    Distribution, Abundance, and Biological Characteristics of Groundfish off the Coast of Washington, Oregon, and California, 1977-1986

    We compare results of bottom trawl surveys off Washington, Oregon, and California in 1977, 1980, 1983, and 1986 to discern trends in population abundance, distribution, and biology. Catch per unit of effort, area-swept biomass estimates, and age and length compositions for 12 commercially important west coast groundfishes are presented to illustrate trends over the lO-year period. We discuss the precision, accuracy, and statistical significance of observed trends in abundance estimates. The influence of water temperature on the distribution of groundfishes is also briefly examined. Abundance estimates of canary rockfish, Sebastes pinniger, and yellowtail rockfish, S. Jlavidus, declined during the study period; greater declines were observed in Pacific ocean perch, S. alutus, lingcod, Ophiodon elongatus, and arrowtooth flounder, Atheresthes stomias. Biomass estimates of Pacific hake, Merluccius productus, and English, rex, and Dover soles (Pleuronectes vetulus, Errex zachirus, and Microstomus pacificus) increased, while bocaccio, S. paucispinis, and chilipepper, S. goodei, were stable. Sablefish, Anoplopoma fimbria, biomass estimates increased markedly from 1977 to 1980 and declined moderately thereafter. Precision was lowest for rockfishes, lingcod, and sablefish; it was highest for flatfishes because they were uniformly distributed. The accuracy of survey estimates could be gauged only for yellowtail and canary rockfish and sablefish. All fishery-based analyses produced much larger estimates of abundance than bottom trawl surveys-indicative of the true catchability of survey trawls. Population trends from all analyses compared well except in canary rockfish, the species that presents the greatest challenge to obtaining reasonable precision and one that casts doubts on the usefulness of bottom trawl surveys for estimating its abundance.     Patent Scope and Innovation in the Software Industry

    Software patents have received a great deal of attention in the academic literature. Unfortunately, most of that attention has been devoted to the problem of whether software is or should be patentable subject matter. With roughly eighty thousand software patents already issued, and the Federal Circuit endorsing patentability without qualification, those questions are for the history books. The more pressing questions now concern the scope to be accorded software patents. In this Article, we examine the implications of some traditional patent law doctrines for innovation in the software industry. We argue that patent law needs some refinement if it is to promote rather than impede the growth of this new market, which is characterized by rapid sequential innovation, reuse and re-combination of components, and strong network effects that privilege interoperable components and products

    Effects of processes at the population and community level on carbon dynamics of an ecosystem model

    Ecological processes at the population and community level are often ignored in biogeochemical models, however, the effects of excluding these processes at the ecosystem level is uncertain. In this study we analyzed the set of behaviors that emerge after introducing population and community processes into an ecosystem carbon model. We used STANDCARB, a hybrid model that incorporates population, community, and ecosystem processes to predict carbon dynamics over time. Our simulations showed that at the population level, colonization and mortality rates can limit the maximum biomass achieved during a successional sequence. Specifically, colonization rates control temporal lags in the initiation of carbon accumulation, and mortality rates can have important effects on annual variation in live biomass. At the community level, differences in species traits and changes in species composition over time introduced significant changes in carbon dynamics. Species with different set of parameters, such as growth and mortality rates, introduce patterns of carbon accumulation that could not be reproduced using a single species with the average of parameters of multiple species or by simulating the most abundant species (strategies commonly employed in terrestrial biogeochemical models). We conclude that omitting population and community processes from biogeochemical models introduces an important source of uncertainty that can impose important limitations for predictions of future carbon balances

Recent observations link dynamin to the cycle of membrane expansion and retraction essential for cell motility. Its role in actin polymerization, membrane deformation and vesiculation, and focal adhesion dynamics are all important for this process, and the new findings provide exciting directions for studies of this ubiquitous and diverse protein family

    Gamma-Ray Observations of GRO J1655-40

    The bright transient X-ray source GRO J1655-40 = XN Sco 1994 was observed by the OSSE instrument on the Compton Gamma Ray Observatory (GRO). Preliminary results are reported here. The initial outburst from GRO J1655-40 was detected by BATSE on 27 Jul 1994. OSSE observations were made in five separate viewing periods starting between 4 Aug 1994 and 4 Apr 1995. The first, third, and fifth observations are near the peak luminosity. In the second observation, the source flux had dropped by several orders of magnitude and we can only set an upper limit. The fourth observation is a weak detection after the period of maximum outburst. In contrast with other X-ray novae such as GRO J0422+32, the spectrum determined by OSSE is consistent with a simple power law over the full range of detection, about 50 - 600 keV. The photon spectral index is in the range of -2.5 to 2.8 in all of the observations. We set an upper limit on fractional rms variation \u3c5% in the frequency range 0.01 – 60 Hz. No significant narrow or broad line features are observed at any energy

    An Extensible Benchmarking Infrastructure for Motion Planning Algorithms

    Sampling-based planning algorithms are the most common probabilistically complete algorithms and are widely used on many robot platforms. Within this class of algorithms, many variants have been proposed over the last 20 years, yet there is still no characterization of which algorithms are well-suited for which classes of problems. This has motivated us to develop a benchmarking infrastructure for motion planning algorithms. It consists of three main components. First, we have created an extensive benchmarking software framework that is included with the Open Motion Planning Library (OMPL), a C++ library that contains implementations of many sampling-based algorithms. Second, we have defined extensible formats for storing benchmark results. The formats are fairly straightforward so that other planning libraries could easily produce compatible output. Finally, we have created an interactive, versatile visualization tool for compact presentation of collected benchmark data.     Alternative monetary constitutions and the quest for price stability

    This article reviews the various means through which governments and central banks have sought to guarantee long-run price stability. Finn Kydland and Mark Wynne argue that monetary regimes or standards can all be viewed as more or less successful attempts to overcome the well-known time-consistency problem in monetary policy. The classical gold standard, which prevailed in the late nineteenth and early twentieth centuries, can be interpreted as a monetary policy rule that delivered long-run price stability. The fiat monetary standard adopted by countries following the abandonment of gold allows greater discretion on the part of monetary policymakers and has been characterized by greater long-run price instability. Countries have tried through a variety of means to regain the benefits of price stability that prevailed under the earlier gold standard by limiting the scope for discretionary actions on the part of central bankers. A close analogy exists between the gold standard and the currency board arrangements proposed for many emerging market economies in recent years.Money

    Gamma-Ray Bursts and the Cosmic Star Formation Rate

    We have tested several models of GRB luminosity and redshift distribution functions for compatibility with the BATSE 4B number versus peak flux relation. Our results disagree with recent claims that current GRB observations can be used to strongly constrain the cosmic star formation history. Instead, we find that relaxing the assumption that GRBs are standard candles renders a very broad range of models consistent with the BATSE number-flux relation. We explicitly construct two sample distributions, one tracing the star formation history and one with a constant comoving density. We show that both distributions are compatible with the observed fluxes and redshifts of the bursts GRB970508, GRB971214, and GRB980703, and we discuss the measurements required to distinguish the two models.Comment: 12 pages, 2 postscript figures, uses AAS LaTex macros v4.0.
