    Conditions on Iterative Rounding Harmony in Oroqen

    In this paper, we re-examine the claim that Baiyinna Oroqen, a language of the Tungusic family with a largely predictable distribution of non-high round vowels, requires a non-iterative type of rounding harmony, by demonstrating instead the need for a clear distinction between stem-internal morpheme structure constraints and suffixal vowel harmony. We also propose to revise what was thought to be a requirement that harmony donors must be anchored in two successive syllables; it is instead a restriction that copying of the harmonic feature must be from the closest non-initial vowel

    Structure of Extreme Correlated Equilibria: a Zero-Sum Example and its Implications

    We exhibit the rich structure of the set of correlated equilibria by analyzing the simplest of polynomial games: the mixed extension of matching pennies. We show that while the correlated equilibrium set is convex and compact, the structure of its extreme points can be quite complicated. In finite games the ratio of extreme correlated to extreme Nash equilibria can be greater than exponential in the size of the strategy spaces. In polynomial games there can exist extreme correlated equilibria which are not finitely supported; we construct a large family of examples using techniques from ergodic theory. We show that in general the set of correlated equilibrium distributions of a polynomial game cannot be described by conditions on finitely many moments (means, covariances, etc.), in marked contrast to the set of Nash equilibria which is always expressible in terms of finitely many moments

    Separable and Low-Rank Continuous Games

    In this paper, we study nonzero-sum separable games, which are continuous games whose payoffs take a sum-of-products form. Included in this subclass are all finite games and polynomial games. We investigate the structure of equilibria in separable games. We show that these games admit finitely supported Nash equilibria. Motivated by the bounds on the supports of mixed equilibria in two-player finite games in terms of the ranks of the payoff matrices, we define the notion of the rank of an n-player continuous game and use this to provide bounds on the cardinality of the support of equilibrium strategies. We present a general characterization theorem that states that a continuous game has finite rank if and only if it is separable. Using our rank results, we present an efficient algorithm for computing approximate equilibria of two-player separable games with fixed strategy spaces in time polynomial in the rank of the game

    Correlated Equilibria in Continuous Games: Characterization and Computation

    We present several new characterizations of correlated equilibria in games with continuous utility functions. These have the advantage of being more computationally and analytically tractable than the standard definition in terms of departure functions.     Построение модели сбалансированной системы показателей в деятельности библиотек (на примере Республиканского медицинского библиотечно-информационного центра)

    Balanced scorecard (BSC) is widely used to achieve strategic objectives, ensure the efficient operation and successful development of enterprises, institutions and organizations. Multiple information sources describe different approaches to BSC design and models created on the basis of these approaches. Introduction and subsequent functioning of the Quality management system in the Republican Medical Library-Information Center (RMLIC) in Kazan (Republic of Tatarstan) has led to the need for such BSC in the institution, which would have ensured the proper quality of its products and services. However, the analysis of publications revealed the absence of the models for bibliographic and information activities suitable for practical use at the moment.It was decided to develop the conceptual model of BSC, basing on the international and own experience and considering specific features of RMLIC area. The article describes the advantages and disadvantages of a number of models and approaches to the construction of BSC, the basic provisions and main principles of designing conceptual model of such system for bibliographic and information activities. The opinion is expressed that synergetic approach allows to create a model, providing fine and well-tuned strategy, formation of key performance indicators that contributes to improve the activities of institution engaged in the provision of library-bibliographic and information services.The author’s conceptual model of the balanced scorecard is presented graphically and described in detail. It meets the needs of RMLIC and logically fits into the control system of the institution operating in the conditions of continuous improvement of the Quality management system.Сбалансированные системы показателей (ССП) широко применяются для достижения стратегических целей, обеспечения эффективной работы и успешного развития предприятий, учреждений и организаций. В многочисленных информационных источниках описаны различные подходы к их проектированию и созданные на базе этих подходов модели. Внедрение и последующее функционирование в Республиканском медицинском библиотечно-информационном центре (РМБИЦ) в Казани (Республика Татарстан) системы менеджмента качества обусловило потребность в такой ССП для учреждения, которая бы обеспечивала надлежащее качество его продукции и услуг. Однако, как показал анализ, проведенный по материалам публикаций, моделей, отражающих специфику библиотечно-библиографической и информационной деятельности и пригодных для практического использования, на данный момент не существует.Была разработана концептуальная модель ССП, опираясь на мировой и собственный опыт и учитывая особенности сферы, в которой работает РМБИЦ. Раскрыты достоинства и недостатки ряда моделей и подходов к построению ССП, изложены основные положения и принципы проектирования концептуальной модели такой системы для библиотечно-библиографической и информационной деятельности. Высказано мнение, что синергетический подход позволяет создать модель, обеспечивающую тонкую и правильную настройку стратегии, формирование ключевых показателей эффективности, что способствует совершенствованию деятельности учреждения, занимающегося предоставлением библиотечно-библиографических и информационных услуг.Представлена в графическом виде и подробно описана авторская концептуальная модель сбалансированной системы показателей, отвечающая потребностям РМБИЦ и логически вписывающаяся в систему управления учреждением, работающим в условиях непрерывно совершенствуемой системы менеджмента качества

    Дистанционное библиотечное образование в эпоху глобализации и информационных технологий: опыт и перспективы

    The current period is characterized by intensive informatization and globalization processes and stimulates building the single education space. At the same time, the ongoing transformations in the library area makes adjustments in the content of training librarians. The expanding information and technological environment requires libraries to adapt as fast as possible. The authors emphasize that building a complex library infrastructure is impossible without highly competent specialists. The authors suggest that distance learning is a promising trend in training library and information specialists in the single education space. They review the experience of distance learning in Kazan State Institute of Culture where it is introduced in several disciplines. The results of satisfaction survey are presented. The difference in the opinions of the full-time and off-campus students is demonstrated. Based on the survey, the authors conclude that most of the students are not ready to switch to distance learning. Main provisions for the highly efficient distance education, its main advantages and disadvantages are revealed. Introduction of distance learning is seen as essential for increasing efficiency of the Russian higher library schools.В статье отмечено, что современный период, характеризующийся активными процессами информатизации и глобализации, стимулирует формирование единого образовательного пространства. Вместе с тем происходящая трансформация библиотечной отрасли вносит корректировки в содержательную составляющую подготовки библиотечных специалистов. Информационно-технологическая среда требует от библиотек максимально быстрой адаптации к новым условиям. Подчёркнуто, что без высококвалифицированных кадров, способных работать в новых условиях, невозможно формирование сложной библиотечной инфраструктуры. В качестве перспективной формы подготовки библиотечно-информационных специалистов в условиях единого образовательного пространства предложено рассматривать дистанционное обучение. Освещён опыт внедрения дистанционных форм образования на примере Казанского государственного института культуры, где на платформе MOODLE реализовано удалённое обучение для ряда дисциплин. Приведены результаты опроса удовлетворённости студентов дистанционной формой обучения. Зафиксирована разница мнений студентов дневного и заочного отделений. По результатам исследования сделан вывод о том, что большинство студентов не готовы полностью перейти на дистанционное обучение. Названы основные условия, приводящие к высокой результативности удалённого обучения, его основные преимущества и недостатки. Внедрение дистанционного образования признано условием реализации образования европейского уровня в российской высшей библиотечной школе

    Потенциал вуза в процессе обучения информатике и информационным технологиям

In 2017, to optimize the curriculum, the discipline “Information studies and information technologies” was introduced in every training program, and “Information security and information protection” in several programs.The authors name the major components of the Institute’s information and education environment, that is: the faculty, facilities and equipment. The steps to introduce digital training are discussed. The examples of organizational infrastructure of the faculty and the students in advanced training and teaching information technologies; introduction of MOODLE system, retraining courses to support digital learning, students engagement to collaborative projects using specialized software, are given. The survey data are presented to characterize students’ and professors’ attitude towards digital training and learning.The authors emphasize the humanitarian character of information science, its orientation towards human resource priming, integration of information and computer technologies.На примере Казанского государственного института культуры проанализирован потенциал вуза, используемый для подготовки высококвалифицированных специалистов в области информатики и информационных технологий, востребованных на рынке труда. Отмечено, что для оптимизации подготовки студентов с 2017 г. в КазГИК введена дисциплина «Информатика и информационные технологии» для всех направлений подготовки и «Информационная безопасность и защита информации» для некоторых направлений.Обозначены важнейшие составляющие информационно-образовательной среды вуза – профессорско-преподавательский состав и материально-техническое обеспечение. Рассказано о мерах по внедрению электронного обучения. Представлены примеры организации работы как преподавателей, так и студентов в сфере повышения квалификации и обучения информационным технологиям: внедрение системы MOODLE, курсы повышения квалификации по электронному обучению, привлечение студентов для создания совместных проектов с использованием специализированного программного обеспечения. Приведены данные анкетирования, характеризующие отношение студентов и преподавателей к электронной форме обучения.Подчёркнуто, что в вузовской концепции преподавания информатики и информационных технологий сделан акцент на гуманитарном характере информатики, её ориентации на актуализацию человеческого ресурса, на интеграцию информационных и компьютерных технологий

PLoS ONE. 2008;3(7): e2597.Background When our PC goes on strike again we tend to curse it as if it were a human being. Why and under which circumstances do we attribute human-like properties to machines? Although humans increasingly interact directly with machines it remains unclear whether humans implicitly attribute intentions to them and, if so, whether such interactions resemble human-human interactions on a neural level. In social cognitive neuroscience the ability to attribute intentions and desires to others is being referred to as having a Theory of Mind (ToM). With the present study we investigated whether an increase of human-likeness of interaction partners modulates the participants' ToM associated cortical activity. Methodology/Principal Findings By means of functional magnetic resonance imaging (subjects n = 20) we investigated cortical activity modulation during highly interactive human-robot game. Increasing degrees of human-likeness for the game partner were introduced by means of a computer partner, a functional robot, an anthropomorphic robot and a human partner. The classical iterated prisoner's dilemma game was applied as experimental task which allowed for an implicit detection of ToM associated cortical activity. During the experiment participants always played against a random sequence unknowingly to them. Irrespective of the surmised interaction partners' responses participants indicated having experienced more fun and competition in the interaction with increasing human-like features of their partners. Parametric modulation of the functional imaging data revealed a highly significant linear increase of cortical activity in the medial frontal cortex as well as in the right temporo-parietal junction in correspondence with the increase of human-likeness of the interaction partner (computer<functional robot<anthropomorphic robot<human). Conclusions/Significance Both regions correlating with the degree of human-likeness, the medial frontal cortex and the right temporo-parietal junction, have been associated with Theory-of-Mind. The results demonstrate that the tendency to build a model of another's mind linearly increases with its perceived human-likeness. Moreover, the present data provides first evidence of a contribution of higher human cognitive functions such as ToM in direct interactions with artificial robots. Our results shed light on the long-lasting psychological and philosophical debate regarding human-machine interaction and the question of what makes humans being perceived as human
