    Open source software ā€“ a key component of E-health in Developing nations

    The global burden of disease falls most heavily on people in developing countries. Few resources for healthcare, geographical and infrastructure issues, lack of trained staff, language and cultural diversity and political instability all affect the ability of health providers to support effective and efficient healthcare. Health information systems are a key aspect of improving healthcare, but existing systems are often expensive and unsuitable. Open source software appears to be a promising avenue for quickly and cheaply introducing health information systems that are appropriate for developing nations. This article describes some aspects of open source e-health software that are particularly relevant to developing nations, issues and problems that may arise and suggests some future areas for research and action. Suggestions for critical success factors are included. Much of the discussion will be related to a case study of a training and e-health project, currently running in the Himalayan kingdom of Bhutan

    Membrane capacitive deionisation as an alternative to the 2nd pass for seawater reverse osmosis desalination plant for bromide removal

Most Australian surface and ground waters have relatively high concentration of bromide between 400 and 8000 Ī¼g/L and even higher concentration in seawater between 60,000ā€“78,000 Ī¼g/L. Although bromide is not regulated, even at low concentrations of 50ā€“100 Ī¼g/L, it can lead to the formation of several types of harmful disinfection by-products (DBPs) during the disinfection process. One of the major concerns with brominated DBPs is the formation of bromate (BrO3āˆ’), a serious carcinogen that is formed when water containing a high concentration of bromide is disinfected. As a result, bromate is highly regulated in Australian water standards with the maximum concentration of 20 Ī¼g/L in the drinking water. Since seawater reverse osmosis (SWRO) desalination plays an important role in augmenting fresh water supplies in Australia, SWRO plants in Australia usually adopt 2nd pass brackish water reverse osmosis (BWRO) for effective bromide removal, which is not only energy-intensive to operate but also has higher capital cost. In this study, we evaluated the feasibility of membrane capacitive deionisation (MCDI) as one of the alternatives to the 2nd pass BWRO for effective bromide removal in a more energy efficient way

    Rabies virus strains circulating in Bhutan: implications for control.

Twenty-three rabies virus isolates originating from dogs and other domestic animals were characterized by sequencing the partial nucleoprotein (N) gene (395 bp). Phylogenetic analysis was conducted and the Bhutanese isolates were compared with rabies viruses originating from other parts of the world. Phylogenetic analysis showed that Bhutanese isolates were highly similar and were closely related to Indian strains and South Asian Arcticā€“likeā€“1 viruses. Our study suggests that the rabies viruses spreading in southern parts of Bhutan have originated from a common ancestor, perhaps from the Indian virus strain.     Educating Health Professionals about Disability: A Review of Interventions

    Health professionals need to understand the human rights and health needs of disabled people. This review of evidence on interventions demonstrates that a range of often innovative approaches have been trialled. Lectures by faculty are less effective in changing attitudes than contact with disabled people themselves. Existing examples of good practice need to be scaled up, and better and more long-term evaluations of impact are required

    Observations with the High Altitude GAmma-Ray (HAGAR) telescope array in the Indian Himalayas

    The High Altitude GAmma-Ray (HAGAR) array is a wavefront sampling array of 7 telescopes, set-up at Hanle, at 4270 m amsl, in the Ladakh region of the Himalayas (Northern India). It constitutes the first phase of the HImalayan Gamma-Ray Observatory (HIGRO) project. HAGAR is the first array of atmospheric Cherenkov telescopes established at a so high altitude, and was designed to reach a relatively low threshold (currently around 200 GeV) with quite a low mirror area (31 m2). Regular source observations are running since September 2008. Estimation of the sensitivity of the experiment is undergoing using several hours of data from the direction of Crab nebula, the standard candle source of TeV gamma-ray astronomy, and from dark regions. Data were acquired using the On-source/Off-source tracking mode, and by comparing these sky regions the strength of the gamma-ray signal could be estimated. Gamma-ray events arrive close to telescope axis direction while the cosmic-ray background events arrive from the whole field of view. We discuss our analysis procedures for the estimate of arrival direction, estimate of gamma ray flux from Crab nebula, and the sensitivity of the HAGAR system, in this paper

    Carbon neutral policy in action: the case of Bhutan

    Climate policy across the world is proceeding at a highly variable pace, with some places very committed to decarbonizing their economies and others just beginning. Emerging nations are generally just starting along this journey. However, among the few nation states that have pledged to achieve carbon neutrality, is Bhutan, a least developed country. Carbon neutrality is an ambitious climate policy that is increasingly being recognized as necessary in order to stabilize global temperature rise at 1.5Ā°C. However, Bhutan is likely to face significant challenges in maintaining this status as the country balances its desire to grow in economic opportunities (GDP) and in human happiness (GNH). Little research has been conducted inside the policy processes to better understand how Bhutan will maintain carbon neutrality. Through open-ended, semi-structured interviews with key stakeholders, this study provides an inside view on the current situation and future challenges that Bhutan may face, along with the complexities associated with implementing and maintaining an ambitious carbon neutral policy. The paper highlights Bhutan's story and how it could be useful for policy learning and knowledge sharing, especially in the context of emerging nationsā€™ climate governance
