    Evidence for polarised boron in Co-B and Fe-B alloys

    By exploiting the tunability of synchrotron radiation in measurements of spin-resolved photoemission it has proved possible to obtain information on the polarisation of the valence electrons of Co-B and Fe-B amorphous magnetic alloys, Both the spin-integrated and spin-resolved energy distribution curves show a marked dependence on photon energy indicating that the p states of boron hybridise with the d states of the transition metals giving rise to mixed states in the binding energy range 1 to 5 eV, The observed polarisation and spin-resolved densities of states imply that in the above restricted energy range there is a net negative polarisation of the boron states

    Motorcycle Safety Research Project: Interim Summary Report Research Deliverable 1: Investigate and Develop a Pre-Learner Motorcycle Licensing Package

    Motorcycle trauma is a serious road safety issue in Queensland and throughout Australia. In 2009, Queensland Transport (later Transport and Main Roads or TMR) appointed CARRS-Q to provide a three-year program of Road Safety Research Services for Motorcycle Rider Safety. Funding for this research originated from the Motor Accident Insurance Commission. This program of research was undertaken to produce knowledge to assist TMR to improve motorcycle safety by further strengthening the licensing and training system to make learner riders safer by developing a pre-learner package (Deliverable 1 which is the focus of this report), and by evaluating the Q-Ride CAP program to ensure that it is maximally effective and contributes to the best possible training for new riders (Deliverable 2), which is the focus of this report. Deliverable 3 of the program identified potential new licensing components that will reduce the incidence of risky riding and improve higher-order cognitive skills in new riders. While fatality and injury rates for learner car drivers are typically lower than for those with intermediate licences, this pattern is not found for learner motorcycle riders. Learner riders cannot be supervised as effectively as learner car drivers and errors are more likely to result in injury for learner riders than learner drivers. It is therefore imperative to improve safety for learner riders. Deliverable 1 examines the potential for improving the motorcycle learner and licence scheme by introducing a pre-learner motorcycle licensing and training scheme within Queensland. The tasks undertaken for Deliverable 1 were a literature review, analysis of learner motorcyclist crash and licensing data, and the development of a potential pre-learner motorcycle rider program

    Results from EDGES High-Band: II. Constraints on Parameters of Early Galaxies

    We use the sky-average spectrum measured by EDGES High-Band (9019090-190 MHz) to constrain parameters of early galaxies independent of the absorption feature at 7878~MHz reported by Bowman et al. (2018). These parameters represent traditional models of cosmic dawn and the epoch of reionization produced with the 21cmFAST simulation code (Mesinger & Furlanetto 2007, Mesinger et al. 2011). The parameters considered are: (1) the UV ionizing efficiency (ζ\zeta), (2) minimum halo virial temperature hosting efficient star-forming galaxies (TvirminT^{\rm min}_{\rm vir}), (3) integrated soft-band X-ray luminosity (LX<2keV/SFRL_{\rm X\,<\,2\,keV}/{\rm SFR}), and (4) minimum X-ray energy escaping the first galaxies (E0E_{0}), corresponding to a typical HI{\rm \scriptstyle I} column density for attenuation through the interstellar medium. The High-Band spectrum disfavors high values of TvirminT^{\rm min}_{\rm vir} and ζ\zeta, which correspond to signals with late absorption troughs and sharp reionization transitions. It also disfavors intermediate values of LX<2keV/SFRL_{\rm X\,<\,2\,keV}/{\rm SFR}, which produce relatively deep and narrow troughs within the band. Specifically, we rule out 39.4<log10(LX<2keV/SFR)<39.839.4<\log_{10}\left(L_{\rm X\,<\,2\,keV}/{\rm SFR}\right)<39.8 (95%95\% C.L.). We then combine the EDGES High-Band data with constraints on the electron scattering optical depth from Planck and the hydrogen neutral fraction from high-zz quasars. This produces a lower degeneracy between ζ\zeta and TvirminT^{\rm min}_{\rm vir} than that reported in Greig & Mesinger (2017a) using the Planck and quasar constraints alone. Our main result in this combined analysis is the estimate 4.54.5~log10(Tvirmin/K)\leq \log_{10}\left(T^{\rm min}_{\rm vir}/\rm K\right)\leq~5.75.7 (95%95\% C.L.).     Reionization and cosmic dawn astrophysics from the Square Kilometre Array:impact of observing strategies

    Interferometry of the cosmic 21-cm signal is set to revolutionize our understanding of the epoch of reionization (EoR) and the cosmic dawn (CD). The culmination of ongoing efforts will be the upcoming Square Kilometre Array (SKA), which will provide tomography of the 21-cm signal from the first billion years of our Universe. Using a galaxy formation model informed by high-z luminosity functions, here we forecast the accuracy with which the first phase of SKA-low (SKA1-low) can constrain the properties of the unseen galaxies driving the astrophysics of the EoR and CD. We consider three observing strategies: (i) deep (1000 h on a single field); (ii) medium-deep (100 h on 10 independent fields); and (iii) shallow (10 h on 100 independent fields). Using the 21-cm power spectrum as a summary statistic, and conservatively only using the 21-cm signal above the foreground wedge, we predict that all three observing strategies should recover astrophysical parameters to a fractional precision of 3c0.1-10 per cent. The reionization history is recovered to an uncertainty of \u394z 7e 0.1 (1\u3c3 ) for the bulk of its duration. The medium-deep strategy, balancing thermal noise against cosmic variance, results in the tightest constraints, slightly outperforming the deep strategy. The shallow observational strategy performs the worst, with up to an 3c10-60 per cent increase in the recovered uncertainty. We note, however, that non-Gaussian summary statistics, tomography, as well as unbiased foreground removal would likely favour the deep strategy

    Ultrathin epitaxial Fe films in vicinal GaAs(001): A study by spin-resolved photoelectron spectroscopy

    Thin epitaxial Fe films have been grown on vicinal GaAs(001) substrates and their remanent magnetic properties and the degree of substrate atom diffusion investigated using synchrotron-based photoelectron spectroscopy. The vicinal Fe films, though exhibiting greater As diffusion than their singular homologues, displayed better film quality both from the structural and the magnetic points of view. The spin-resolved valence spectra of the vicinal films resemble those for crystalline bulk Fe at lower film thicknesses than for singular films

    Decision-Making in Educational Administration: A Comparative Study of the Gambia and Malawi during the Period 1925-1945.

    This study is predominantly concerned with two African\ud states, The Gambia on the West Coast and Malawi in the East\ud Central Region. Both had been dependencies within the British\ud Empire and while they shared a common colonial heritage, the\ud overall experience was not identical and their respective\ud educational administrative structures mirrored the\ud dissimilarities.\ud Commencing with the Colonial Office in London, aspects\ud that are relevant to the British Colonial Administrative\ud System are examined: in particular, the basic philosophy and\ud personnel of the Home Civil Service; the fundamental economic\ud thought underlying administration of the Empire; and the unique,\ud if somewhat eccentric recruitment apparatus for coloniel\ud service administrators and technical staff, as developed by\ud Major _Purse. In the field, decision-making in educational\ud matters was influenced,often indirectly but nonetheless\ud profoundly, by individual Africans and people of African\ud descent, and examples from both parts of the continent andelsewhere\ud receive consideration; sometimes within the context\ud of the contemporary social environment.\ud In the account of the establishment of the Education\ud Departments in The Gambia and Malawi reasons, motives and\ud difficulties are described and certain basic differences\ud between the two systems receive comment. The conceptual\ud framework within which, and the theoretical foundations upon\ud which, educational administration in general and decisionmaking\ud in particular operate receive close attention with\ud special reference to modern theories germane to the hypothesis.\ud From non-governmental and governmental archives the\ud decision-making process, with the inter-play of individual\ud factors and mild intrigue, is developed and analysed.\ud The gulf between theory and practice, as revealed in the\ud material, reinforces the contention of the hypothesis. The\ud structured investigation of the theme terminates about 1945\ud but in the conclusions certain later events and developments\ud are outlined by way of indicating the dynamic nature of the\ud topic and its interrelationship with non-predictable outcomes

    Requirement for sphingosine kinase 1 in mediating phase 1 of the hypotensive response to anandamide in the anaesthetised mouse

    In the isolated rat carotid artery, the endocannabinoid anandamide induces endothelium-dependent relaxation via activation of the enzyme sphingosine kinase (SK). This generates sphingosine-1-phosphate (S1P) which can be released from the cell and activates S1P receptors on the endothelium. In anaesthetised mice, anandamide has a well-characterised triphasic effect on blood pressure but the contribution of SK and S1P receptors in mediating changes in blood pressure has never been studied. Therefore, we assessed this in the current study. The peak hypotensive response to 1 and 10 mg/kg anandamide was measured in control C57BL/6 mice and in mice pretreated with selective inhibitors of SK1 (BML-258, also known as SK1-I) or SK2 ((R)-FTY720 methylether (ROMe), a dual SK1/2 inhibitor (SKi) or an S1P1 receptor antagonist (W146). Vasodilator responses to S1P were also studied in isolated mouse aortic rings. The hypotensive response to anandamide was significantly attenuated by BML-258 but not by ROMe. Antagonising S1P1 receptors with W146 completely blocked the fall in systolic but not diastolic blood pressure in response to anandamide. S1P induced vasodilation in denuded aortic rings was blocked by W146 but caused no vasodilation in endothelium-intact rings. This study provides evidence that the SK1/S1P regulatory-axis is necessary for the rapid hypotension induced by anandamide. Generation of S1P in response to anandamide likely activates S1P1 to reduce total peripheral resistance and lower mean arterial pressure. These findings have important implications in our understanding of the hypotensive and cardiovascular actions of cannabinoids
