Hence decision to act requires faith in the reliability of abstract reasoning and comprehension of the logical validity of the theory of comparative advantage.Urgency in adopting free trade policy exists because the spread of common markets is inducing rationalization and specialization elsewhere, because low wage rate countries are developing rapidly in standardized productivity owing to the temporary boom in Canadian exports of oil and gas.Multilateral free trade is unlikely to be achieved in the short-term owing to the disinterest of the principal nations and Canada should reduce its tariffs unilaterally. The political possibility of such a policy is increased by growing public distrust of interventionism

a.SCatch: semantic structure for architectural floor plan retrieval
Architects’ daily routine involves working with drawings. They use either a pen or a computer to sketch out their ideas or to do a drawing to scale. We therefore propose the use of a sketch-based approach when using the floor plan repository for queries. This enables the user of the system to sketch a schematic abstraction of a floor plan and search for floor plans that are structurally similar. We also propose the use of a visual query language, and a semantic structure as put forward by Langenhan. An algorithm extracts the semantic structure sketched by the architect on DFKI’s Touch& Write table and compares the structure of the sketch with that of those from the floor plan repository. The a.SCatch system enables the user to access knowledge from past projects easily. Based on CBR strategies and shape detection technologies, a sketch-based retrieval gives access to a semantic floor plan repository. Furthermore, details of a prototypical application which allows semantic structure to be extracted from image data and put into the repository semi-automatically are provided

Managing digital coordination of design: emerging hybrid practices in an institutionalized project setting
What happens when digital coordination practices are introduced into the institutionalized setting of an engineering project? This question is addressed through an interpretive study that examines how a shared digital model becomes used in the late design stages of a major station refurbishment project. The paper contributes by mobilizing the idea of ‘hybrid practices’ to understand the diverse patterns of activity that emerge to manage digital coordination of design. It articulates how engineering and architecture professions develop different relationships with the shared model; the design team negotiates paper-based practices across organizational boundaries; and diverse practitioners probe the potential and limitations of the digital infrastructure. While different software packages and tools have become linked together into an integrated digital infrastructure, these emerging hybrid practices contrast with the interactions anticipated in practice and policy guidance and presenting new opportunities and challenges for managing project delivery. The study has implications for researchers working in the growing field of empirical work on engineering project organizations as it shows the importance of considering, and suggests new ways to theorise, the introduction of digital coordination practices into these institutionalized settings
Analytical modeling for the heat transfer in sheared flows of nanofluids
We developed a model for the enhancement of the heat flux by spherical and
elongated nano- particles in sheared laminar flows of nano-fluids. Besides the
heat flux carried by the nanoparticles the model accounts for the contribution
of their rotation to the heat flux inside and outside the particles. The
rotation of the nanoparticles has a twofold effect, it induces a fluid
advection around the particle and it strongly influences the statistical
distribution of particle orientations. These dynamical effects, which were not
included in existing thermal models, are responsible for changing the thermal
properties of flowing fluids as compared to quiescent fluids. The proposed
model is strongly supported by extensive numerical simulations, demonstrating a
potential increase of the heat flux far beyond the Maxwell-Garnet limit for the
spherical nanoparticles. The road ahead which should lead towards robust

PEXO : a global modeling framework for nanosecond timing, microsecond astrometry, and μm/s radial velocities
54 pages, 2 tables, 19 figures, accepted for publication in ApJS, PEXO is available at https://github.com/phillippro/pexoThe ability to make independent detections of the signatures of exoplanets with complementary telescopes and instruments brings a new potential for robust identification of exoplanets and precision characterization. We introduce PEXO, a package for Precise EXOplanetology to facilitate the efficient modeling of timing, astrometry, and radial velocity data, which will benefit not only exoplanet science but also various astrophysical studies in general. PEXO is general enough to account for binary motion and stellar reflex motions induced by planetary companions and is precise enough to treat various relativistic effects both in the solar system and in the target system. We also model the post-Newtonian barycentric motion for future tests of general relativity in extrasolar systems. We benchmark PEXO with the pulsar timing package TEMPO2 and find that PEXO produces numerically similar results with timing precision of about 1 ns, space-based astrometry to a precision of 1{\mu}as, and radial velocity of 1 {\mu}m/s and improves on TEMPO2 for decade-long timing data of nearby targets, due to its consideration of third-order terms of Roemer delay. PEXO is able to avoid the bias introduced by decoupling the target system and the solar system and to account for the atmospheric effects which set a practical limit for ground-based radial velocities close to 1 cm/s. Considering the various caveats in barycentric correction and ancillary data required to realize cm/s modeling, we recommend the preservation of original observational data. Spectra of supernovae in the nebular phase
When supernovae enter the nebular phase after a few months, they reveal
spectral fingerprints of their deep interiors, glowing by radioactivity
produced in the explosion. We are given a unique opportunity to see what an
exploded star looks like inside. The line profiles and luminosities encode
information about physical conditions, explosive and hydrostatic
nucleosynthesis, and ejecta morphology, which link to the progenitor properties
and the explosion mechanism. Here, the fundamental properties of spectral
formation of supernovae in the nebular phase are reviewed. The formalism
between ejecta morphology and line profile shapes is derived, including effects
of scattering and absorption. Line luminosity expressions are derived in
various physical limits, with examples of applications from the literature. The
physical processes at work in the supernova ejecta, including gamma-ray
deposition, non-thermal electron degradation, ionization and excitation, and
radiative transfer are described and linked to the computation and application
of advanced spectral models. Some of the results derived so far from

The Atomic Physics Underlying the Spectroscopic Analysis of Massive Stars and Supernovae
We have developed a radiative transfer code, CMFGEN, which allows us to model
the spectra of massive stars and supernovae. Using CMFGEN we can derive
fundamental parameters such as effective temperatures and surface gravities,
derive abundances, and place constraints on stellar wind properties. The last
of these is important since all massive stars are losing mass via a stellar
wind that is driven from the star by radiation pressure, and this mass loss can
substantially influence the spectral appearance and evolution of the star.
Recently we have extended CMFGEN to allow us to undertake time-dependent
radiative transfer calculations of supernovae. Such calculations will be used
to place constraints on the supernova progenitor, to place constraints on the
supernova explosion and nucleosynthesis, and to derive distances using a
physical approach called the "Expanding Photosphere Method". We describe the
assumptions underlying the code and the atomic processes involved. A crucial
ingredient in the code is the atomic data. For the modeling we require accurate
transition wavelengths, oscillator strengths, photoionization cross-sections,
collision strengths, autoionization rates, and charge exchange rates for
virtually all species up to, and including, cobalt. Presently, the available
