    Horizon Formation in High-Energy Particles Collision

    We investigate a classical formation of a trapped surface in 4-dimensional flat space-time in a process of a non-head-on collision of two high-energy particles which are treated as Aichelburg-Sexl shock waves. From the condition of the horizon volume local maximality an equation for the trapped surface is deduced. Using a known solution on the shocks we find a time-dependent solution describing the trapped surface between the shocks. We analyze the horizon appearance and evolution.     The Basis and Possibility of Students’ Participation in Supply Chain Entrepreneurship (Case Study: Primorsky Territory)

    Abstract- The current stage of development of the Russian economy, indicated by the increase in food sanctions, unemployment and the decline in growth rates, requires the introduction of import substitution mechanisms and a significant strengthening of the national entrepreneurship environment. Youth entrepreneurship plays a special role in the development of Russian small and medium-sized businesses. At the strategic and legislative levels, various programs are developed to support small business in this area. However, there are still some barriers, limiting the spread of small and medium-sized business among young people. In this regard, the problem of agitation of entrepreneurship among young people is important. This article presents the results of selective study, in which the supply chain entrepreneurial climate among the students of higher educational institutions of Primorsky Territory, using the method of sociological survey. The readiness of young people to start their own business was analysed, and unfavourable factors, complicating the development of this process, were identified. The authors defined key competences, determining the entrepreneur. The conclusion was made about the need for development, and necessary measures of state support for youth supply chain entrepreneurship.     THE FORMATION OF THE ENVIRONMENTAL AGENDA OF THE UNITED NATIONS GENERAL ASSEMBLY (1946-2016)

    The history of an environment as an issue of the international politics pays remarkably little attention to the circumstances in which the environmental agenda develops and to its constitutive issues. The Stockholm Conference on the human environment is one of the important milestones that made the environment as an issue of international concern. However, its success would be impossible without the immense experience in addressing environmental issues gathered at the multilateral level. A review of the literature on the research topic shows that the term «environmental agenda» is not always used properly, there is a lack of empirical data to explain the «greening» of international relations. Indeed, given the fragmented nature of international environmental governance, specifically within the framework of the United Nations, it is difficult to trace the evolution of the environmental agenda from the first days of Organization to the present. For identification and definition of the content of the environmental agenda, the authors used the content analysis of the title of the resolutions of the UN General Assembly adopted in the period from 1946 to 2016. The research identified environmental issues of high priority: sovereignty over resources, environment, sustainable development, desertification, climate, natural disasters. The analysis made it possible to track their appearance on the agenda in chronological order. Also, we identified the issues underlying the formation of the environmental agenda of the General Assembly, namely international security issues related to nuclear weapons and economic development. In addition, we examined some voting patterns on environmental issues, the dynamics of changes in the attention of UN member states to key issues such as sustainable development, desertification, climate, sovereignty over natural resources

    Protaphycus shuvalikovi Simutnik gen. et sp. nov., the smallest fossil Encyrtidae, is described and illustrated based on female specimen from late Eocene Rovno amber. Like most previously described Eocene Encyrtidae, the new taxon differs from the majority of extant encyrtids by the subapical position of the cerci, the relatively long marginal vein of the forewing, a distinctly swollen but not triangular parastigma, and a seta marking the apex of the postmarginal vein is not any longer than others on this vein. The new genus is characterized by the presence of a filum spinosum and the hypopygium reaching way past the apex of syntergum. This combination of the character states is known only in a few representatives of extant Encyrtinae. The new genus, probably, most closely related to the extant genus Aphycus Mayr, 1876

    A new subgenus and species of the braconid parasitoid of the tribe Centistini s. l. (Euphorinae), Centistoides (Palaeoides) magnioculus Belokobylskij, subgen. et sp. nov., from late Eocene Danish amber are described and illustrated from one female. This is the first time the tribe of euphorine parasitoids is reliably documented in the fossil record. A key to all genera and subgenera of this suprageneric taxonomic group is compiled. The discussion about position of the genus Parasyrrhizus Brues, composition of the tribe Centistini s. l., and the composition of the Danish amber hymenopteran fauna are provided

    Digitalization of public administration: expert reflection on problems and challenges

    In the article, the authors identified a set of conditions and factors that both hinder and facilitate the transformation of public administration as a public-state system for coordinating and realizing the interests of representatives of stakeholders through the use of the potential of digital and information and telecommunication technologies. In the course of the study, the following tasks were solved: the role of digitalization for the public administration system was assessed, the problems of this process were identified, the possibilities of electronic online platforms in the organization of social networking in the “governance – society” dyad were evaluated. The article presents the results of a focused group semi-formalized online interview in the format of video conferencing on the Zoom platform, conducted in December 2021 among 20 experts. The experts were representatives of public authorities at the federal, regional and local levels, state corporations, civil society structures, business structures, the scientific community, as well as the Russian Regional Management Center. Based on the analysis of the results of the expert survey, the authors conclude that the digitalization of the activities of the authorities gives a good increase not only in improving the quality of service provision to the country’s population, but also in improving the feedback mechanism, increasing the involvement of the population in the process of solving socially significant issues. This gives hope that the resolution of problems associated with the introduction of digital technologies into the work of government bodies with the population will contribute to the transition from informing and servicing citizens to interactive communication with them

    Brane decay of a (4+n)-dimensional rotating black hole: spin-0 particles

    In this work, we study the `scalar channel' of the emission of Hawking radiation from a (4+n)-dimensional, rotating black hole on the brane. We numerically solve both the radial and angular part of the equation of motion for the scalar field, and determine the exact values of the absorption probability and of the spheroidal harmonics, respectively. With these, we calculate the particle, energy and angular momentum emission rates, as well as the angular variation in the flux and power spectra -- a distinctive feature of emission during the spin-down phase of the life of the produced black hole. Our analysis is free from any approximations, with our results being valid for arbitrarily large values of the energy of the emitted particle, angular momentum of the black hole and dimensionality of spacetime. We finally compute the total emissivities for the number of particles, energy and angular momentum and compare their relative behaviour for different values of the parameters of the theory.Comment: 24 pages, 13 figure

    Comparative Evaluation of Protein Hydrolysates in the Process of Constructing Based on Them Nutrient Medium for Brucella Cultivating

    Objective of the study is to conduct comparative assessment of specific activity of pancreatic hydrolysates of protein-containing products, both phytogenous and zoogenous, as regards Brucella test strains; and consequently, to develop nutrient medium for Brucella cultivation, to study its biological parameters. Materials and methods. Gelatin, soy, soy concentrate, corn gluten, fish meal, freshly frozen Caspian sprat, and bovine blood pancreatic hydrolysates, obtained using conventional methodology, served as the test objects. Determination of biological parameters of nutrient media, containing the studied hydrolysates was carried out using the test-strains of Brucella abortus 19 BA and B. melitensis Rev I. Results and discussion. Gelatin hydrolysate has the best biological parameters as regards the Brucella strains. Studied have been biological parameters of nutrient media, containing combination of gelatin hydrolysate and other selected hydrolysates. Experimental nutrient medium for Brucella cultivation has been developed. Comparative assessment of the experimental nutrient medium and two other commercial media used for cultivating Brucella has been performed
