt’s Social Fund for Development programs have had clear and measurable effects, in the expected direction, for all of the programs considered: educational interventions have reduced illiteracy, health and potable water programs have lowered household spending on health, sanitation interventions have cut household spending on sanitation and lowered poverty, and road projects have reduced household transportation costs by 20 percent. Microcredit is associated with higher household expenditures in metropolitan areas and urban Upper Egypt, but not elsewhere. The Social Fund for Development’s road projects generate benefits that, by some estimates, exceed the costs, as do health and potable water interventions; this is less evident for interventions in education and sanitation. The Fund argues that its mission is primarily social, and so should not be judged using a cost-benefit analysis. Preparation and In Vitro/In Vivo Characterization of Porous Sublingual Tablets Containing Ternary Kneaded Solid System of Vinpocetine with β-Cyclodextrin and Hydroxy Acid
The demand for sublingual tablets has been growing during the previous decades especially for drugs with extensive hepatic first-pass metabolism. Vinpocetine, a widely used neurotropic agent, has low oral bioavailability due to its poor aqueous solubility and marked first-pass metabolism. Accordingly, the aim of this work was to develop tablets for the sublingual delivery of vinpocetine. Initially, the feasibility of improving vinpocetine’s poor aqueous solubility by preparing kneaded solid systems of the drug with β-Cyclodextrin and hydroxy acids (citric acid and tartaric acid) was assessed. The solid system with improved solubility and dissolution properties was incorporated into porous tablets that rapidly disintegrate permitting fast release of vinpocetine into the sublingual cavity. The pores were induced into these tablets by directly compressing the tablets’ excipients with a sublimable material, either camphor or menthol, which was eventually sublimated leaving pores. The obtained results demonstrated that the tablets prepared using camphor attained sufficient mechanical strength for practical use together with rapid disintegration and dissolution. In vivo absorption study performed in rabbits indicated that the sublingual administration of the proposed porous tablets containing vinpocetine solid system with β-Cyclodextrin and tartaric acid could be useful for therapeutic application

The global food price shock of 2006-2008 has particularly affected poorer strata of populations in several developing countries. In Egypt and some other countries it has put food subsidy schemes to the test. This paper develops two comparable computable general equilibrium models for Egypt and Ukraine which are used to simulate direct and indirect impacts of the food price surge and various policy options on the performance of the main macroeconomic indicators as well as on poverty outcomes. The results illustrate the limited ability of realistic policy responses to mitigate negative social consequences of an external price shock. Food import tariff cuts are a partial remedy faring better than other analysed options.
