    Single Mother Work and Poverty under Welfare Reform: Are Policy Impacts Different in Rural Areas?

    During the 1990s, employment increased and poverty declined for single mothers in rural and urban areas. Our results suggest that, holding demographics constant, changes in welfare and social policy during this decade contributed to employment increases--but not to poverty reduction--for both rural and urban single mothers. If rural and urban demographics had been the same, the policy changes would have increased employment and reduced poverty more in rural areas. Without demographic controls, however, estimated policy impacts were no better in rural places. This suggests that rural demographic changes limited the policy impact on rural single-mother work and poverty.Demographics; Mothers; Policy; Single Mother; Welfare

    Opening Governance

    Open government and open data are new areas of research, advocacy and activism that have entered the governance field alongside the more established areas of transparency and accountability. In this IDS Bulletin, articles review recent scholarship to pinpoint contributions to more open, transparent, accountable and responsive governance via improved practice, projects and programmes in the context of the ideas, relationships, processes, behaviours, policy frameworks and aid funding practices of the last five years. They also discuss questions and weaknesses that limit the effectiveness and impact of this work, offer a series of definitions to help overcome conceptual ambiguities, and identify hype and euphemism. The contributions – by researchers and practitioners – approach contemporary challenges of achieving transparency, accountability and openness from a wide range of subject positions and professional and disciplinary angles. Together these articles give a sense of what has changed in this fast-moving field, and what has not – this IDS Bulletin is an invitation to all stakeholders to take stock and reflect. The ambiguity around the ‘open’ in governance today might be helpful in that its very breadth brings in actors who would otherwise be unlikely adherents. But if the fuzzier idea of ‘open government’ or the allure of ‘open data’ displace the task of clear transparency, hard accountability and fairer distribution of power as what this is all about, then what started as an inspired movement of governance visionaries may end up merely putting a more open face on an unjust and unaccountable status quo

    Improved Pseudofermion Approach for All-Point Propagators

    Quark propagators with arbitrary sources and sinks can be obtained more efficiently using a pseudofermion method with a mode-shifted action. Mode-shifting solves the problem of critical slowing down (for light quarks) induced by low eigenmodes of the Dirac operator. The method allows the full physical content of every gauge configuration to be extracted, and should be especially helpful for unquenched QCD calculations. The method can be applied for all the conventional quark actions: Wilson, Sheikoleslami-Wohlert, Kogut-Susskind, as well as Ginsparg-Wilson compliant overlap actions.     Building user commitment to implementing a knowledge management strategy

    In the IS literature, commitment is typically considered to involve organizational or managerial support for a system and not that of its users. This paper however reports on a field study involving 16 organizations that attempted to build user involvement in developing a knowledge management strategy by having them design it. Twenty-two IT-supported group workshops (involving 183 users) were run to develop action plans for better knowledge management that users would like to see implemented. Each workshop adopted the same problem structuring technique to assist group members develop a politically feasible action plan to which they were psychologically and emotionally dedicated. In addition to reviewing the problem structuring method, this paper provides qualitative insight into the factors a knowledge management strategy should have to encourage user commitment. © 2004 Elsevier B.V.     Tropomyosin (Tm) is an evolutionarily conserved ?-helical coiled-coil protein, dimers of which form end-to-end polymers capable of associating with and stabilising actin-filaments and regulate myosin function. The fission yeast, Schizosaccharomyces pombe, possesses a single essential Tm, Cdc8, which can be acetylated on its amino terminal methionine to increase its affinity for actin and enhance its ability to regulate myosin function. We have designed and generated a number of novel Cdc8 mutant proteins with amino terminal substitutions to explore how stability of the Cdc8-polymer overlap region affects the regulatory function of this Tm. By correlating the stability of each protein, its propensity to form stable polymers, its ability to associate with actin and to regulate myosin, we have shown the stability of the amino terminal of the Cdc8 ?-helix is crucial for Tm function. In addition we have identified a novel Cdc8 mutant with increased amino-terminal stability, dimers of which are capable of forming Tm-polymers significantly longer than the wild-type protein. This protein had a reduced affinity for actin with respect to wild type, and was unable to regulate actomyosin interactions. The data presented here are consistent with acetylation providing a mechanism for modulating the formation and stability of Cdc8 polymers within the fission yeast cell. The data also provide evidence for a mechanism in which Tm dimers form end-to-end polymers on the actin-filament, consistent with a cooperative model for Tm binding to actin

    Group perceptions of knowledge management

The group setting appears to be effective in surfacing opinions and enabling progress in both understanding and action to be made.
