    Sanitary regulations, product definitions, grades, production or processing regulations, and other qualitative standards are generally applied to both domestic production and imported goods. These quality restrictions can be seen as trade barriers, although it is often difficult to determine whether a given restriction is based on legitimate health or safety concerns or is simply an alternative device for protecting producers. The purpose of this paper is to evaluate the welfare effects of a recent quality regulation, the European Community ban on the use of hormones in livestock production. A conceptual framework is developed to analyze the effects of the ban on the market for edible offals.     the NASA Metrology Information Systems (NMIS) is being developed as a standardized tool in managing the NASA field Center's instrument calibration programs. This system, as defined by the NASA Metrology and Calibration Workshop, will function as a subsystem of the newly developed NASA Equipment Management System (NEMS). The Metrology Information System is designed to utilize and update applicable NEMS data fields for controlled property and to function as a stand alone system for noncontrolled property. The NMIS provides automatic instrument calibration recall control, instrument historical performance data storage and analysis, calibration and repair labor and parts cost data, and instrument user and location data.     The summit of Mauna Kea in Hawaii, the area near Cerro Chajnantor in Chile, and the South Pole are sites of large millimeter or submillimeter wavelength telescopes. We have placed 860 GHz sky brightness monitors at all three sites and present a comparative study of the measured submillimeter brightness due to atmospheric thermal emission.     Evaluation of bistable systems versus matched filters in detecting bipolar pulse signals

    This paper presents a thorough evaluation of a bistable system versus a matched filter in detecting bipolar pulse signals. The detectability of the bistable system can be optimized by adding noise, i.e. the stochastic resonance (SR) phenomenon. This SR effect is also demonstrated by approximate statistical detection theory of the bistable system and corresponding numerical simulations. Furthermore, the performance comparison results between the bistable system and the matched filter show that (a) the bistable system is more robust than the matched filter in detecting signals with disturbed pulse rates, and (b) the bistable system approaches the performance of the matched filter in detecting unknown arrival times of received signals, with an especially better computational efficiency. These significant results verify the potential applicability of the bistable system in signal detection field.Comment: 15 pages, 9 figures, MikTex v2.

    Release of NO(x) from sunlight-irradiated midlatitude snow

    Photochemical production and release of gas-phase NO(x) (NO + NO2) from the natural snowpack at a remote site in northern Michigan were investigated during the Snow Nitrogen and Oxidants in Winter study in January 1999. Snow was collected in an open 34 L chamber, which was then sealed with a transparent Teflon cover and used as an outdoor flow and reaction chamber. Significant increases in NO(x) mixing ratio were observed in synthetic and ambient air pulled through the sunlit chamber. [NO(x)] enhancements were correlated to ultraviolet sunlight intensity, reaching ~300 pptv under partially overcast midday, mid-winter conditions. These findings are consistent with NO(x) production from photolysis of snowpack NO3 -; the observed NO(x) release implies production of significant amounts of OH within the snow. Snowpack NO3 - photolysis may therefore significantly alter boundary layer levels of both NO(x) and oxidized compounds over wide regions of the atmosphere

    Airborne measurements of tropospheric ozone destruction and particulate bromide formation in the Arctic

    Aircraft profiles of O3 concentrations over the Arctic ice pack in spring exhibit a depletion of O3 beneath the surface temperature inversion. One such profile from the NOAA WP-3D Arctic Gas and Aerosol Sampling Program (AGASP) flights in April, 1986 north of Alert, NWT (YLT, 82.5 N) is shown. The gradient of O3 across the temperature inversion, which is essentially a step function from tropospheric values (35 to 40 ppbv) to 0, is somewhat masked by a 1-min running mean applied to the data. Evidence is presented that O3 destruction beneath the Arctic temperature inversion is the result of a photochemical reaction between gaseous Br compounds and O3 to produce particulate Br aerosol. It is noted that in springtime, O3 at the Alert Baseline Station regularly decreases from 30 to 40 ppbv to near 0 over the period of a few hours to a day. At the same time, there is a production of particulate Br with a near 1.0 anti-correlation to O3 concentration. Surface concentrations of bromoform in the Arctic exhibit a rapid decrease following polar sunrise. AGASP aircraft measurements of filterable bromine particulates in the Arctic (March-April, 1983 and 1986) are shown. The greatest concentrations of Br aerosol (shown as enrichment factors relative to to Na in seawater, EFBR (Na)) were observed in samples collected beneath the surface temperature inversion over ice. Samples collected at the same altitude over open ocean (off Spitzbergen) labeled Marine did not exhibit similar Br enrichments. A second region of particulate Br enrichment was observed in the lower stratosphere, which regularly descends to below 500 mb (5.5 km) in the high Arctic. The NOAA WP-3D flew in the stratosphere on all AGASP flights and occasionally measured O3 concentrations in excess of 300 ppbv
