Russian enterprises are not paying enough attention to the issues of innovative development, while global trends demonstrate the increase of enterprises competitiveness through the introduction of innovations. Innovations are able qualitatively improve enterprise performance indicators in conditions of tough competition. For many domestic enterprises, in such conditions the innovation and its specific results could be a key criterion of success. Lack of investment is the most important problem holding back innovations. The experience of support and development of innovations in Canada and South Korea has been considered in the article. It has been concluded that in general the Russian Federation is experiencing a global transfer to an innovative economy, which in the future should be an undoubted advantage for the production of competitive products. The creation of radically new products and services, as well as the enhancement of existing ones, will allow Russian enterprises systematically improve their image, increase their business reputation, which will attract more investments

Assessment of functional elements of public finance management

    Get PDF
The article assesses the main functional elements of public Finance management: planning, operational management and control. Financial planning and forecasting presently depend not only on macroeconomic and microeconomic factors, but also on geopolitical factors. Economic sanctions, which are still ongoing, have a particular impact, so it is impossible to make an accurate forecast in the management of public finances. Operational public financial management can never be considered without public resources designed to support and implement the activities of all areas of the country’s life. The paper pays special attention to the control function due to the lack of a single objective control system. To improve efficiency, the authors propose to use certain criteria: the performance criterion and the criterion of inappropriate use of budget funds. The paper calculates the dependence of Federal budget revenues on the level of gross domestic product (GDP) and the level of unemployment. The authors use for the calculation a standard form of regression equation that takes into account statistical correlations. The results of this study can be used to improve the efficiency of Federal budget revenue planning

Fatigue strength of 30ХГСА–40ХМФА welded joints produced by rotary friction welding

Rotary friction welding (RFW) is used in the production of drill pipes for solid mineral prospecting. The need for the creation of the lightened drill strings for high-speed diamond drilling of ultradeep wells dictates the necessity of a greater focus on the study of a weld zone and setting the RFW technological parameters. This paper presents the results of experimental studies of a welded joint of a drill pipe of the H standard size according to ISO 10097, made of the 30ХГСА (pipe body) and 40ХМФА (tool joint) steels under the cyclic loads. The authors evaluated the influence of the force applied to the workpieces in the process of friction of the contacting surfaces (force during heating), and postweld tempering at a temperature of 550 °С on the cyclic life of welded joints, under the conditions of alternate tension-compression at the cycle amplitude stress of ±420 MPa. The study determined that with an increase in the force during heating, the microstructure changes occur in the zone of thermomechanical influence, contributing to an increase in the fatigue strength of welded joints. The authors identified the negative effect of postweld tempering on the fatigue strength of welded joints, which is expressed in the decrease in the number of cycles before failure by 15–40 %, depending on the magnitude of the force during heating. The optimal RFW mode of the specified combination of steels is determined, which provides the largest number of cycles before failure: the force during heating (at friction) Fh=120 kN, forging force Ffor=160 kN, rotational frequency during heating n=800 Rpm, and upset during heating l=8 mm. A series of fatigue tests have been carried out at various values of the cycle amplitude stress of the welded joint produced at the optimal mode and the 30ХГСА steel base metal; limited endurance curves have been plotted. It is shown that the differences in the limited endurance curves of the pipe body material (30ХГСА steel) and the welded joint are insignificant. The obtained results are supplemented by the microhardness measurement data and fractographs of fractured samples, revealing the mechanism of crack propagation under the cyclic loads

Aim. To determine the features of expression and secretion of plasminogen activator inhibitor-1 (PAI-1) by subcutaneous, epicardial and perivascular adipocytes depending on the complexity of coronary artery disease (CAD).Material and methods. The study included 86 patients with CAD, including 35 with moderate atherosclerotic lesions of the coronary arteries (CA) (SYNTAX Score ≤22), 22 with severe (SYNTAX Score of 23-31 pints), 29 with extremely severe (SYNTAX Score ≥32). As a comparison group, 52 patients with heart defects were examined. During an elective surgical intervention, adipose tissue (AT) samples were obtained for subsequent cultivation and determination of PAI-1 gene expression and PAI-1 secretion in AT supernatants of various localizations. Statistical analysis was performed using Statistica 10.0.Results. In CAD, PAI-1 production in all three types of AT and plasma PAI-1 concentration were increased compared with patients with heart defects. Epicardial AT (EAT) in CAD was characterized by the maximum levels of expression and secretion of PAI-1 relative to patients with heart defects and subcutaneous and perivascular (PVAT) fat depots. Moderate coronary involvement (adipose tissue <22) is characterized by the lowest expression and secretion of PAI-1 in all types of AT and plasma concentration of PAI-1. Direct correlations of PAI-1 expression and secretion in EAT and PVAT and plasma PAI-1 level with its secretion in EAT in patients with CAD and heart defects were revealed. A direct correlation between the plasma level of PAI-1 and its secretion in PVAT was found only in CAD.Conclusion. In CAD, there is not only an increase in the plasma PAI-1 level, but also an increase in the expression of PAI-1 gene and the secretion of PAI-1 in all three types of AT compared with patients with heart defects. PAI-1 expression and secretion in EAT, PAI-1 plasma level, and age are predictors of severe/extremely severe coronary involvement in CAD

    Get PDF
Stress factors, infections, tumor transformation of the cells of organism induce the expression of MICA protein, which is a ligand for the NKG2D receptor of NK and T cells. The interaction of the NKG2D receptor on the surface of the cells of the immune system with MICA results in activation of lymphocytes and elimination of the ligand carrier. The MICA gene has a high level of polymorphism. To date, 87 alleles have been described; their products differ in ability to activate cytotoxic lymphocytes, that can affect the progression of a number of diseases, such as cancer, viral infections, autoimmune diseases. The distribution of MICA alleles in different ethnic groups varies considerably. The analysis of MICA polymorphism in a current ethnos is necessary for revealing the relationships between certain MICA alleles and different diseases. Goal. This work is aimed at studying of the distribution of MICA alleles in Russian population. Materials and methods. Polymorphism of MICA was analyzed according to the procedure proposed by Yizhou Zoe and Peter Stastny. The procedure included: 1) isolation of genomic DNA from whole blood; 2) PCR for amplification of a fragment of the MICA gene; 3) sequencing of the resulting PCR fragments. Analysis of the results of sequencing was carried out using the programs Vector NTI and Chromas Lite. Results. The genotype of the MICA alleles of 119 donors has been determined. Of the 87 MICA alleles described in the literature, 15 were found among the samples studied. The frequencies of MICA alleles were the following: *002 – 19.3%, *004 – 6.7%, *007 – 3.0%, *008 – 35.7%, *009 – 10.1%, *010 – 5.0%, *011 – 3.8%, *012 – 2.1%, *016 – 2.5%, *017 – 3.4% *018 – 5.5%, *019 – 0.4%, *027 – 1.3%, *053 – 0.8%, *068 – 0.4%. The distribution of MICA alleles in Russia was found to be similar to that of European countries. When comparing literary data for different countries of the world, it was found that the differences in the distribution of MICA alleles are expressed mainly between races, and not nations. Conclusions. In this paper, the distribution of MICA alleles in Russian population has been analyzed. It turned out to be very similar to those of other European countries and has a number of significant differences from the ethnoses of the Mongoloid race (Japan, China, Korea). The analysis of the distribution of MICA alleles in the Russian population may be useful for identifying the predisposition of individuals to certain diseases

Measurement of metabolic processes in lymphocytes in Varicella zoster infection showed highly increased intercellular glycolisys activity with functional cellular overload. Same time, we discovered decreased level of intensivity of first stages of TCC, that rules to lower cycle energetic efficiency and intense metabolitsaminoacides intake for TCC, guiding to high aminoacides transport to lymphocytes. Usage of succinic acid and its salts gives more substrates for TCC, increasing its energetic efficiency and lymphocytes functional activity.
